CONFLICT OF INTEREST: THE SILENT ENEMY OF GOOD GOVERNANCE

Not all threats to integrity in government appear dramatic or obvious. Sometimes they begin quietly, through situations where personal interests begin to influence public decisions.

This is known as conflict of interest, a situation that Republic Act No. 6713 clearly seeks to prevent.

Public officials are expected to avoid circumstances where personal relationships, financial interests, or private advantages may affect the impartial performance of their duties.

Ethical problems rarely start with large violations. They often begin with small compromises — a favor granted, a decision influenced by personal connections, or a situation where impartial judgment becomes difficult.

Leadership in government requires discipline: the ability to separate personal interest from public duty.
