I think this will, sort of, solve the problem in the accomodation of OBT for cadets especially in 2-1-1 program.
"MARINA, CHED revisit CMO 20 to pave the way for shorter OBT"
There is now a greater chance that there would be shorter shipboard training requirement than the present one-year required onboard training (OBT) for students of BS Marine Transportation (BSMT) and BS Marine Engineering (BSMarE).
It appears that the Maritime Industry Authority (MARINA) heading towards this direction following the public consultation on MARINA’s draft circular on the "Guidelines for the Onboard Training of Cadets on Philippine-Registered Ships Engaged in Domestic Shipping" last October 5.
In the consultation, the shorter cadetship training gained support among owners of maritime schools, which some groups argued that this would not only solve the problem on the acute shortage of cadetship berths, but also the issues being raised by the European Maritime Safety Agency (EMSA).
To explore how to go about it, MARINA STCW Office Executive Director VAdm Rene Medina disclosed that a technical working group had been formed together with the Commission on Higher Education to “revisit” CHED Memorandum Order No. 20s 2014.
“CMO 20 describes the requirements for graduation (for BSMT and BSMarE) including the seagoing service of cadets kaya nung mag usap kami ng CHED, we have agreed we have to revisit CMO 20 kasi iyon ang nagma-mandate ng one-year OBT,” explained ED Medina during the virtual presser held yesterday.
The review is obviously aim at amending the CMO to allow a shorter required sea service. During the consultation, there were proposals to reduce it to only three or six months, while the other required competencies can be obtained from workshops and shore-based training.
ED Medina said that any MARINA proposal to change the requirements for BSMT and BSMarE would be coursed through to the CHED Technical Panel for Maritime Education (TPME) which recommends the country’s approved education and training under the 1978 STCW Convention, as amended.
He added that the TWG is expected to complete its review of the CHED order next month.16
