𝗪𝗩𝗦𝗨-𝗖𝗜𝗖𝗧, 𝗭𝗮𝗿𝗿𝗮𝗴𝗮 𝗟𝗚𝗨 𝗛𝗼𝗹𝗱 𝗣𝗿𝗲𝗽𝗮𝗿𝗮𝘁𝗼𝗿𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗮𝗻𝗱 𝗢𝗰𝘂𝗹𝗮𝗿 𝗜𝗻𝘀𝗽𝗲𝗰𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗜𝗖𝗧𝟰𝗗 𝗣𝗿𝗼𝗷𝗲𝗰𝘁

ZARRAGA, ILOILO — On September 9, 2026, the West Visayas State University–College of Information and Communications Technology (WVSU-CICT) met with representatives of the Municipal Government of Zarraga, Iloilo, to lay the groundwork for the continued implementation of the ICT4D – ICT for Data-Driven Decisions on Disasters extension initiative.

Representing the Municipal Government of Zarraga were Hon. Mayor Jeffrey Silveo and the Municipal Disaster Risk Reduction and Management Office (MDRRMO) team led by Architect Alberto Gimay. The WVSU-CICT delegation was led by Dr. Ma. Beth S. Concepcion, Dean of CICT, together with Dr. Regin Cabacas, Chair of the Department of Information Systems and ICT4D Project Leader; Dr. Ralph Voltaire Dayot, Chair of the Division of Computer Science; and Dr. Nikie Jo De Ocampo, College Extension Coordinator.

The preliminary meeting provided an opportunity for the University and the local government to align the project’s technical direction with Zarraga’s disaster risk reduction and management priorities. Discussions focused on the municipality’s information management needs, existing data collection and reporting processes, and opportunities to strengthen communication and information flow between barangay-level responders and the MDRRMO.

The engagement also emphasized the importance of developing solutions that respond to actual local workflows and operational requirements. The WVSU-CICT team discussed possible ICT-enabled approaches for improving disaster-related data collection, consolidation, reporting, and visualization, while the MDRRMO team provided insights into the municipality’s current practices and needs.

Following the meeting, the joint team conducted an ocular inspection of selected locations in Zarraga to assess the local environment and operational requirements for the proposed technology solutions. The site assessment provided the project team with a better understanding of the community and infrastructure context where digital data collection tools, automated reporting mechanisms, and visualization platforms may eventually be deployed.

This engagement marked an important step in the continuing collaboration between WVSU-CICT and the Municipal Government of Zarraga under the ICT4D initiative. The collaboration seeks to combine the College’s expertise in ICT, information systems, and research with the local government’s knowledge of community and disaster management needs.

Through this continuing partnership, WVSU-CICT and the Zarraga LGU aim to translate ICT research and expertise into practical, community-responsive solutions that can strengthen data-informed decision-making and contribute to more effective disaster preparedness and response at the local level.

The West Visayas State University–College of Information and Communications Technology (WVSU-CICT), through its Department of Information Systems, continued its collaboration with the Municipal Government of Zarraga, Iloilo, through a training-workshop on “Data-Driven Decision-Making and Disaster-Related Data Collection” held on September 25, 2026, at the CICT Computer Laboratory, WVSU.

The activity forms part of the ICT4D – ICT for Data-Driven Decisions on Disasters extension program, which aims to equip local disaster stakeholders with practical ICT-based approaches for gathering, managing, consolidating, and using disaster-related information. Participants included personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO), selected barangay officials and secretaries, Barangay Service Point Officers, and Barangay Health Workers.

Opening the training, Dr. Ma. Beth S. Concepcion, Dean of CICT, welcomed the participants and emphasized the importance of strengthening local capacity to use ICT in disaster-related data management. She underscored that effective data collection must go beyond gathering information, highlighting the need to turn data into meaningful insights that can support timely and informed decision-making.

The training was spearheaded by Mr. Regin Cabacas, ICT4D Project Leader and Chair of the Department of Information Systems, with the support and assistance of faculty members from across the College. The faculty helped facilitate the training sessions and hands-on activities, providing participants with practical guidance in applying ICT tools to disaster-related data collection, reporting, and management.

Mr. Neiljan Raborar opened the technical sessions with “Disaster-Related Data Collection Workflow,” introducing participants to a systematic process for gathering and managing information needed for disaster preparedness and response. Mr. Jhon Eleccion followed with “Reporting Data Collection Using Facebook Messenger,” demonstrating how the widely used platform can facilitate the submission of disaster-related reports from the barangay level.

The training also explored automation and data integration. Ms. Angelica Grace Simbran presented “Integrating Chatbot Automation for Data Collection in Facebook Messenger,” demonstrating how chatbot technology can streamline information gathering and reporting. Dr. Nikie Jo Deocampo concluded the technical sessions with “Integrating Facebook Messenger with Google Sheets for Data Consolidation and Dashboarding,” showcasing how submitted reports can be consolidated and organized for monitoring, analysis, and visualization.

The activity also featured a breakout session showcasing an ICT-based technology developed by the College for disaster management. Led by Mr. Jose Occena and Dr. Regin Cabacas, the project team presented the technology to the MDRRMO team, highlighting its potential to support local disaster risk reduction and management efforts.

The technology is currently being prepared for deployment in the Municipality of Zarraga, further strengthening the continuing collaboration between WVSU-CICT and the local government in advancing practical, ICT-enabled solutions for disaster preparedness and response.

The training introduced an ICT-enabled workflow connecting data collection, reporting, consolidation, and visualization, while the technology presentation provided a glimpse of how locally developed solutions can be applied to address disaster management needs. Through the ICT4D program, WVSU-CICT continues to translate its ICT expertise into community-based solutions that support data-informed decision-making, responsive governance, and more effective disaster management.

As artists, we spend so much time learning how to create, design, illustrate, write, animate and edit. However, the work doesn't always end there. There are clients to find, projects to manage, connections to build and decisions to make about what your work is worth. At some point, you also have to figure out how to make your creativity work for you.
