Meet Narciso Martini “Mart” P. Gayares III
– A Champion for Youth and Education.
🌱 Roots:
Raised in Paticui, Hinigaran, Narciso Martini “Mart” Pacigado Gayares III embodies the spirit of service and leadership that the community is known for.
🎓 Education:
He received his foundational education at La Consolacion School for both elementary and secondary, before pursuing a degree in BS Commerce, Agribusiness Management at the University of St. La Salle.
🏅 Achievements:
Mart has a rich history of community involvement and public service:
✓ President of the Paticui Youth Association for Sports Development (1990-91), fostering athletic growth among the youth.
✓ President of the Paticui Youth Club/Pag-Asa Youth Movement (1992-95), promoting positive youth engagement.
✓ Elected as the 1st SK Chairman of Paticui, unopposed, paving the way for youth leadership.
✓ Served as the 1st SK Federation President of Hinigaran from 1992 to 1996, uniting youth voices.
✓ Made history in 1998 as the youngest municipal councilor in Hinigaran's political landscape, marking the beginning of an impactful political career.
✓ Served as a Sangguniang Bayan Member for three consecutive terms (1998-2007), where he authored the most resolutions and ordinances during that period.
✓ Appointed as a Congressional Staff for Representative Alejandro Y. Mirasol (2012-2015), providing assistance to patients at the Isabela District Hospital.
✓ Appointed again as Sangguniang Bayan Member in 2021-2022 and subsequently elected in 2022.
🤝 Current Roles:
Mart is currently the Chairman of several key committees:
• Committee on Good Governance and Public Accountability
• Committee on Human Resource Development
• Committee on Laws and Ordinances
He has authored numerous resolutions and ordinances that significantly contributed to academic development, including:
• Academic Enhancement Programs in Math, Science, and English
• Review programs for Civil Service Exams and Licensure Examination for Teachers
• Journalism Training for elementary and high school students
• GRACE REVIEW PROGRAM (Guiding and Readying Aspirants for College Education) to assist incoming college students in passing admission tests and scholarship qualifying exams.
📚 Specialty Trainer:
As a specialty trainer in Mathematics, Science, English, and Journalism, Mart has consistently produced champions at provincial, regional, national, and international academic competitions. His dedication to education shines through his unwavering passion for helping students excel and become better versions of themselves.
