𝗪𝗩𝗦𝗨 𝗵𝗼𝘀𝘁𝘀 𝗣𝗣𝗦𝗔 𝗹𝗲𝗰𝘁𝘂𝗿𝗲 𝗼𝗻 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗱𝗲𝗺𝗼𝗰𝗿𝗮𝗰𝘆, 𝗳𝗼𝗿𝗺𝗮𝗹𝗶𝘇𝗲𝘀 𝗳𝗶𝘃𝗲-𝘆𝗲𝗮𝗿 𝗽𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽

West Visayas State University (WVSU) hosted a national academic discussion on the state and resilience of Philippine democracy as the Philippine Political Science Association (PPSA) brought its 2026 PPSA Presidents’ Lecture Series on Philippine Democracy to Iloilo on Sept. 24 at the WVSU Main Campus Rehearsal Room.

Held in partnership with Konrad-Adenauer-Stiftung Philippines (KAS), the lecture featured Jorge V. Tigno, DPA, Professor of Political Science at the University of the Philippines Diliman and former PPSA president, who discussed “Philippine Democracy: How Democratic? How Resilient?”

The activity forms part of the PPSA’s 65th founding anniversary celebration and its nationwide lecture series, which brings former PPSA presidents to different communities to facilitate discussions on Philippine democracy.

Discussing democratic resilience

In his lecture, Tigno examined democratic resilience in terms of the strength and stability of democratic institutions, citizens’ attachment to democratic ideals, norms and values, and the ability of democratic systems to absorb and recover from populist-authoritarian shocks.

He also discussed the Philippines’ structural resilience, while pointing to a gradual erosion of democratic resilience since the 2000s. According to Tigno, Filipino attitudes toward democracy are also associated with perceptions of government performance.

Despite these challenges, Tigno noted that the democratic status quo continues to hold, providing a basis for examining how democratic institutions and values can be sustained amid changing political and social conditions.

The lecture was followed by an open forum moderated by Reymund B. Flores, WVSU faculty and PPSA Secretary and Membership Officer, allowing participants to engage with the discussion and raise questions on Philippine democracy.

Among those who shared their insights and reflections were Jazztin Jairum Manalo, faculty member of the University of Santo Tomas, and Mark Vincent Nogra, faculty member of WVSU.

The activity gathered participants from various higher education institutions, including Western Institute of Technology, Central Philippine University, University of San Agustin, University of San Carlos, University of the Philippines Diliman, Filamer Christian University, and St. Anthony’s College (Antique).

The program opened with welcome remarks from Ramon Beleno III, followed by a message from PPSA President Dr. Reynold D. Agnes. Jerome Jogno, Senior Program Manager for Leadership and Strategic Communication of KAS Philippines, delivered the closing remarks.

WVSU, PPSA establish five-year collaboration

The engagement also marked the formalization of a five-year partnership between WVSU and PPSA through the signing of a Memorandum of Understanding (MOU) covering collaboration in research, instruction, and faculty development.

Dr. Agnes represented PPSA in the signing, while Peter Ernie D. Paris, PhD, Officer-in-Charge University President and Vice President for Administration and Finance, signed on behalf of WVSU.

WVSU President Dr. Joselito F. Villaruz, who was on official travel, conveyed his message for the occasion through a video presentation. The ceremonial signing was held at the WVSU Board Room.

The partnership provides a framework for the two institutions to pursue academic and professional exchanges in political science and related areas, while creating opportunities for collaborative research, instructional initiatives, and faculty development.

Through the lecture and the formalization of the partnership, WVSU strengthened its engagement with the political science community and provided a venue for academic dialogue on Philippine democracy, democratic institutions, and their resilience.

𝗪𝗩𝗦𝗨 𝘀𝘁𝘂𝗱𝗲𝗻𝘁 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗖𝗔𝗟𝗖𝗜𝗖𝗢𝗥𝗘 𝘄𝗶𝗻𝘀 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 𝗖𝗮𝘁𝗲𝗴𝗼𝗿𝘆 𝗮𝘁 𝗣𝗖𝗖𝗜 𝗕𝗜𝗗𝗔 𝟮𝟬𝟮𝟲

West Visayas State University (WVSU) secured another national recognition in student innovation as CALCICORE, an agriculture-based innovation developed by students from the College of Business and Management (CBM), was named Champion in the Agriculture Category of the 20th Philippine Chamber of Commerce and Industry Business Idea and Development Award (PCCI BIDA) 2026.

CALCICORE advanced to the national finals after emerging from an initial pool of 80 entries from colleges and universities nationwide, with only 15 teams making it to the final judging held on Sept. 22 in Taguig City. In the Agriculture Category, the WVSU team competed against PROCAGOLD of the University of Science and Technology of Southern Philippines–Claveria Campus and ANI-Konekta of Our Lady of Fatima University–Nueva Ecija Campus.

The innovation focuses on transforming underutilized and discarded marine resources into value-added agricultural applications, addressing concerns related to resource recovery, waste utilization, and sustainable agricultural solutions. During the final presentation, the team presented CALCICORE’s proposed solution, target market, economic and environmental value, and potential as a viable agricultural innovation and business concept.
Representing WVSU were John Philip Oberio, Kyle Miguel Cabaobao, Alicia Amor Cerrudo, Trisha Nicole Platigue, and LJ Balinton, with Nichol John J. Raymundo and Mia Guartilla serving as coaches.

The final judging panel included Atty. Ceazar Ryan Aquino, Assistant Vice President for Business Development/Public Policy of Aboitiz Foods; Mr. Hoover S. Picar, Area Vice President for South Luzon and Operations Manager of Goldstar Agri-Vet Corporation; and Mr. Juanito R. Ho, CEO of Brookside Group of Companies.
The championship reflects the students’ months of research, development, mentoring, preparation, and teamwork, while highlighting the role of student-led innovation in addressing real-world challenges.

CALCICORE’s achievement adds to WVSU’s growing record in innovation, entrepreneurship, and student excellence, reinforcing the University’s commitment to developing solutions that create value for communities and contribute to sustainable development.

West Visayas State University (WVSU) extends its congratulations to its graduates for their outstanding performance in the August-September 2026 Philippine Nursing Licensure Examination (PNLE).

WVSU recorded a 100% passing rate, with all 89 examinees successfully passing the examination, marking the University’s seventh consecutive 100% passing performance in the PNLE.

The University also ranked No. 1 among top-performing schools, with four WVSU examinees placing among the topnotchers.

This achievement reflects the continued dedication and preparation of WVSU’s nursing graduates and the University’s commitment to excellence in nursing education.

For Ma’am Julie Nejar of the College of Business and Management, WVSU Main Campus, teaching is about creating a learning environment where students feel seen, valued, and supported. With 12 years in the profession, she has found that even simple moments of asking “Kumusta kamo?” can make a meaningful difference — reminding students that they are more than learners in a classroom, but individuals with their own stories, responsibilities, and challenges.

As a compassionate and engaging educator, Ma’am Julie encourages teachers to come to class prepared, keep an open heart, and take the time to understand their learners. For her, teaching is not simply about delivering knowledge; it is also about meeting students where they are and guiding them toward new ideas and possibilities. Through understanding, patience, and genuine care, she continues to create meaningful learning experiences and transform generations.

For Sir Ken Escobin of the School of Education, Arts, and Sciences, WVSU Himamaylan City Campus, teaching is about turning complexity into something learners can understand and appreciate. With 10 years in the profession, one of his most meaningful moments came when a student who once dreaded a subject thanked him for finally making it “make sense.” For Sir Ken, the moment was not simply about passing a course, but about seeing a learner let go of fear, discover their capabilities, and gain the confidence to move forward.

As a prismatic and enthusiastic teacher, Sir Ken encourages educators, especially those beginning their journey, to teach with passion, make learning relatable, and create experiences that spark curiosity. For him, content mastery is only part of teaching; what matters is helping learners see why what they learn matters beyond the classroom. Through meaningful lessons and experiences, he continues to inspire learners to discover their potential and transform generations.
