The History Student Society Commission on Accountability and Transparency (HSSโCAT) conducted a consultation last Tuesday, January 6, at the History Student Society kiosk. The consultation was led by Hon. James Andrew Paller, Chairperson of the Transparency Division, and Hon. Jermlen Aranas, Chairperson of the Accountability Division, together with Hon. Leorie Joy Alegado, President of the History Student Society.
During the consultation, the Commission presented the updated Liquidation Report, incorporating the revisions from the previously conducted audit, in which several items were marked for correction, addition, and deletion.
The consultation was marked in a ๐ค๐๐ฎ๐น๐ถ๐ณ๐ถ๐ฒ๐ฑ ๐ข๐ฝ๐ถ๐ป๐ถ๐ผ๐ป, indicating that the History Student Society (HSS) successfully passed the auditing process with clean records and only minor adjustments. This achievement highlights the organizationโs commitment to transparency and accountability that is essential principle for its continued growth and integrity.

The Commission on Accountability and Transparency (CAT), under the leadership of Hon. James Andrew C. Paller (Transparency Division) and Hon. Jermlen Aranas (Accountability Division), recently audited the first-semester financial reports of the History Student Society (HSS) for Academic Year 2025โ2026. The presentation of the HSS Liquidation Report for the first semester of Academic Year 2025โ2026 was led by Hon. Leorie Joy Alegado, incumbent HSS President, and Hon. Ronalyn Magaro, HSS Treasurer.
This initiative is an important process in the Societyโs commitment to transparency and accountability, as mandated under Article XI-B, Section 6 (a, f, h) of the 2024 HSS Constitution and By-Laws. Stated in this article are the following:
a. Accurate and transparent accounting of all financial transactions
b. Regular reporting of findings to the General Assembly
c. Timely updates on the Commissionโs progress and actions
The Semestral CAT Findings Report will be officially presented during the 2nd General Assembly of the History Student Society.

The History Student Society โ Commission on Accountability and Transparency (HSS-CAT) held its first Special Meeting on November 25, 2025 (Tuesday) at 7:00 p.m. via Google Meet.
The meeting served as an important platform for upholding transparency and integrity both within and outside the commission. The following items were discussed during the session:
- Appointment of the HSS-CAT Adviser โ Formally introducing Ms. Raiza Moriel Rivera as the HSS-CAT Adviser.
- Joint Meeting with the HSS โ Scheduled for November 28, 2025, to discuss the proper liquidation process.
- Roles and Responsibilities of Commissioners โ Discussion of each commissionerโs tasks, emphasizing that appointments are purposeful and aligned with the commissionโs vision.
During Other Matters and Announcements, the Hon. Chairperson highlighted the importance of each commissionerโs roles and responsibilities. He provided guidance on handling complaints in a manner aligned with the Societyโs vision of integrity and accountability.
The meeting concluded with a renewed commitment among all members, showing that challenges can be overcome through cooperation and a shared vision.

The History Student Society โ Commission on Accountability and Transparency (HSS-CAT) held its first Regular Meeting on November 2, 2025 (Friday) at 7:00 PM via Google Meet.
The meeting provided the members an opportunity to set the direction of the commission for the semester and to align on matters related to transparency, accountability, and internal auditing within the organization.
The meeting included the following agenda:
- Internal Rules and Procedures (IRP) Review and discussion of the commissionโs operating guidelines.
- Postings for the New Set of Commissioners Confirmation of the updates regarding the application and selection process.
- Appointment of the New Adviser โ Introduction and formal acknowledgment of the newly appointed HSS-CAT Adviser.
- Joint Meeting with the HSS Executive Board Scheduling and preparation for the upcoming coordination meeting.
Resolutions for the New Set of Officers โ Deliberation on the positions of Chairperson for the Accountability and Transparency Division, Secretary, and Undersecretary.While there were no matters raised under Other Matters, several reminders and announcements were shared to keep all members updated and coordinated.
The meeting highlights the commissionโs readiness to work collectively and responsibly to take on its responsibilities this academic term.

HSSO Resolution 048, Series of 2025, has been formally approved, recognizing the newly appointed members of the History Student Society โ Commission on Accountability and Transparency (HSS-CAT) for Academic Year 2025โ2026.
This Commission shall serve as the principal body responsible for ensuring objective oversight, impartial evaluation, and strengthened accountability within the Society. Pursuant to Article XI, Paragraph B, Section 1 of the History Student Society Constitution and By-Laws, an independent bodyโhereinafter referred to as the Commission on Accountability and Transparencyโshall be duly established.
This affirmation marks an important step toward ensuring that the Council operates in full accordance with its mandate to uphold the integrity of the History Student Society and advance the collective interests of its members and stakeholders.

The Commission on Accountability and Transparency (CAT) successfully presented its findings during the 2nd General Assembly Meeting of the History Student Society on January 22, 2025, at the Universityโs AVR.
The presentation highlighted key accomplishments, addressed pertinent concerns, and outlined areas requiring immediate attention. As part of the resolutions, the officers were given a one-week grace period to address and comply with all identified lapses.
CAT would like to extend its appreciation to the members of the HSS for their active engagement and cooperation as both organizations collaborate to create a culture of responsibility, trust, and transparency in the society.
