Summary:

The Sangguniang Panlalawigan Office held a Public Hearing for Proposed Ordinance No. 142-2024, titled โ€œAn Ordinance Revising Provincial Ordinance No. 240, Also Known as โ€˜The Revised Gender and Development Code of the Province of Cavite,โ€™โ€ on January 20, 2025, at the Session Hall of the Sangguniang Panlalawigan, New Capitol Building, Trece Martires City.

Hon. Rommel R. Enriquez, Chair of the Committee on Social Services, Families, Women, Children, and the Elderly, led the Public Hearing. He started by recognizing all participants and expressing gratitude for their assistance in promoting Gender and Development (GAD) initiatives in the Province of Cavite.

In her opening statements, Hon. Irene P. Bencito, Vice Chair of the Committee on Social Services, Family, Women, Children & the Elderly, highlighted that the GAD Code of the Province of Cavite acts as an all-encompassing framework to advance gender equality and guarantee the safeguarding of womenโ€™s rights in the province. She stated that this update signifies the provinceโ€™s dedication to enhancing and revising its gender and development policies.

Ms. Michelle F. Alcid, Secretary of the Provincial Board, introduced Proposed Ordinance No. 142-2024 that emphasizes the provinceโ€™s dedication to gender equality and the eradication of discrimination. The proposal outlines mechanisms aimed at safeguarding womenโ€™s rights in sectors like health, education, workforce participation, and political engagement; it also presents initiatives to tackle particular gender challenges, ensuring resources, monitoring, and evaluation are established to back GAD programs and initiatives.

As per the Office of Legal Services, the ordinance will be subject to additional examination prior to being signed by the appropriate authorities.

Summary

Inclusive leadership has become a driving force in promoting gender equality and empowering women across General Trias City, Cavite. Through the effective utilization of the Gender and Development (GAD) Fund, the local government has implemented programs that address the health, economic, and social needs of women while encouraging their active participation in governance and community development. The Cavite Council of Women, established in 2011, has played a significant role in supporting local government units by providing technical assistance and promoting gender-responsive policies and programs. Its initiatives have strengthened collaboration among women's organizations, barangay leaders, and government agencies to ensure that women receive equal access to opportunities, services, and resources. These efforts have also encouraged greater representation of women in leadership roles, enabling them to participate in decision-making processes that influence local development.

Various programs have been introduced to improve the quality of life of women and their families. These include the Buntis Congress, which provides free prenatal consultations, ultrasound examinations, medicines, vitamins, and educational sessions for pregnant women, particularly those from underserved communities. In addition, livelihood and entrepreneurship programs, skills development training, and community-based initiatives have helped women improve their economic capacity and become more financially independent. Barangay women coordinators also work closely with local communities to identify issues affecting women, implement appropriate interventions, and share best practices with other municipalities. Through continuous investment in women's welfare, leadership development, healthcare, and economic empowerment, General Trias demonstrates how inclusive governance can create opportunities for women to become active partners in community development, strengthen gender equality, and contribute to sustainable and inclusive growth throughout the province of Cavite.

Education remains one of the strongest foundations of women's empowerment. Combined with secure employment and opportunities for continuous professional development, it enhances confidence, financial stability, leadership capacity, and the ability to drive meaningful change. By fostering inclusive policies, investing in faculty development, and encouraging women to take on leadership and community roles, higher education institutions can help create an environment where women thrive, achieve greater economic independence, and contribute to sustainable and inclusive development.

In spite of these successes, gender inequality continues to be a significant problem. Numerous women and girls still face gender-based violence, discrimination, lack of equal opportunities, and obstacles to justice and support services. These difficulties are frequently amplified during disasters, health crises, and economic downturns, underscoring the necessity for enhanced safeguards and more inclusive policies.

True gender equality necessitates collaborative efforts from the government, private sector, civil society, and communities. Enhancing the enforcement of gender-responsive legislation, broadening services focused on survivors, advancing gender-sensitive data gathering, and fostering awareness to eradicate damaging gender stereotypes are crucial measures for establishing a fairer society. By enabling every woman and girl to thrive safely, engage wholly, and achieve their utmost potential, the Philippines can create a more inclusive, resilient, and sustainable future for everyone.
