Mindanao State Universityโ€“Maguindanao extends its warm congratulations to Hon. Mel Senen Sarmiento on his appointment as Presidential Adviser for Peace, Reconciliation, and Unity under the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), as publicly announced on April 21, 2026.

Hon. Sarmiento is a seasoned public servant with extensive experience in local governance, legislation, and institution-building. He served as Secretary of the Department of the Interior and Local Government under President Benigno Aquino III from September 2015 to June 2016, where he oversaw key national bodies involved in peace and security. During his tenure, he chaired the National Peace and Order Council and served as Vice Chairman for Disaster Preparedness of the National Disaster Risk Reduction and Management Council. He also participated in inter-agency bodies such as the Justice Sector Coordinating Council and the Inter-Agency Council Against Trafficking, strengthening his expertise in cross-sectoral coordination, an essential component in advancing peace and reconciliation efforts.

Sarmiento served as Representative of the 1st District of Samar during the 15th (2010โ€“2013) and 16th Congress (2013โ€“2016) of the Philippines. During this period, he played a key role in advancing legislative reforms. He was the principal author of House Bill 4994, a significant measure that proposed the establishment of a new autonomous political entity in Muslim Mindanao. While not enacted in its original form, the bill contributed to the legislative groundwork for subsequent measures, including the passage of the Bangsamoro Organic Law and the creation of the Bangsamoro Autonomous Region in Muslim Mindanao, widely regarded as a milestone in the countryโ€™s peace process.

Beyond peace-related legislation, Sarmiento authored and co-authored several key national laws, including Republic Act No. 10630, which strengthened the juvenile justice system, and Republic Act No. 10364, which enhanced the countryโ€™s anti-trafficking framework. He was also an original author of Republic Act No. 11232 and Republic Act No. 11392. His legislative record reflects a strong focus on institutional reform, social protection, and governance frameworks aligned with inclusive development and reconciliation.

And prior to his national roles, he served as Vice Mayor of Calbayog City and later as Mayor for three terms. He also served as Secretary-General of the League of Cities of the Philippines and chaired the Regional Development Council in Eastern Visayas, further strengthening his foundation in local governance and regional development.

This study examined the challenges faced by physical education teachers in implementing Physical Activities Towards Health and Fitness (PATH-Fit), the new tertiary physical education curriculum in the Philippines. Using a qualitative design, data were gathered from five PE teachers through focus group discussions and in-depth interviews.

Findings revealed five key challenges: inadequate instructional references, insufficient instructional time, lack of training and retooling, unavailability of equipment and materials, and limited administrative support and guidance. The study highlights the need for strategic interventions to improve the effective implementation of the PATH-Fit curriculum in higher education.

MSU - Maguindanao headed by Chancellor Bai Hejira Sinsuat Macalandong-Limbona remains steadfast in advancing research and publication initiatives of the University.

MSUโ€“Maguindanao takes a strategic step in strengthening its research and innovation landscape with the approval of BOR Resolution No. 122, s. 2026, formally restructuring the Office of the Vice Chancellor for Research and Extension (OVCRE) into the ๐—ข๐—ณ๐—ณ๐—ถ๐—ฐ๐—ฒ ๐—ผ๐—ณ ๐˜๐—ต๐—ฒ ๐—ฉ๐—ถ๐—ฐ๐—ฒ ๐—–๐—ต๐—ฎ๐—ป๐—ฐ๐—ฒ๐—น๐—น๐—ผ๐—ฟ ๐—ณ๐—ผ๐—ฟ ๐—ฅ๐—ฒ๐˜€๐—ฒ๐—ฎ๐—ฟ๐—ฐ๐—ต, ๐—œ๐—ป๐—ป๐—ผ๐˜ƒ๐—ฎ๐˜๐—ถ๐—ผ๐—ป, ๐—ฆ๐˜‚๐˜€๐˜๐—ฎ๐—ถ๐—ป๐—ฎ๐—ฏ๐—ถ๐—น๐—ถ๐˜๐˜†, ๐—ฎ๐—ป๐—ฑ ๐—š๐—น๐—ผ๐—ฏ๐—ฎ๐—น ๐—˜๐—ป๐—ด๐—ฎ๐—ด๐—ฒ๐—บ๐—ฒ๐—ป๐˜ (๐—ข๐—ฉ๐—–๐—ฅ๐—œ๐—ฆ๐—˜).

The Office of the Vice Chancellor for Research, Innovation, Sustainability, and Global Engagement (OVCRISE) is established as a strategic transformation of the Universityโ€™s research leadership, positioning it as a key driver of MSUโ€“Maguindanaoโ€™s vision to become a premier innovative center of development in the region. This realignment reflects a strong investment in organizational effectiveness, ensuring higher accountability standards, accelerating the uptake of innovation, and strengthening international partnerships.

As part of this modernization, the University adopts a clearer and more focused structure by separating research and extension functions. OVCRISE will lead knowledge creation and innovation systems, providing clearer strategic direction, clearer governance, and stronger ex*****on as the Universityโ€™s research ecosystem grows.

The OVCRISE is mandated to oversee the Universityโ€™s advanced knowledge generation, technology commercialization, and internationalization efforts. It will focus on translating research into high-impact policies, securing and managing intellectual property, and elevating the Universityโ€™s global standing through cross-border collaborations, international grants, and academic rankings.

This mandate serves as the Universityโ€™s central engine for research and innovation, driving competitive grants, ensuring compliance with and adherence to ethical standards, strengthening publication output, protecting and commercializing intellectual property, and building strong global linkages. This restructuring establishes a clear and efficient pipeline: from knowledge creation and innovation to sustainability metrics and global engagement, positioning MSUโ€“Maguindanao for greater impact both nationally and internationally.
