𝐋𝐎𝐎𝐊: Marine Environmental Protection Training and Doctrine Institute (MEPTDI) Successfully Conducted a Marine Environmental Protection Seminar for Philippine Navy Personnel.

The Philippine Navy, through the guidance and leadership of the Commander, Installation Management Command, 𝐑𝐀𝐃𝐌 𝐏𝐄𝐓𝐄𝐑 𝐉𝐄𝐌𝐏𝐒𝐔𝐍 𝐕 𝐃𝐄 𝐆𝐔𝐙𝐌𝐀𝐍 𝐏𝐍 together with the initiative of the Director, Directorate for Port and Aerodrome Services, Installation Management Command, 𝐂𝐃𝐑 𝐌𝐀𝐍𝐅𝐑𝐄𝐃 𝐄 𝐌𝐀𝐋𝐀𝐋𝐀𝐍𝐆 𝐏𝐍, in collaboration with the Philippine Coast Guard’s Marine Environmental Protection Training and Doctrine Institute (MEPTDI), successfully conducted the Marine Pollution Prevention and Management Seminar on 02–03 September 2026 at Naval Station Pascual Ladesma, Fort San Felipe, Cavite City. The seminar was initiated to strengthen Philippine Navy personnel’s knowledge and awareness of maritime environmental protection, particularly relevant laws and regulations on marine pollution prevention and management. It also aimed to enhance their preparedness in addressing common marine pollution incidents, particularly oil spills. The initiative provided an avenue for the Marine Environmental Protection Command, through MEPTDI, to share its knowledge and expertise with Philippine Navy personnel in support of a more coordinated and informed approach to maritime pollution prevention and management.

The lectures were led by 𝐋𝐓𝐉𝐆 𝐉𝐔𝐒𝐓𝐈𝐍 𝐂𝐀𝐑𝐋𝐎 𝐐 𝐃𝐄 𝐋𝐀𝐙𝐀 𝐏𝐂𝐆 together with 𝐄𝐍𝐒 𝐏𝐀𝐓𝐑𝐈𝐂𝐊 𝐍 𝐆𝐈𝐑𝐎𝐍 𝐏𝐂𝐆, and 𝐏𝐎𝟏 𝐂𝐋𝐈𝐅𝐅 𝐑𝐈𝐂𝐇𝐀𝐑𝐃 𝐂 𝐁𝐔𝐓𝐓 𝐏𝐂𝐆, with the activity facilitated by the dedicated personnel of MEPTDI. Through the lectures and discussions, participants gained valuable insights into the applicable maritime environmental laws, the roles and responsibilities of maritime stakeholders, and appropriate measures for preventing, preparing for, and responding to marine pollution incidents.

The successful conduct of the seminar was made possible through the support and guidance of the Commander, Marine Environmental Protection Command, 𝐕𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, and the Superintendent, Marine Environmental Protection Training and Doctrine Institute, 𝐂𝐃𝐑 𝐄𝐌𝐌𝐀𝐍𝐔𝐄𝐋 𝐀 𝐒𝐎𝐑𝐈𝐀 𝐏𝐂𝐆. This seminar foster stronger collaboration between the Philippine Navy and the Philippine Coast Guard in advancing marine environmental protection. The initiative reflects the shared commitment of both maritime services to promote continuous learning, strengthen environmental awareness, and develop personnel who are better prepared to address maritime pollution incidents.

Through stronger inter-agency collaboration, continuous education, and shared commitment to maritime environmental protection, the Philippine Navy and Philippine Coast Guard remain committed to equipping their personnel with the knowledge, awareness, and capabilities necessary to prevent, manage, and respond to maritime pollution for the protection of the country’s marine environment.

𝐋𝐎𝐎𝐊: The Marine Environmental Protection Training and Doctrine Institute (MEPTDI) successfully conducted the Case Study Presentation and Final Defense of the Marine Environmental Protection Specialization Course (MEPSC) Class 09 and 10-2026 on 24 August 2026 at the MEPTDI Conference Room, Boy Scouts of the Philippines Building, Manila City. The activity formed an integral part of the course requirement, providing the students with an opportunity to demonstrate their research knowledge, analytical skills, and practical understanding of marine environmental protection operations through the presentation and defense of their respective case studies.

The Final Case Study Defense was presided over by 𝐂𝐀𝐏𝐓 𝐏𝐀𝐎𝐋𝐎 𝐂𝐀𝐑𝐋𝐎 𝐀 𝐓𝐈𝐎𝐍𝐆𝐒𝐎𝐍 𝐏𝐂𝐆, Director, Marine Environmental Protection Accreditation and Certification Service, as chairperson of the panel, together with distinguished Marine Environmental Protection officers, and subject-matter experts. The panel was composed of 𝐂𝐃𝐑 𝐆𝐑𝐀𝐂𝐄 𝐈 𝐂𝐀𝐌𝐏𝐎𝐒 𝐏𝐂𝐆, Deputy Commander, Marine Science Forensic Investigation Service, as Vice Chairperson; 𝐋𝐓 𝐆𝐄𝐑𝐀𝐋𝐃 𝐈 𝐂𝐎𝐑𝐃𝐄𝐑𝐎 𝐏𝐂𝐆, Deputy Director, National Operations Center for Oil Pollution; 𝐌𝐂𝐏𝐎 𝐌𝐄𝐑𝐋𝐈𝐓𝐀 𝐃 𝐌𝐀𝐐𝐔𝐈𝐑𝐀𝐍𝐆 𝐏𝐂𝐆, Unit Master Chief, Marine Environmental Protection Law Enforcement; and 𝐌𝐫𝐬. 𝐌𝐚𝐫𝐢𝐚𝐧𝐧𝐞 𝐆. 𝐀𝐫𝐢𝐚𝐬, 𝐏𝐡𝐃, Training Specialist IV, Philippine Coast Guard–Non-Uniformed Personnel.

Fifteen (15) case studies were successfully presented and defended, addressing a wide range of marine environmental protection concerns, including mangrove nursery establishment and coastal rehabilitation, oil spill response best practices, MARPOL facility and infrastructure assessment, mangrove restoration as a nature-based solution, solid waste management, PCG-MEP policy awareness, used oil disposal practices, and waste collection and segregation. These studies provided opportunities to identify existing gaps, assess current practices, and formulate evidence-based recommendations that may contribute to improved operational effectiveness and environmental protection initiatives.

The case study defense further highlighted the importance of research as a practical instrument for strengthening marine environmental protection and the enforcement of environmental laws, regulations, and policies. By translating classroom learning, field experiences, and operational observations into systematic research, the students were able to examine real-world challenges and explore solutions that may support improved practices, responsive policies, and strengthened enforcement mechanisms.

In his closing message, 𝐂𝐀𝐏𝐓 𝐓𝐈𝐎𝐍𝐆𝐒𝐎𝐍 𝐏𝐂𝐆, commended the students for their efforts in developing research outputs addressing relevant marine environmental protection concerns and recognized the importance of research in strengthening professional competence and operational effectiveness. The activity concluded with the presentation of certificates and mementos, followed by a photo opportunity spearheaded by the Superintendent, Marine Environmental Protection Training and Doctrine Institute, 𝐂𝐃𝐑 𝐄𝐌𝐌𝐀𝐍𝐔𝐄𝐋 𝐀 𝐒𝐎𝐑𝐈𝐀 𝐏𝐂𝐆, MEPTDI officers, enlisted personnel, training staffs, and students of MEPSC Class 09 and 10-2026.

𝐋𝐎𝐎𝐊: Philippine Coast Guard and Oceanwide Maritime Services Corporation (OMSC) Ceremonial Signing of the Memorandum of Agreement

The Philippine Coast Guard (PCG), through the Marine Environmental Protection Command (MEPCOM), and Oceanwide Maritime Services Corporation (OMSC) formally conducted the Ceremonial Signing of the Memorandum of Agreement (MOA) on 07 August 2026 at the MEPCOM Lobby, Headquarters Marine Environmental Protection Command, Mary Bachrach Building I, 24th St., Port Area, Manila. The ceremony was led by the Commander, MEPCOM, 𝐕𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, together with 𝐌𝐫. 𝐀𝐧𝐭𝐡𝐨𝐧𝐲 𝐓. 𝐒𝐞𝐯𝐢𝐥𝐥𝐚 𝐈𝐈, 𝐉.𝐃., Head of Delegation of OMSC. Also, in attendance were key MEPCOM officials, including 𝐂𝐎𝐌𝐌𝐎 𝐌𝐀𝐘 𝐁 𝐌𝐀𝐑𝐅𝐈𝐋 𝐏𝐂𝐆, Director, MEPRCGS; 𝐂𝐀𝐏𝐓 𝐀𝐑𝐁𝐈𝐄 𝐓 𝐂𝐀𝐒𝐏𝐈𝐋𝐋𝐎 𝐏𝐂𝐆, Chief of Staff, MEPCOM. The MOA marks the continuation of a collaborative partnership between the government and private sector in advancing education, capability development, environmental stewardship, and public service in support of the protection of the country's marine environment.

The ceremonial event opened with the remarks from 𝐂𝐃𝐑 𝐄𝐌𝐌𝐀𝐍𝐔𝐄𝐋 𝐀 𝐒𝐎𝐑𝐈𝐀 𝐏𝐂𝐆, who expressed the Command’s appreciation to OMSC for its continued support to the mission of the Philippine Coast Guard. He emphasized that the partnership strengthens learning, promotes innovation, and enhances the capabilities of personnel tasked with protecting the marine environment. The Command also expressed its gratitude for OMSC’s generous donation of a television, which will support MEPCOM’s training activities and reflects its commitment to developing capable marine environmental protection personnel.

𝐕𝐀𝐃𝐌 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, underscored that the MOA represents a shared commitment to strengthening the capabilities of Coast Guard personnel through quality education, training, and meaningful collaboration. He highlighted that sustainable progress in marine environmental protection can be achieved through strong partnerships that bring together the expertise, resources, and commitment of both government and private-sector stakeholders. Guided by its mandate to protect life, property, and the marine environment, the Philippine Coast Guard remains steadfast in developing highly capable personnel who are prepared to fulfill their responsibilities as stewards of the nation's waters. 𝐋𝐎𝐎𝐊: Students of Marine Environmental Protection Specialization Course Class 09 & 10-2026 Present Their Case Study Titles

The Marine Environmental Protection Specialization Course Class 09 & 10-2026 conducted its Case Study Title Presentation on 27 July 2026 at the Coast Guard Fleet Education, Training, and Doctrine Development Institute (CG-FETDDI), Balagtas, Bulacan, as part of the requirements for the completion of the MEP Specialization Course. The activity was spearheaded by the Commander, Marine Environmental Protection Command, 𝐕𝐀𝐃𝐌 𝐑𝐎𝐌𝐌𝐄𝐋 𝐀 𝐒𝐔𝐏𝐀𝐍𝐆𝐀𝐍 𝐏𝐂𝐆, and the Superintendent, Marine Environmental Protection Training and Doctrine Institute, 𝐂𝐃𝐑 𝐄𝐌𝐌𝐀𝐍𝐔𝐄𝐋 𝐀 𝐒𝐎𝐑𝐈𝐀 𝐏𝐂𝐆, as part of the Command's continuing efforts to strengthen the academic and professional capabilities of its personnel. The presentation provided the students an opportunity to identify and examine specific workplace concerns related to marine environmental protection and propose practical recommendations that may contribute to improved operations and service delivery.

The activity was facilitated by the Training Directorates of the Marine Environmental Protection Training and Doctrine Institute, Through the panel's evaluation and constructive feedback, the students were guided in refining their proposed topics, research direction, scope, and relevance to actual marine environmental protection operations.

Beyond the presentation of titles, the activity served as an important step in preparing the students for the development of their complete case studies, emphasizing the importance of identifying a clear and relevant problem, establishing appropriate objectives, gathering reliable information, analyzing evidence, and developing feasible recommendations. The students were likewise reminded that effective case study research is not only about documenting problems but also about understanding their causes, examining their operational implications, and communicating findings clearly and professionally. The activity further strengthened the students' ability to translate their experiences and observations in the workplace into meaningful academic research that can contribute to organizational learning and the continuous improvement of marine environmental protection practices.

LEADING WITH VISION: MEP SPECIALIZATION COURSE STUDENTS COMPLETE LEADERSHIP AND MANAGEMENT LECTURE

LOOK | Students of the Marine Environmental Protection (MEP) Specialization Course Classes 09 and 10-2026 successfully completed a two-day Leadership and Management Lecture conducted on 25–26 June 2026 at the Marine Environmental Protection Training Center (MEPTC), Abucay, Bataan.

The activity was conducted by LCDR REYAN D. LIM, Officer-in-Charge, Education and Training, Coast Guard Ecumenical Chaplain Service, as the resource speaker.

The lecture formed part of the Institute's continuing efforts to develop competent, values-driven, and mission-ready personnel by strengthening the leadership and management capabilities of future Marine Environmental Protection professionals. The lecture focused on the principles of effective leadership, ethical decision-making, strategic vision, accountability, and servant leadership as essential attributes of public servants entrusted with safeguarding the nation's marine environment.

Throughout the activity, participants were encouraged to cultivate leadership founded on integrity, professionalism, and service. The lecture also emphasized the importance of self-awareness, sound judgment, resilience, and effective communication in leading teams and accomplishing organizational objectives.

By integrating leadership principles with the core values of the Philippine Coast Guard, the activity reinforced the students' commitment to excellence in public service and prepared them to assume greater responsibilities within the organization.

MEPTDI remains steadfast in its commitment to producing highly competent, disciplined, and ethically grounded Marine Environmental Protection personnel who are capable of advancing the Philippine Coast Guard’s mandate to protect the marine environment while promoting safety, security, and sustainable maritime governance.

𝐋𝐎𝐎𝐊: The Marine Environmental Protection Command (MEPCOM), through its Training and Doctrine Institute, successfully held the convening ceremony for the Marine Environmental Protection Specialization Course (MEPSC) Class 09 and 10 -2025 composed of 58 students with the rank of Seaman First Class (E-3) assigned from different Units/Offices of PCG on 02 June 2026 at Marine Environmental Protection Training Center, Abucay, Bataan. The ceremony was presided over by Superintendent, Marine Environmental Protection Training and Doctrine Institute, 𝐂𝐃𝐑 𝐄𝐌𝐌𝐀𝐍𝐔𝐄𝐋 𝐀 𝐒𝐎𝐑𝐈𝐀 𝐏𝐂𝐆. This is the first time the training was convened at MEPTC facility, expanding access to specialized training for Coast Guard personnel.

The MEP Training and Doctrine Institute remains committed to providing quality education and training, ensuring that the Philippine Coast Guard is equipped with skilled personnel ready for modern maritime challenges.
