General Luna District conducted Rising Tides: 2026 Youth Summit on Climate Action and Tsunami Preparedness pursuant to DepEd Order No. 47, s. 2014 and the schools Disaster Risk Reduction Management (DRRM) advisories at General Luna National High School - SHS Campus Function Hall, General Luna, Surigao del Norte.
The seminar gathered student-leaders from the five high schools in the district including the central elementary school to upgrade the officers' awareness on climate change risks, coastal vulnerabilities and tsunami preparedness, to empower student governments, clubs, and advocacy groups to brainstorm action-focused and sustainable plans for the campus, and show cross-organizational collaboration and fellowship among youth officers across the district.
In her session, Ervie Ann C. Conte, Master Teacher I and the founder of Paglajag, an Anajawan-based youth-led organization, highlighted the importance of climate action and building resilient community, and she stated that they once dreamed of a harmonious island where people are environmentally-aware.
"We aspired of an island barangay where people live in harmony and respect the environment, and that dream became a reality because of hardwork, teamwork, and the continued support of the different non-governmental organizations who teach us to use sustainable plans for the environment of Anajawan," Conte said.
Following the session, Catherine B. Landao, Education Program Specialist II, discussed the importance of youth leadership in disaster risk reduction and community resilience.
According to Landao, youth are the agents of change where she compared the old ways and the new realities emphasizing that because of technology youth can be a vital factor in reducing disaster risks and in information dissemination.
The last session was led by Jean Lucille Espejon, Teacher III, along with the Batang Empowered Resilient Team (BERT) representatives, Lanz Ezekiel A. David and Chauncey B. Landao.
In their talk, they shared their experience on the 2025 High School Students Summit on World Tsunami Awareness Day on November 2025 such as the lessons, information, history of Japan on Tsunami, and ways to prepare including improvised alternative toilets, lamps and slippers during a tsunami, ways of teaching about tsunami like storytelling, songs, and comics, and lastly tour sessions on places that are affected significantly by tsunamis.
"Tsunamis have no seasons, they can happen anytime and anywhere," Espejon quipped as she ended their session.
