Five years ago, what began as a simple dream became a mission that would touch countless lives.
Smart Developmental and Learning Center (SDLC) was founded by ๐ ๐. ๐๐ถ๐น๐ฑ๐ฎ ๐ ๐ฎ๐ป๐๐ถ๐ด๐๐ฒ, ๐ ๐๐ฑ-๐ฆ๐ฃ๐๐โa licensed professional teacher, certified ABA (Applied Behavior Analysis) Technician, and a nationally and internationally recognized Outstanding SPED Teacher. After dedicating more than 23 years to Special Education, she carried one unwavering belief in her heart: ๐ฉ๐๐๐ฉ ๐๐ซ๐๐ง๐ฎ ๐๐๐๐ก๐, ๐ง๐๐๐๐ง๐๐ก๐๐จ๐จ ๐ค๐ ๐๐๐๐ก๐๐ฉ๐ฎ, ๐๐๐จ๐๐ง๐ซ๐๐จ ๐ฉ๐๐ ๐ค๐ฅ๐ฅ๐ค๐ง๐ฉ๐ช๐ฃ๐๐ฉ๐ฎ ๐ฉ๐ค ๐ก๐๐๐ง๐ฃ, ๐๐ง๐ค๐ฌ, ๐๐ฃ๐ ๐จ๐๐๐ฃ๐.
Long before autism and ADHD became widely recognized, Ms. Mantigue was already devoting her life to children with developmental delays, intellectual disabilities, Down syndrome, speech and hearing impairments, visual impairments, and children who were non-verbal or minimally verbal. She saw not their limitations, but their limitless potential.
Then came the COVID-19 pandemicโa time filled with uncertainty, fear, and challenges. As more parents sought help for children with developmental concerns, particularly autism, she witnessed an overwhelming need that could no longer be ignored. While still serving as a full-time SPED teacher in the Department of Education and providing private therapy services, she knew she had to do more.
With nothing more than faith, determination, and a rented one-room apartment worth โฑ๐ณ,๐ฌ๐ฌ๐ฌ, SDLC was born.
There were no grand facilities, no large team, and no guarantee of success. There was only a woman with a calling, willing to become everything her children neededโa teacher, therapist, administrator, counselor, caregiver, and source of hope.
Many questioned whether such a dream could survive. Some doubted that one person could make a lasting difference. But purpose has a way of overcoming impossibilities. Every challenge became a lesson. Every setback became another reason to keep going. Every childโs progress became proof that miracles often begin with faith and perseverance.
Eventually, Ms. Mantigue made one of the most difficult decisions of her lifeโto take early retirement from public service and devote herself fully to the mission that God had placed in her heart. It was a leap of faith that would change not only her life, but the lives of countless children and families.
Today, as SDLC celebrates ๐๐๐ซ๐ ๐ข๐๐๐ฃ๐๐ฃ๐๐๐ช๐ก ๐ฎ๐๐๐ง๐จ, that once humble beginning has blossomed into a trusted developmental center with ๐ฉ๐๐ง๐๐ ๐๐ง๐๐ฃ๐๐๐๐จ and a dedicated family of ๐ญ๐ด ๐ก๐๐๐๐ฃ๐จ๐๐ ๐ฉ๐๐๐๐๐๐ง๐จ ๐๐ฃ๐ ๐ฉ๐ง๐๐๐ฃ๐๐ ๐ฉ๐๐๐ง๐๐ฅ๐๐จ๐ฉ๐จ. In 2024, SDLC was proudly recognized as ๐๐๐ฃ๐๐๐ฃ๐๐คโ๐จ ๐๐ค๐จ๐ฉ ๐๐ง๐ช๐จ๐ฉ๐๐ ๐๐ฃ๐ ๐๐ญ๐๐ข๐ฅ๐ก๐๐ง๐ฎ ๐ฝ๐๐๐๐ซ๐๐ค๐ง๐๐ก ๐๐๐๐ง๐๐ฅ๐ฎ ๐๐ฃ๐ ๐ฟ๐๐ซ๐๐ก๐ค๐ฅ๐ข๐๐ฃ๐ฉ๐๐ก ๐พ๐๐ฃ๐ฉ๐๐ง by the ๐๐๐ฃ๐๐๐ฃ๐๐ค ๐๐๐ค๐ฅ๐ก๐โ๐จ ๐พ๐๐ค๐๐๐ ๐ผ๐ฌ๐๐ง๐๐จโa reflection of years of hard work, compassion, and unwavering commitment.
Yet beyond every recognition, the greatest achievement has always been the children.
The first words spoken by a child once thought unable to communicate. The first steps toward independence. The first time a child entered a regular classroom with confidence. The tears of joy from parents who once feared the future but now celebrate milestones they once believed were impossible.
These are the moments that define SDLC.

As we celebrate this milestone, we honor every child who trusted us, every parent who believed in us, every therapist and teacher who served with love, and every partner and supporter who walked beside us.
This anniversary is not simply a celebration of five years in service.
It is a celebration of courage over fear.
Of faith over uncertainty.
Of compassion over limitations.
Of dreams that refused to give up.
Because five years ago, one woman dared to believe that every child deserves a chance.
Today, that belief continues to change livesโone child, one family, and one milestone at a time.
