Isabela State UniversityโEchague Campus has signed a Memorandum of Agreement with the Department of the Interior and Local Government Region 02 on August 13, 2026. The agreement covers the award of the SGLG Research and Development Grant under the Regional Institutional Development Support Program.
The grant will support โPROJECT RADAR: Regional Assessment and Diagnostic Analytics on SGLG Outcomes: From Compliance to Sustainable Local Governance.โ The project aims to examine the results of the Seal of Good Local Governance and provide research-based insights that can help improve local governance practices.
The project is led by Dr. Christine Charmaine G. San Jose, a faculty member of the College of Computing Studies, Information and Communication Technology. Her research team includes Dr. Ricardo Q. Camungao, Dr. Joe G. Lagarteja, Dr. Albert A. Vinluan, Dr. Benchie L. Maribao, Ms. Marlyn M. Bermoza, and Ms. Catleen Glo M. Feliciano.
The active involvement of several CCSICT faculty members reflects the collegeโs strong research culture and broad academic expertise. Their participation also shows that CCSICT faculty members contribute beyond teaching by taking part in research that addresses the needs of government institutions and local communities.
Through their combined knowledge in computing, data analysis, information systems, and research, the team will study SGLG outcomes and identify areas that require further support. The findings may help local government units understand their strengths, address performance gaps, and develop more effective plans.
PROJECT RADAR seeks to guide local governments as they move beyond basic compliance and work toward long-term and sustainable governance. It highlights how data and research can support sound decisions, better public services, and stronger institutions.
The partnership also shows the important role of universities in solving real-world concerns. By working with DILG Region 02, ISU-Echague continues to use its research capabilities in support of regional and national development.
This achievement further strengthens the position of CCSICT as an active center for research, innovation, and public service. Its faculty members continue to show that academic knowledge can be transformed into practical solutions that create a positive impact on society.
