Regional Training Center 12 (RTC 12) with PLTCOL JOFFREY M TODEÑO, OIC, RTC 12 as Keynote Speaker successfully conducted the Reception Rites for Public Safety Basic Recruit Course (PSBRC) RTC 12 Batch 2026-01 Classes Alpha to Echo composed of two hundred forty-five (245) police trainees, at RTC 12 Parade Grounds, Camp Gregorio D. Daproza, Lanton, Apopong, General Santos City.

The activity was highlighted by the Keynote Address of PLTCOL JOFFREY M. TODEÑO, OIC, RTC 12, who reminded the police trainees that the training ahead will not only require physical strength but also strength of character. He emphasized that their journey would involve days of exhaustion, moments that would test their patience, and challenges that would push their resilience to the limit.

The physical rigors conducted during the Reception Rites served as more than test of strength and endurance. They depict the trainees’ readiness and resiliency to face the challenges and adversities they may encounter in their actual duty in the field. Each exercise reflected the values of integrity, discipline, flexibility, agility and determination necessary in fulfilling their duties and responsibilities as law enforcers.

PLTCOL TODEÑO further emphasized that there may be moments when giving up would seem like the easiest choice, but overcoming challenges is an integral part of building moral strength, discipline, and character.

The Reception Rites marked the beginning of the trainees’ journey towards becoming competent, disciplined and service-oriented police officers committed to protecting and serving the community and upholding the rule of law.

CTG ARMS CACHE UNEARTHED IN QUIRINO

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., recovered a cache of fi****ms, explosives, am******on, and subversive documents during a counterinsurgency operation in Barangay Cabua-an, Maddela, Quirino, on September 18, 2026.

Personnel of the 1st Special Action Battalion (1SAB), Special Action Force (SAF), provided tactical support to the 2nd Provincial Mobile Force Company (2nd PMFC) of the Quirino Police Provincial Office and other PNP units during the operation.

The location of the cache was disclosed by a.k.a. Benson, a CTG surrenderer under the 2nd PMFC, Quirino PPO, and a former Platoon Leader/Intelligence Operative of Platoon Remo, Komiteng Probinsya Isabela.

Recovered from the site were one M26 High Explosive hand gr***de; three MK2 HE fragmentary hand gr***des; two rounds of CTG 40mm HE am******on; five r***e gr***des; one M26 canister; fi****ms and am******on; and subversive documents. The recovered explosives were turned over to the Quirino Provincial Explosive and Canine Unit (PECU) of the EOD/K9 Group, while the other recovered items are under the custody of the Maddela Police Station, Quirino PPO, for documentation and proper disposition.

“This recovery demonstrates the value of timely information and sustained field operations in preventing fi****ms and explosives from being used to support armed activities. We will maintain focused operations against threats to public safety while ensuring that every police action remains within the bounds of law and respect for human rights,” PGEN Nartatez said.

“Malaking bagay ang bawat impormasyong nakatutulong upang matukoy at makumpiska ang mga armas at pampasabog na maaaring gamitin sa karahasan. Patuloy nating palalakasin ang ating mga operasyon upang mapanatiling ligtas ang ating mga komunidad,” he added.

The operation reflects the PNP Focused Agenda, a framework for transformation designed to make police service more responsive, accountable, and mission-ready, particularly through Enhanced Managing Police Operations in addressing security threats.

The recovery also underscores the PNP’s sustained efforts to deny armed groups access to fi****ms and explosives that could be used in furthering violence and other unlawful activities.

As the PNP strengthens its efforts to prevent the use of fi****ms and explosives in armed activities under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

SIX MOST WANTED PERSONS ARRESTED IN NATIONWIDE PNP OPERATIONS

Under the leadership of PGen Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), six high-ranking wanted persons were arrested in separate warrant operations conducted across Luzon, Visayas, and Mindanao on September 22, 2026, as police units continued their coordinated efforts to locate individuals with outstanding warrants and bring them before the proper courts.

In Misamis Oriental, personnel of the CIDG Misamis Oriental/Camiguin Provincial Field Unit, CIDG Regional Field Unit 10, Jasaan Municipal Police Station, and the Provincial Intelligence Unit arrested a 53-year-old man in Barangay San Nicolas, Jasaan. He was listed as the No. 2 Top Wanted Person in the area and was arrested on warrants involving r**e, violation of Republic Act No. 7610, and violation of Republic Act No. 11596.

In Cavite, a 58-year-old man listed as the No. 8 Top Wanted Person was arrested in Barangay Alulod, Indang. The operation was conducted by the Indang Municipal Police Station, Cavite Provincial Police Office, and Regional Mobile Force Battalion 4A. The accused was wanted for murder under a court-issued warrant with no bail recommended and was turned over to the custody of the Indang MPS.

In Cebu, personnel of the CIDG Mandaue City Field Unit, Police Station 2 of the Mandaue City Police Office, and Regional Intelligence Unit 7 arrested a 23-year-old man in Barangay Tipolo, Mandaue City. Listed as a Top 10 Wanted Person, he was arrested by virtue of a warrant involving violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Am******on Regulation Act, in connection with service of sentence. He remains under the custody of the CIDG Mandaue CFU.

In La Union, joint personnel of the Sudipen and Balaoan Municipal Police Stations, La Union PPO intelligence and investigation units, Alilem MPS of Ilocos Sur, RIDMD 1, and RIU 1 arrested a 34-year-old man in Barangay Poblacion, Sudipen. He was identified as the No. 7 Top Wanted Person and was arrested on a warrant for statutory r**e, with no bail recommended. He was placed under the custody of the Sudipen MPS.

In Biliran, a 29-year-old man listed as the No. 1 Top Wanted Person was arrested in Barangay Calumpang, Naval. The operation was carried out by the CIDG Biliran Provincial Field Unit, Naval MPS, Culaba MPS, and the Biliran Provincial Intelligence Unit. The accused was wanted for four counts of robbery and was arrested pursuant to warrants issued in connection with the cases. He was placed under the custody of the CIDG Biliran PFU, with bail recommended at ₱400,000.00.

Meanwhile, in Pampanga, personnel of the Tiaong Municipal Police Station, Quezon PPO, and Regional Intelligence Unit 4A arrested a 40-year-old man at the Pampanga Public Market in Angeles City. He was listed as the No. 6 Top Wanted Person in PRO 4A and a Most Wanted Person, and was facing seven counts of qualified r**e, with no bail recommended.

PGen Nartatez said the arrests highlight the value of close coordination among police units, especially when tracking wanted persons who may be staying or moving across different areas.

“Ang trabaho natin ay hanapin ang mga taong may warrant at ipatupad ito nang maayos. Hindi natin hinuhusgahan ang kaso. We simply do our part, follow the law, and let the courts decide what comes next,” PGen Nartatez said.

He added that the PNP will continue to pursue wanted persons while observing due process and respecting the rights of all persons involved in the cases.

The operations are part of the PNP’s implementation of its Focused Agenda, particularly the Enhanced Managing Police Operations, which calls for sustained police action, better coordination, and the effective use of information and field resources in addressing public safety concerns.

The PNP’s continuing efforts to account for wanted persons support the peace and order priorities of the administration of President Ferdinand R. Marcos Jr., while ensuring that police operations remain grounded on law, due process, and accountability. ₱6.9-M WORTH OF SUSPECTED SMUGGLED GOODS RECOVERED IN TWIN PNP OPERATIONS

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police units in Batangas and Lanao del Norte carried out separate operations that resulted in the seizure of more than ₱6.9 million worth of suspected smuggled petroleum products and ci******es on September 23, 2026.

In Batangas, personnel of the Criminal Investigation and Detection Group (CIDG) Batangas Provincial Field Unit, together with the Batangas Police Provincial Office, arrested a man during an operation targeting the unauthorized trading and distribution of petroleum products at a fuel station in Barangay Santor, Tanauan City.

Recovered during the operation were approximately 16,000 liters of diesel, a tractor head, a fuel tanker, and other petroleum-related equipment, with an estimated value of ₱3.5 million. The arrested individual and the recovered items are under the custody of the CIDG Batangas PFU for proper documentation and appropriate legal proceedings.

Meanwhile, in Maigo, Lanao del Norte, police personnel recovered 85 master cases and 100 reams of suspected smuggled ci******es valued at approximately ₱3.4 million during an anti-smuggling operation in Barangay Sta. Cruz. Two Mitsubishi L300 vans were also recovered in connection with the operation. The seized cigarette products will be turned over to the Bureau of Customs for proper disposition.

PNP Chief PGen Nartatez said the operations demonstrate the importance of sustained police presence and coordination in addressing the movement of illicit goods, particularly those that can affect legitimate businesses and government revenues.

“We are keeping our operations focused and purposeful. Kapag may information about illegal trading or smuggling, we act on it, verify what needs to be verified, and coordinate with the proper agencies. Our job is to enforce the law while making sure that every case is handled properly and fairly.”

The operations form part of the PNP’s continuing efforts under its Focused Agenda, particularly through Enhanced Managing Police Operations (EMPO), which emphasizes responsive police action, coordination, and accountability in addressing criminal and other unlawful activities.

The PNP continues to work with the Bureau of Customs and other government agencies in addressing smuggling and related activities, consistent with the administration of President Ferdinand R. Marcos Jr.’s efforts to strengthen law enforcement and protect legitimate economic activities.

READ | DILG turns over 73 Unified 911 motorcycles to speed up police response in Metro Manila

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla on Wednesday led the blessing and turnover of 73 Unified 911 emergency motorcycles to help police respond faster across Metro Manila.

Remulla said motorcycles can move through narrow streets and heavy traffic more easily than patrol cars, helping officers reach people sooner during emergencies.

“Ang response time kasi napaka-importante. Dito sa Metro Manila, sa sikip ng kalye at sa traffic, police cars are not as effective as motorcycles,” Remulla said.

“So instead of spending 10 times more on a police car, we decided to invest on motorcycles. Itong mga scooters ay makakaresponde kaagad sa mga tao,” he added.

The motorcycles will be distributed to selected units of the Manila Police District, Quezon City Police District, and police stations in Pasay, Pasig, and Taguig. They will support emergency deployment and strengthen police presence across the National Capital Region.

Remulla said the distribution will reach other regions and continue annually to help close gaps in emergency response.

“Buong Pilipinas ito. Lahat ng regions mabibigyan at taon-taon madadagdagan ‘yan para sa response,” he said.

Joining Remulla at the turnover were DILG Undersecretary Jed Patrick Mabilog, Pasay City Mayor Imelda Calixto-Rubiano, PNP Deputy Chief for Operations PLtGen Wilson Joseph Lopez, NCRPO Officer-in-Charge PBGen Christopher Abrahano, BFP Officer-in-Charge Wilberto Rico Neil Kwan Tiu, and DILG NCR Regional Director Ma. Lourdes Agustin, among others.
