Ciara E. Listana, Head of the Dangkalan Breeze Broadcast Journalism Desk, secured 3rd Place, proudly representing Sorsogon Province and Gubat National High School, during the Regional Training-Workshop on Mobile Journalism for Public and Private School Paper Advisers and Campus Journalists in Region V.

The event was held on August 14โ€“15 in Sto. Domingo, Albay, bringing together participants from 13 divisions across the region for a seven-hour intensive workshop led by Kapuso Mo, Jessica Soho Program Manager, Mr. Joselito Tan.

That need emerged as the Philippine National Railways' Bicol Express began its long decline in the late 1970s. As rail services became increasingly unreliable and the Maharlika Highway expanded, buses emerged as the primary link between Southern Luzon and Manila. The vacuum left by the railway reshaped mobility across the peninsula, creating an opportunity that JB Line would seize.

Its beginnings, however, were modest. In the late 1960s, Jose Baritua partnered with an associate named Villaroya to establish Sitran, operating only two buses between Gubat and Sorsogon. When the partnership dissolved in the early 1970s, Baritua assumed full ownership and renamed the company JB Line. The fleet soon expanded to ten buses, each bearing the name of a Catholic saintโ€”a reflection of the religious traditions deeply rooted in Bicolano culture.

A defining moment came after a government survey, initiated upon the recommendation of President Ferdinand E. Marcos Sr., assessed passenger demand and route viability along the developing Maharlika Highway. JB Line met the required standards and secured authority to operate the prestigious Gubatโ€“Pasay route.

From there, the company rapidly evolved into a regional powerhouse. Known as the "Speed King," JB Line became famous for completing the more than 500-kilometer journey between Sorsogon and Manila in approximately eight to nine hours. At its height, the company operated 60 to 70 buses, becoming one of only two authorized operators serving the highly competitive corridor.

Every departure carried stories. Students left home for universities in Manila. Vendors transported produce to larger markets. Patients traveled to hospitals unavailable in the province. Overseas Filipino workers rode toward airports before beginning lives abroad, while families reunited every Christmas after monthsโ€”or yearsโ€”apart. JB Line did not simply transport passengers; it carried the aspirations of an entire region.

Ironically, the man behind this Bicol institution began as an outsider. Born on May 10, 1924, in Gubat as Jose Jao Chong Tai, he descended from the Liu clan of Liulin Village, Matou Town, Nan'an City, Fujian Province, China. As his business interests expanded, he confronted the social realities faced by many Chinese-Filipino entrepreneurs of the period. A court decision issued on October 3, 1960, and later registered in 1972, legally changed his name to Jose L. Baritua, a practical step encouraged by acquaintances who believed a Filipino name would help him navigate the business environment more effectively.

Yet his success extended far beyond transportation. Before JB Line became a household name, Baritua built his fortune through Columbian Abaca, trading copra and abaca that connected Sorsogon's farmers to wider markets. He invested heavily in education, helping sustain Sun Yet Sen School in Balud del Sur by personally supporting teachers' salaries. In the early 1960s, he also built the Oga Theater, Gubat's first cinema, even providing free weekend bus rides from neighboring towns so rural families could experience the movies.

His philosophy was simple: business should serve the community that made it possible. Like many transportation giants, however, JB Line eventually encountered changing times. Increased deregulation and growing competition throughout the 1990s gradually ended its Manila operations. Jose L. Baritua passed away on March 1, 2001, after spending his final years undergoing medical treatment in Manila.

But the story did not end with his passing. His son, Bensing Yap Jao, shared during the exhibition that the family chose not to abandon transportation altogether. Instead, in 2003, they transformed the remaining business into a local jeepney operation, ensuring that the JB Line name continued serving commuters, albeit on a smaller scale.

Today, JB Line's long-distance buses no longer travel the Maharlika Highway. Their routes have been replaced by newer transport companies, but their history remains preserved through the photographs, documents, and family archives now displayed at the Gubat Heritage site. For younger generations, the exhibition offers a glimpse into a time when one bus company became an essential link between Bicol and the nation's capital.

Although JB Line no longer operates its provincial Manila routes, the family continues its presence in local transportation through jeepney operations in Gubat. The business has evolved, but its contribution to the region's mobility, commerce, and everyday life remains an important chapter in Bicol's transportation history.

However, the story of Baritua's enterprises no longer poses a retrospective look at a single image. Rather, it has evolved into generational continuity, defined by how his children witnessed his hardships and continued his legacy to serve and help the citizens reach their destination.

Hao Bensing Yap, one of Mr. Baritua's children, decided to continue his father's legacy. According to his statement during an interview on July 1, 2026, the J.B. Line was established in the 1970s by his father, and from the year 1976 to the 2000s, they operated the transportation from Gubat to Manila. For those years, the business served hundreds of locals; former passengers reached success with the help of the transportation that allowed them to reach their dreams.

However, not all good things last long. Provincial businesses face constant threats from both economic disruptions and the wrath of nature. Long before the pandemic, the family's local commercial faced severe trials when their theater businesses were completely devastated by the typhoons. Yet, the final blow came to the transport system later. As the COVID-19 pandemic struck and strict lockdowns were implemented, the business had to end its services.

The tragic end of their service highlights a glaring truth for development: if local governments truly seek genuine and sustainable growth, they must implement strong policies that protects and encourages long-lasting local enterprises instead of leaving them vulnerable to crisis, natural disasters, and market disruptions, When local institutions fail to shield homegrown businesses, the entire community suffers to the lost of major services and economic stability.

According to Bensing Hao, they had no other option but to stop the services of the J.B. Line to follow the mandated orders. After several decades, the J.B. Line every Gubatnon knew had to stop. Thankfully, the family's willingness to serve did not end along the pandemic. The former employees of the business secured alternative jobs with the help of the family, highlighting his genuine care towards his own people. The pandemic forced the end of the original J.B. Line's services, but his children witnessed the hardships of their father and his willingness to lend a hand. Therefore, under his son, Hao Bensing Yap, the mission to serve the Gubatnons continued by resuming his father's business once more. Following his father's footsteps, he built his own business to continue his father's legacy, keeping the same iconic look and logo that every Gubatnon knows by heart.

This highlights a vital lesson for the future of the municipality of Gubat. Today, the municipality deeply needs a new generation of entrepreneurs who reject raw exploitation, viewing commerce instead as a vital form of public service. It is a direct challenge to the modern business landscape: local economic growth cannot depend on transient investors looking for cheap labor and quick margins. It demands visionary founders, like Baritua and his children, who invest their hearts and resources directly into the community.

Policymakers must craft structural safety nets, tax incentives, and disaster-resilient infrastructure to strengthen these homegrown pillars, ensuring that when the next inevitable crisis strikes, our local economy does not break.

Although the original J.B. Line faced a sudden and tragic end, Jose โ€œOgaโ€ Baritua's legacy will never fade. This transportation service was only one of his contributions to Gubat's industry. To several citizens, his face may not be familiar, but his name will always remain in the local consciousness as the businessman who served not himself, but the people of Gubat.
