Last August 14, reports of a proposed 50-megawatt Artificial Intelligence (AI) data center in Oton flooded the media, drawing mixed reactions from Ilonggos. On the same day, Iloilo Governor Arthur Defensor Jr.โ€™s statement supporting the controversial Pax Silica technological partnership between the Philippines and the United Statesโ€”and his vision for an โ€œIloilo versionโ€โ€”also made rounds in the local press. Within a day, petitions and heated online discussions over the provinceโ€™s growing role in the AI industry filled news feeds. As more foreign private companies set their sights on Iloilo as a potential AI hub, the province stands at a crossroads: Can Iloilo embrace the promise of technological progress without compromising the environmentally conscious and progressive identity it has built?

On the same day, Daniel Stefan Robertsen, managing director of Norway Green Energy and proponent of the proposed 10-hectare AI data center in Oton, faced barangay officials, cause-oriented groups, and residents in a public consultation. Before the open forum, Robertsen presented the project and outlined its potential economic and technological benefits, as well as the developersโ€™ proposed energy and water systems. Among the plans is a developer-funded substation connected to the grid at 69 or 115 kilovolts, which proponents claim could help improve the stability and resilience of the ILECO I network. Beyond its infrastructure, the proposed AI hub could bring jobs for engineers, IT professionals, researchers, technicians, and other workers while creating opportunities for local businesses and institutions. More broadly, establishing Iloilo as an AI hub could attract additional technology companies and investors, strengthen research and innovation, and position the province as a competitive technology destination beyond Metro Manila and Cebu.

These prospects, however, must be weighed against the projectโ€™s potential demands on Iloiloโ€™s resources, infrastructure, and communities. During the question-and-answer portion of the consultation, tensions escalated, prompting Robertsen to walk out before several concerns from the audience could be fully addressed. Among the questions raised were those surrounding the facilityโ€™s water requirementsโ€”how much it would consume, where the supply would come from, and how the water would be treated and managed. Concerns also extended to the broader environmental implications of a hyperscale data center, particularly its energy consumption, land use, and potential effects on surrounding communities. These issues echo the concerns surrounding the proposed Pax Silica partnership: Can Iloilo continue to call itself an environmentally conscious and progressive province if technological development moves faster than meaningful public consultation, transparency, and environmental safeguards?

The proposed AI data center may bring jobs, investments, and technological growth, but its potential environmental and social costs cannot be overlooked. A 50-megawatt facility would require a large and continuous supply of electricity, raising questions about Iloiloโ€™s power capacity and the effects on households, businesses, and other industries. Although developers have proposed a dedicated substation and grid-stabilization measures, the public still needs clear answers on how these systems will affect the wider power network. Water is another major concern, as data centers require cooling systems to manage the heat generated by servers. The facilityโ€™s water source, consumption, treatment, and disposal must therefore be clearly established to ensure that it does not compete with the needs of residents, agriculture, and other industries.

The proposed 10-hectare development also raises concerns about land use, construction activity, waste, heat, and its potential effects on surrounding communities. Its environmental footprint could extend beyond the facility itself, particularly if the electricity used comes from carbon-intensive sources. Ultimately, the issue is not whether Iloilo should reject technological progress, but whether it can pursue it responsibly. If the province is to become an AI hub while maintaining its environmentally conscious reputation, development must be accompanied by transparent planning, environmental safeguards, responsible energy and water management, and meaningful consultation with affected communities. Progress should not come at the expense of the resources and quality of life that make Iloilo worth investing in.

Iloilo and the Philippines do not have to choose between technological progress and environmental responsibility. AI hubs can be developed sustainably. Malaysia, particularly Johor, has become one of Asiaโ€™s fastest-growing data-center hubs, but concerns over water and electricity use have pushed some operators to adopt treated wastewater instead of potable water for cooling, while others use closed-circuit cooling systems to reduce water consumption. Some facilities are also increasing their use of solar power and pursuing renewable-energy arrangements with the national utility. The question is whether Iloilo is prepared to demand the same standards. If the province and the country are serious about becoming AI hubs, developers should be required to demonstrate where their electricity and water will come from, how much they will consume, how they will manage waste and heat, and how their projects will contribute toโ€”not strainโ€”the local power and water systems.

AI development can be an opportunity for Iloilo and the country, but economic and
technological gains should never come at the expense of water resources, energy security, environmental sustainability, or the welfare of local communities. Ilonggos must come first; their home should never be placed second to a foreign cash grab. Embracing modern advancement does not mean turning a blind eye to its consequences. What the people demand is clarity, transparency, and accountabilityโ€”values that became all the more important after the events of August 14. The publicโ€™s response shows that communities are more than willing to stand up for their land, question development, and demand a voice in decisions that could shape their future.

The events in Iloilo should serve as a reminder to every Filipino that progress is not something communities must simply accept; it is something they have the right to shape. Development should serve the people, not displace their interests. As Iloilo Provinceโ€™s tagline says, โ€œIt has to be Iloilo.โ€ And this time, it truly has to be for Iloiloโ€”the people, the land, and its future.
