Today, Isabela State University (ISU) formalized a partnership with the Provincial Government of Isabela and the Local Climate Change Adaptation for Development (LCCAD) through the ceremonial signing of a Framework Agreement (FA) held at Balai, Provincial Capitol, City of Ilagan, Isabela.
The partnership seeks to advance the establishment and development of the Creative Industries, Innovation, and Sustainability Policy International Institute (CRIISPII), envisioned as a platform for technical collaboration, knowledge generation, capacity development, and policy support in the areas of culture and creative industries, innovation, sustainability, climate resilience, and related climate services.
Under the Framework Agreement, the Provincial Government of Isabela, ISU, and LCCAD will strengthen cooperation and complementation in technical collaboration, capacity development, modernization and digitalization, creative industries development, sustainability, and climate-related initiatives. These efforts will extend support to national government agencies, local government units (LGUs), local state colleges and universities, the academe, private sector, development partners, civil society organizations, and vulnerable sectors of society.
The agreement also aims to promote, institutionalize, and strengthen Local Culture and the Arts Councils (LCACs) across the Province of Isabela as key platforms for cultural governance, creative industries development, and community participation. It seeks to integrate LCACs into local development planning, climate resilience strategies, and sustainability initiatives in accordance with relevant national laws and policies.
As a key academic and technical partner, ISU will contribute its expertise and institutional resources through several areas of collaboration.
The University will provide technical expertise, research, and scientific support in climate science, environmental management, land use planning, sustainability, cultural mapping, and heritage conservation. It will also lead the development of knowledge products, including studies on culture-based development, creative industries, and the role of LCACs in promoting sustainable local governance.
ISU will further deliver capacity development and extension services for LGUs and LCACs, including training in cultural documentation, creative economy development, and the integration of culture into local planning processes.
The partnership will likewise support the integration of academic, scientific, and local and Indigenous knowledge systems, strengthening the contribution of culture and heritage to sustainability, climate resilience, and community development. It will also facilitate the engagement of students, faculty, and the University as an institution in cultural preservation, creative innovation, and community-based cultural programs in partnership with LGUs and LCACs.
