A LOOK BACK ON KISEC'S 20 YEARS WITH THE SCHOOL'S FIRST PRINCIPAL MRS. REMIA H. DONGUINES

In celebration of the 20th foundation year (1999-2019) of the institution now known as the Kalibo Integrated Special Education Center (KISEC), let us look back on its milestones during the first two decades of its existence with no other than Mrs. Remia H. Donguines, the first principal of the school from 1999 to her retirement in 2013.

Mrs. Donguines recalls the beginning of the institution when she was assigned as Principal I of Kalibo Elementary School II after Kalibo Elementary School is split into Kalibo Elementary School I and Kalibo Elementary School II in the year 1999. The school opened school year 1999-2000 with 2 sections of Regular Classes for each level from Kindergarten to Grade 6.

She credits Mr. Johann C. Cawaling for spearheading its Special Education (SpEd) Department which started with only one class of visually impaired pupils in 1999 and later grew to six disabilities. Thereafter, the school's name was expanded to Kalibo Elementary School II (Aklan Special Education Center) to highlight its being the center of special education in the province of Aklan.

Ma'am Donguines shared that another challenge the school faced in the school's 10th year in 2009 is the necessity for its conversion into an integrated school to offer high school for regular and SpEd pupils who graduated in elementary. Resolutions were passed by the KES II Parents, Teachers and Community Association (PTCA), Sangguniang Barangay Poblacion and Sangguniang Bayan of Kalibo supporting the transformation of Kalibo Elementary School II (Aklan Special Education Center) into a public integrated school named Kalibo Integrated Special Education Center. This gave birth to the school's High School / Secondary Department making it the first of its kind, a public integrated special education center in the Province of Aklan. Thereafter, Government Recognition (RO VI) No. I-001 s. 2011 was issued on July 26, 2011 retroactively recognizing the conversion to a public integrated school and the change in name to Kalibo Integrated Special Education Center from April 29, 2009.

Happy 20 years KISEC! Thank you very much to Mrs. Remia H. Donguines, the founding mother of this institution who have birthed and nurtured it until today. After her retirement, she continued serving the institution in her capacity as PTCA President.

Dr. Wilma Werigene M. Villa, one of the school's pioneer teachers, is now the school principal. Currently, the school is offering public elementary and secondary education for both regular or normal and special children.
