Lutero, then-congressman of the Third District of Iloilo, who never gave up his vision for a secondary school for the town. Pedro Margarico, former Provincial Board Member, supported this vision by mobilizing resources of the Province of Iloilo. Men like Municipal Mayor Andres Lutero, Sr.; Municipal Vice Mayor Salvador Nobleza, Dr. Alfredo Ortigas, Mr. Tiburcio Cadete, Mr. Alipio Suarez and others

during the founding and transition periods are worthy of esteem beyond compare. Jose Gonzales was the first Principal of Janiuay High School, followed by Mr. Wenceslao Sison, Mr. Jose Gorriceta, and Mr. JANIUAY NATIONAL VOCATIONAL HIGH SCHOOL June 21, 1959 – June 18, 1971
The conversion of Janiuay High School into Janiuay National Vocational High School under the guidance of Mr. Adriano Sullesta, principal, on June 21, 1959, under R.A. 2411 authored by the late congressman Domitilo G. Abordo, ushered in the “Vocational Period” in the school’s history. JANIUAY NATIONAL COMPREHENSIVE HIGH SCHOOL June 19, 1971 –June 21, 1988

On June 19, 1971, the school became Janiuay National Comprehensive High School by virtue of R.A. 6313 authored by a lady congressman from the Third District of Iloilo, Hon. Gloria M. Tabiana. A two-year technical college was opened to cater to the manpower needs of the community and the country as well. Miss Lo**ta Armada, Department Head, Related Subjects served as Officer-In-Charge from July 1972 to August 1973 and Mr. Numeriano Defensor was appointed School Principal from August 1973 to June 1989. DON TIBURCIO A. LUTERO NATIONAL COMPREHENSIVE HIGH SCHOOL June 22, 1988 – March 29, 1995

Under R.A. 6667 dated June 22, 1988, authored by then-congressman, Hon. Licurgo P. Tirador, renamed the school to Don Tiburcio A. Lutero National Comprehensive High School, in honor of its founder, the late congressman Tiburcio Alianza Lutero. Protacio Aguda was designated Officer-in-Charge from June 1989 to October 1989 and Mrs. Otilia Parian served as Principal from October 1989 to December 1995. JANIUAY POLYTECHNIC COLLEGE March 30, 1995 – August 21, 2000

On March 30, 1995, the school was converted to Janiuay Polytechnic College, by virtue of R.A. 7974, again authored by Hon. Tirador. In 1996, it celebrated its Golden Anniversary – 50 years of quality service. During the span of fifty years, several changes have taken place: the name of the school, the curricular offerings, and the school heads. Despite these changes, one thing remained – its commitment to service and delivery of quality education. Mrs. Otilia Parian served as Acting Superintendent from January 1996 to May 1996 and Mrs. Helen Correa also served as Acting Superintendent from June 1996 to May 1999. Rufino Larupay served as College Administrator II from June 1999 to September 2007. WVSU JANIUAY August 22, 2000 – Present

After five years as a Polytechnic College, it was integrated to West Visayas State University on August 22, 2000, in consonance with CHED Memorandum Order No. 27, series of 2000 which contained the implementing guidelines on integration of CHED Supervised Institutions (CSIs) to State Universities and Colleges (SUCs), by virtue of R.A. 7722, otherwise known as the “Higher Education Act of 1994” and R.A. 8292, otherwise known as the “Higher Education Modernization Act of 1997”. From then and onwards, Janiuay Polytechnic College has become known as West Visayas State University – Janiuay Campus. After Mr. Larupay’s term as College Administrator, Dr. Antonio S. Urbano, Jr. was designated as Campus Administrator from October 1, 2007, to October 31, 2010. On November 2, 2010 – February 14, 2020, Dr. Raymund Gemora served as Campus Administrator . Currently, Dr. Guiller P. Pendon is the new Campus Administrator

Conclusion

The historical evolution of this institution is a vision beyond dreams. We, therefore, celebrate its founding year, the school heads and stakeholders who have made this vision possible, the various names it has held on, and the men and women of stature it has produced these many a year. As we begin another academic year, the assembly provides an opportunity to reconnect as one WVSU community, welcome new members of the workforce, recognize achievements, and hear the University’s direction for AY 2026-2027.
