𝗭𝗡 𝗣𝗗𝗥𝗥𝗠𝗢 𝗖𝗢𝗡𝗗𝗨𝗖𝗧𝗦 𝗟𝗗𝗥𝗥𝗠 & 𝗖𝗢𝗡𝗧𝗜𝗡𝗚𝗘𝗡𝗖𝗬 𝗣𝗟𝗔𝗡𝗡𝗜𝗡𝗚 𝗪𝗢𝗥𝗞𝗦𝗛𝗢𝗣

Dipolog City – The provincial government of Zamboanga del Norte thru the Provincial Disaster Risk Reduction Management Office (PDRRMO) spearheaded the conduct of a two-day LDRRM & Contingency Planning Workshop at the West End Court Hotel, this city, December 11-12, 2025.

Representatives from different offices and agencies of the government, Local Disaster Risk Reduction Management Office (LDRRMOs) and stakeholders attended the activity.

The said seminar workshop focuses on updating and enhancement of the existing Zamboanga del Norte Contingency Plan.
The Planning Team applied the new guidelines for creating the 15 Response Clusters. Each cluster has head agency responsible for the implementation of the contingency plans when natural disasters occur.

The response clusters are the following: Camp Coordination and Camp Management; Health; Crisis Communication; Debris Clearing and Civil Works; Early Recovery; Education; Emergency Telecommunications; Food and Non-Food Items; Management of the Dead and Missing; Logistics; Protection; Search, Rescue and Retrieval; Shelter and Philippine International Humanitarian Assistance.

Workshops tackled in the morning of day 1 are ‘Hazard Analysis’ and ‘Anatomy of the Hazard’ facilitated by Engr. Ralph Emmanuel Naong and ‘Scenario Generation for Hazard’, ‘Affected Population’ and ‘Breakdown of Affected Population facilitated by Engr. Floremer Macapobre.

In the afternoon activities, the first tackled workshop is ‘Goals and Objectives’ facilitated by Engr. Ralph Emmanuel Naong and the Planning Team conducted the ‘Coordination / Response Arrangements’ which discussed the ‘Cluster Identification’.
Succeeding workshops are ‘Response Activities’, ‘Resource Inventory’, ‘Resource Projection’ and ‘Resource Gap Summary’ facilitated by Engr. Floremer Macapobre.

Engr. Naong said that by doing this kind of training-workshop, all the participants learned that during disaster response, it is not only the PDRRMOs that will function, but all of the member agencies concerned, but also regional, provincial and local DRRMOs have each coordinative work to do during disasters.

Meanwhile, Engr. Macapobre thanked the participants that there are inputs of LDRRMOs from the ground and outputs finalized throughout the workshops. She added that what outputs transpired will be used to update the existing Contingency Plan (CP) of the province. (PIC-RJG)
