Pursuant to Memorandum Circular No. 114, โDirecting All Government Agencies and Instrumentalities to Strictly Adopt Energy Conservation Protocols,โ dated March 6, 2026, and in line with the Universityโs commitment to energy efficiency and institutional accountability, West Visayas State University shall implement the following Energy Conservation Measures effective March 9, 2026:
1. Class Modality
Classes from Monday to Thursday shall be conducted onsite through face-to-face (F2F) modality. Instruction scheduled on Fridays shall be conducted offsite through technology-mediated instruction.
Beginning March 9, 2026, there shall be a moratorium on studentsโ engagement in extracurricular and academic activities.
2. Work Arrangement for Administrative Personnel
All WVSU personnel, except those assigned to the University Medical Center, shall report onsite from Monday to Thursday on an eight (8)-hour workday. On Fridays, employees shall automatically be on work-from-home (WFH) or from another fixed place of work, meaning any location outside the regular office.
Personnel may observe flexible time-in and time-out schedules within the following time variants: 7:00 AM to 9:00 AM for time-in and 4:00 PM to 7:00 PM for time-out.
Personnel who opt for a four-day compressed workweek shall render a ten (10)-hour workday from 7:00 AM to 7:00 PM, with one (1) hour lunch break.
3. Personnel Exempt from the Four-Day Workweek
The four-day workweek shall not apply to personnel responsible for the maintenance of buildings and grounds, janitorial services, transportation, infrastructure projects, management of animal facilities, agricultural and forest work, and campus security.
4. University Curfew
The University curfew shall be from 7:30 PM to 5:00 AM the following day and must be strictly observed.
5. University Medical Center Operations
The University Medical Center, including all clinical, diagnostic, nursing, and support services, shall remain fully operational at all times to ensure the uninterrupted delivery of essential health services. Duty schedules, shifts, and staffing patterns shall continue to follow existing hospital operational protocols and shall not be reduced or altered by the Four (4)-Day Workweek arrangement.
The Chief of the WVSU Medical Center may allow Monday-to-Thursday onsite work and Friday remote or offsite work for non-medical or administrative staff, provided that such arrangements do not disrupt services to its clients.
6. Friday, Weekend, and Holiday Operations
To ensure the maximum benefit from the implementation of these cost-saving measures, there shall be no operations or onsite transactions in the University on Fridays, Saturdays, and Sundays, including holidays, except for scheduled NSTP-ROTC instruction.
