The meeting provided an opportunity to discuss matters concerning student welfare, the enhancement of student services, and other initiatives that promote quality, accessible, and inclusive higher education.

Today, Dr. Boyet L. Batang (University President) was elected and formally took his oath as Chairperson of the Strategic Advisory Council (SAC) of the Philippine Army’s 5th Infantry Division (5ID).

The Strategic Advisory Council is an established civilian-led advisory body tasked with providing strategic guidance as the Philippine Army advances its transition toward external security operations, territorial defense, and military modernization.

As Chairperson, Dr. Batang will lead the council in supporting the Philippine Army through objective expertise and policy recommendations on key reform areas critical to operational readiness. These priority areas include Logistics Management, Education and Training, Human Resources, and Healthcare Development.

In his concluding remarks, Dr. Boyet L. Batang (University President) ended his 2026 State of the University Address with a strong affirmation of ISU’s institutional progress, declaring that the state of Isabela State University (ISU) is not only strong but soaring, sustainable, and unprecedented.

He emphasized that the University’s journey reflects the DALOY of ISU’s legacy -- an unbroken continuum from its rich and vibrant past to its 48-year milestone. He noted that ISU carries forward the same banner of commitment, resolve, and excellence as it advances into the future.

Dr. Batang closed his address by calling for unity across the University, for the academic community to continue rolling up its sleeves, marching as one, and standing in pursuit of purpose and progress.

Dr. Boyet L. Batang (University President) shared ISU’s growing global stature, stating that a regional state university in the Cagayan Valley can stand shoulder-to-shoulder with leading higher education institutions worldwide.

He emphasized that the DALOY of ISU now extends beyond national boundaries, as the University actively engages in international discourse and strengthens its presence in global academic and research communities.

Dr. Batang reported that ISU forged over 20 new international partnerships with prestigious academic institutions and research organizations in Japan, Malaysia, Taiwan, the United States of America, and Indonesia.

He further stressed that the University now participates as an active peer, contributing to global climate science, shaping international educational collaborations, and bringing home global standards of academic excellence.

Dr. Boyet L. Batang (University President) expressed ISU’s commitment to responsible stewardship by emphasizing that environmental protection and public trust must define University operations. He stated that ISU must pursue green operations while maintaining clean, transparent, and accountable governance.

He highlighted the University’s outstanding performance, noting its perfect 5.0 rating from the Department of Budget and Management. He also reported that the University secured 420 million in infrastructure and capital outlay funding for Fiscal Year 2026, allocated strategically across its campuses to support development priorities.

In support of its workforce, he mentioned ISU’s continued promotion of meritocracy, professional security, and human resource dignity. With this, the University continues to advance the hiring and promotion of personnel to reinforce career development pathways for its workforce.
