CABANGAN, Zambales โ€” President Ramon Magsaysay State University (PRMSU) strengthened its commitment to community-based education as it renewed its Memorandum of Agreement (MOA) with Sapangbato Elementary School (SES) for the continuation of the Bayanihan: Sapangbato Literacy Development Program, highlighted by the turnover of library materials to support reading development among young learners, March 6, 2026.

The program gathered representatives from PRMSU, the Department of Education, and the SES community to reaffirm their partnership in advancing literacy and strengthening access to learning resources for elementary pupils.

The event also featured the signing of the renewed MOA and the ceremonial turnover of books and learning materials intended to enrich the schoolโ€™s reading resources and encourage a culture of reading among students.

During the program, Dr. Roy N. Villalobos, University President of PRMSU, delivered an inspirational message emphasizing the Universityโ€™s mission of extending knowledge beyond the classroom and empowering communities through literacy.

โ€œAng programang ito ay hindi lamang simpleng pamamahagi ng mga aklat o paglagda sa isang kasunduan; ito ay isang makabuluhang hakbang tungo sa pagpapalakas ng kultura ng pagbabasa at pagkatuto sa ating mga komunidad,โ€ Dr. Villalobos said. โ€œSa PRMSU, naniniwala kami na ang tunay na layunin ng isang pamantasan ay hindi lamang magturo sa loob ng silid-aralan kundi magbahagi ng kaalaman sa komunidad.โ€

The University President further highlighted the importance of collaborative efforts in promoting educational development and community empowerment.

โ€œAng literasiya ay pundasyon ng pag-unlad, ito ang nagbubukas ng isip, nagpapalawak ng pangarap, at nagbibigay ng kapangyarihan sa bawat indibidwal upang baguhin ang kanyang kinabukasan,โ€ he added.

Aside from delivering his message, Dr. Villalobos also personally read a story to selected learners of Sapangbato Elementary School, bringing the spirit of the literacy initiative closer to the children and inspiring them to cultivate a love for reading.

The activity was also attended by key partners and educators involved in the program, including Ms. Anne Kaye P. Martinez, Principal I, and Ms. Virlyn Naungayan, MT II, who supported the coordination and implementation of the literacy initiative.

The Bayanihan: Sapangbato Literacy Development Program is an extension project of PRMSU Iba College of Teacher Education headed by Dr. Zenvi Ann M. Macalinao, College Dean, and Mr. Rey E. Dalusong, project proponent, aimed at strengthening literacy and numeracy skills among elementary learners through community engagement, reading interventions, and educational resource support.

Through the renewal of the partnership and the continued implementation of the literacy program, PRMSU reaffirmed its commitment to fostering lifelong learning and uplifting communities through collaborative education initiatives rooted in the Filipino spirit of bayanihan. #

JAMBI, Indonesia โ€” Strengthening academic diplomacy and advancing global education, the President Ramon Magsaysay State University (PRMSU) once again demonstrated its growing international footprint as two of its esteemed academic leaders delivered compelling public lectures at Universitas Jambi on February 4, 2026.

Dr. Santi A. Magtalas, Iba Main Campus Director, and Dr. Zenvi Ann M. Macalinao, Dean of the College of Teacher Education, took center stage in a scholarly gathering that brought together faculty members, administrators, and students eager to engage in conversations about globalization, education, and workforce readiness in Southeast Asia.

Dr. Magtalas delivered a lecture titled โ€œDeveloping Cross-Cultural Communication Competence for a Global Workforce.โ€ In his presentation, he emphasized that technical knowledge alone no longer guarantees success in the 21st-century labor market. Instead, he underscored the critical importance of cultural intelligence, empathy, adaptability, and intercultural dialogue in shaping professionals who can thrive in diverse environments. Drawing from real-world examples and regional academic exchanges, he highlighted how universities must intentionally cultivate cross-cultural competence to prepare graduates for increasingly interconnected industries.

Complementing this perspective, Dr. Macalinao presented โ€œInternationalization of Education: The Role of Student Exchange in Workforce Development.โ€ Her lecture explored how international mobility programs serve as transformative platforms for experiential learning. She articulated how student exchanges strengthen not only pedagogical skills but also leadership capacity, resilience, and global awareness, qualities essential for workforce competitiveness. She further emphasized that internationalization is no longer an option but a strategic imperative for institutions aspiring to global relevance.

The public lecture formed part of PRMSUโ€™s expanding collaboration with Universitas Jambi, reinforcing shared commitments to academic excellence and regional cooperation.

Both speakers also accompanied PRMSU students for deployment under the SEA Teacher Project, a Southeast Asian initiative that provides pre-service teachers with international teaching immersion experiences. Through this program, future educators gain hands-on exposure to diverse classroom settings across the region, enriching their pedagogical approaches and cultural understanding.

Among the SEA-Teachers 11th Batch Participants for Universitas Jambi are Ricardo Anastacio Jr., Faye Anne Montevirgen, Rhoda Dianne Rea, and Jennie Evangelista.

Their deployment symbolizes PRMSUโ€™s continuing investment in producing globally competent educators who embody both local commitment and international perspective.

University President Dr. Roy N. Villalobos expressed full institutional support for the public lecture and student deployment, emphasizing that such international engagements are aligned with PRMSUโ€™s strategic thrust toward global competitiveness and academic excellence.
