The Philippine Navy, through the guidance and leadership of the Commander, Installation Management Command, ๐‘๐€๐ƒ๐Œ ๐๐„๐“๐„๐‘ ๐‰๐„๐Œ๐๐’๐”๐ ๐• ๐ƒ๐„ ๐†๐”๐™๐Œ๐€๐ ๐๐ together with the initiative of the Director, Directorate for Port and Aerodrome Services, Installation Management Command, ๐‚๐ƒ๐‘ ๐Œ๐€๐๐…๐‘๐„๐ƒ ๐„ ๐Œ๐€๐‹๐€๐‹๐€๐๐† ๐๐, in collaboration with the Philippine Coast Guardโ€™s Marine Environmental Protection Training and Doctrine Institute (MEPTDI), successfully conducted the Marine Pollution Prevention and Management Seminar on 02โ€“03 September 2026 at Naval Station Pascual Ladesma, Fort San Felipe, Cavite City. The seminar was initiated to strengthen Philippine Navy personnelโ€™s knowledge and awareness of maritime environmental protection, particularly relevant laws and regulations on marine pollution prevention and management. It also aimed to enhance their preparedness in addressing common marine pollution incidents, particularly oil spills. The initiative provided an avenue for the Marine Environmental Protection Command, through MEPTDI, to share its knowledge and expertise with Philippine Navy personnel in support of a more coordinated and informed approach to maritime pollution prevention and management.

The lectures were led by ๐‹๐“๐‰๐† ๐‰๐”๐’๐“๐ˆ๐ ๐‚๐€๐‘๐‹๐Ž ๐ ๐ƒ๐„ ๐‹๐€๐™๐€ ๐๐‚๐† together with ๐„๐๐’ ๐๐€๐“๐‘๐ˆ๐‚๐Š ๐ ๐†๐ˆ๐‘๐Ž๐ ๐๐‚๐†, and ๐๐Ž๐Ÿ ๐‚๐‹๐ˆ๐…๐… ๐‘๐ˆ๐‚๐‡๐€๐‘๐ƒ ๐‚ ๐๐”๐“๐“ ๐๐‚๐†, with the activity facilitated by the dedicated personnel of MEPTDI. Through the lectures and discussions, participants gained valuable insights into the applicable maritime environmental laws, the roles and responsibilities of maritime stakeholders, and appropriate measures for preventing, preparing for, and responding to marine pollution incidents.

๐‹๐Ž๐Ž๐Š: The Marine Environmental Protection Training and Doctrine Institute (MEPTDI) successfully conducted the Case Study Presentation and Final Defense of the Marine Environmental Protection Specialization Course (MEPSC) Class 09 and 10-2026 on 24 August 2026 at the MEPTDI Conference Room, Boy Scouts of the Philippines Building, Manila City. The activity formed an integral part of the course requirement, providing the students with an opportunity to demonstrate their research knowledge, analytical skills, and practical understanding of marine environmental protection operations through the presentation and defense of their respective case studies.

The Final Case Study Defense was presided over by ๐‚๐€๐๐“ ๐๐€๐Ž๐‹๐Ž ๐‚๐€๐‘๐‹๐Ž ๐€ ๐“๐ˆ๐Ž๐๐†๐’๐Ž๐ ๐๐‚๐†, Director, Marine Environmental Protection Accreditation and Certification Service, as chairperson of the panel, together with distinguished Marine Environmental Protection officers, and subject-matter experts. Fifteen (15) case studies were successfully presented and defended, addressing a wide range of marine environmental protection concerns, including mangrove nursery establishment and coastal rehabilitation, oil spill response best practices, MARPOL facility and infrastructure assessment, mangrove restoration as a nature-based solution, solid waste management, PCG-MEP policy awareness, used oil disposal practices, and waste collection and segregation. These studies provided opportunities to identify existing gaps, assess current practices, and formulate evidence-based recommendations that may contribute to improved operational effectiveness and environmental protection initiatives.

The case study defense further highlighted the importance of research as a practical instrument for strengthening marine environmental protection and the enforcement of environmental laws, regulations, and policies. By translating classroom learning, field experiences, and operational observations into systematic research, the students were able to examine real-world challenges and explore solutions that may support improved practices, responsive policies, and strengthened enforcement mechanisms.

In his closing message, ๐‚๐€๐๐“ ๐“๐ˆ๐Ž๐๐†๐’๐Ž๐ ๐๐‚๐†, commended the students for their efforts in developing research outputs addressing relevant marine environmental protection concerns and recognized the importance of research in strengthening professional competence and operational effectiveness. The activity was facilitated by the Training Directorates of the Marine Environmental Protection Training and Doctrine Institute, Through the panel's evaluation and constructive feedback, the students were guided in refining their proposed topics, research direction, scope, and relevance to actual marine environmental protection operations.

Beyond the presentation of titles, the activity served as an important step in preparing the students for the development of their complete case studies, emphasizing the importance of identifying a clear and relevant problem, establishing appropriate objectives, gathering reliable information, analyzing evidence, and developing feasible recommendations. The students were likewise reminded that effective case study research is not only about documenting problems but also about understanding their causes, examining their operational implications, and communicating findings clearly and professionally. The activity further strengthened the students' ability to translate their experiences and observations in the workplace into meaningful academic research that can contribute to organizational learning and the continuous improvement of marine environmental protection practices.

LEADING WITH VISION: MEP SPECIALIZATION COURSE STUDENTS COMPLETE LEADERSHIP AND MANAGEMENT LECTURE

LOOK | Students of the Marine Environmental Protection (MEP) Specialization Course Classes 09 and 10-2026 successfully completed a two-day Leadership and Management Lecture conducted on 25โ€“26 June 2026 at the Marine Environmental Protection Training Center (MEPTC), Abucay, Bataan.

The activity was conducted by LCDR REYAN D. LIM, Officer-in-Charge, Education and Training, Coast Guard Ecumenical Chaplain Service, as the resource speaker.

The lecture formed part of the Institute's continuing efforts to develop competent, values-driven, and mission-ready personnel by strengthening the leadership and management capabilities of future Marine Environmental Protection professionals. The lecture focused on the principles of effective leadership, ethical decision-making, strategic vision, accountability, and servant leadership as essential attributes of public servants entrusted with safeguarding the nation's marine environment.

Throughout the activity, participants were encouraged to cultivate leadership founded on integrity, professionalism, and service. The lecture also emphasized the importance of self-awareness, sound judgment, resilience, and effective communication in leading teams and accomplishing organizational objectives.

By integrating leadership principles with the core values of the Philippine Coast Guard, the activity reinforced the students' commitment to excellence in public service and prepared them to assume greater responsibilities within the organization.

MEPTDI remains steadfast in its commitment to producing highly competent, disciplined, and ethically grounded Marine Environmental Protection personnel who are capable of advancing the Philippine Coast Guardโ€™s mandate to protect the marine environment while promoting safety, security, and sustainable maritime governance.

๐‹๐Ž๐Ž๐Š: The Marine Environmental Protection Command (MEPCOM), through its Training and Doctrine Institute, successfully held the convening ceremony for the Marine Environmental Protection Specialization Course (MEPSC) Class 09 and 10 -2025 composed of 58 students with the rank of Seaman First Class (E-3) assigned from different Units/Offices of PCG on 02 June 2026 at Marine Environmental Protection Training Center, Abucay, Bataan. The ceremony was presided over by Superintendent, Marine Environmental Protection Training and Doctrine Institute, ๐‚๐ƒ๐‘ ๐„๐Œ๐Œ๐€๐๐”๐„๐‹ ๐€ ๐’๐Ž๐‘๐ˆ๐€ ๐๐‚๐†. This is the first time the training was convened at MEPTC facility, expanding access to specialized training for Coast Guard personnel.
