Congratulations, Dr. Erwin P. Vibora, on your recommendation for appointment to the rank of Senior Lecturer 3 (equivalent to Associate Professor 3) in the Master of Management Program of the University of the Philippines Manila, under the College of Arts and Sciences, Department of Social Sciences.

Dr. Vibora is the Founder and President of the UP Philippine Institute of Managers and an Assistant Professorial Lecturer at De La Salle University-Manila, under the Ramon V. del Rosario College of Business, Department of Financial Management, where he teaches Fundamentals of Financial Management and Business Mathematics and Finance.

He is also currently serving as the City Treasurer of Muntinlupa City, a highly urbanized city in Metropolitan Manila. He completed his doctorate degree in December 2024 at the University of Santo Tomas, earning the degree of Doctor of Philosophy in Commerce (Business), 𝑐𝑢𝑚 𝑙𝑎𝑢𝑑𝑒, and ranking top of his business cluster program. Dr. Vibora is a proud alumnus of the University of the Philippines Manila, having graduated in 2015 from the Master of Management in Business Management program.

Congratulations to Mr. Erwin P. Vibora (Ph.D. Cand.), Founder and President of UP Philippine Institute of Managers for his appointment as City Treasurer of Muntinlupa City (a highly-urbanized city in Metro Manila, National Capital Region, Philippines) by the Department of Finance (DOF) Secretary Hon. Benjamin E. Diokno.

Prior to his appointment, he is the Assistant and Acting City Treasurer of the said City. He is also the youngest City Treasurer in the National Capital Region and one of the youngest City Treasurers in the Philippines.

Mr. Vibora is a Local Treasurer Eligible. He passed the Local Treasurer Eligibility Examination given by the Civil Service Commission in partnership with the DOF in 2018.

He finished his Master's degree in Business Management at University of the Philippines - Manila in 2015. At the same year, he took courses in the Doctor of Public Administration program focused on public policy and fiscal management under the National College of Public Administration and Governance (NCPAG) at University of the Philippines - Diliman. Currently, he is a graduating Ph.D. in Commerce (Business Administration) student at the Graduate School, University of Santo Tomas.
