Mindanao State Universityโ€“Maguindanao officially opened Academic Year 2026โ€“2027 through the Studentsโ€™ General Orientation held on August 17, 2026, at the Datu Odin Sinsuat Gymnasium.

The orientation introduced the Universityโ€™s officials, academic and administrative offices, student services, policies, programs, and available support. It also informed students about their rights and responsibilities as members of the MSUโ€“Maguindanao community.

Chancellor Bai Hejira Nefertiti M. Limbona welcomed the freshmen and other students to the MSU community. She assured them that the University is committed to providing services that support their academic and personal development, leadership, and community engagement.

Mindanao State University System joins the nation in mourning the tragic incident in Zamboanga City.

Our hearts are with the families who lost their loved ones, the injured, and every student, parent, and educator affected by this tragedy.

This is a painful reminder that our children must always be safe, heard, and cared for. Schools must remain places of learning, hope, and security.

We must also take mental health seriously. Many young people carry struggles we may not see. Let us listen more, reach out sooner, and make help accessible without fear or stigma.

Mindanao State Universityโ€“Maguindanao led by Chancellor Bai Hejira Nefertiti M. Limbona and ZUITT Learning Institute, Inc. (ZUITT) headed by President Allister Grant C. Alambra formally established an industry-academe partnership through the signing of a Memorandum of Agreement (MOA) on August 10, 2026, held virtually via Zoom.

The partnership launches an industry-academe linkage program between MSUโ€“Maguindanao and ZUITT for Academic Year 2026โ€“2027, covering specialized areas in Building Information Modeling (BIM) for BS Civil Engineering students and JavaScript for BS Information Technology students during the First Semester of AY 2026โ€“2027.

Day 3 | Contract implementation took center stage in the final-day session of the , with GPPB-recognized trainer Atty. Tareeq Yahya Timhar A. Radjaie discussing the rules and responsibilities that come after the award of a government contract.

The session covered procurement timelines, extensions and suspensions, contract amendments, dispute resolution, protests, and the distinction between suspension and blacklisting under RA No. 12009.

Atty. Radjaie emphasized that procurement does not end with the awarding of a contract. Proper implementation requires compliance with the law, accountability, and responsible use of public funds.

An open forum followed, allowing participants to raise practical concerns and clarify the application of the NGPA in actual procurement situations.

The final session brought Batch 1 to a close, equipping participants with a stronger understanding of the NGPA from procurement planning to contract implementation.

The NGPA Training Caravan, hosted by Mindanao State Universityโ€“Maguindanao in partnership with the Department of Budget and Managementโ€“Government Procurement Policy Board (DBM-GPPB), continued on Day 2 with sessions on the Modes of Public Procurement and Procurement by Electronic Means under the New Government Procurement Act (RA No. 12009).

Datu Mohammad Benito, CPA, discussed the different modes of public procurement, highlighting procurement readiness, proper procedures, documentation, and other key considerations under the NGPA.

PS-DBM Deputy Executive Director Rommel Rivera joined via Zoom for the session on Procurement by Electronic Means, discussing how digital processes can make government procurement more efficient, transparent, and accessible.

The sessions concluded with an open forum, where participants raised questions and shared actual procurement experiences from their respective offices.

The three-day Training Caravan on the New Government Procurement Act (Republic Act No. 12009) officially kicked off today, August 11, 2026, at the Grand Regal Hotel in Davao City, bringing together representatives from local government units (LGUs), barangay local government units (BLGUs), government agencies, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), and other public institutions from across Mindanao and neighboring regions.

Organized by Mindanao State Universityโ€“Maguindanao in partnership with the Department of Budget and Management โ€“ Government Procurement PH - GPPB-Tso (DBM-GPPB), the training aims to equip procurement practitioners with the knowledge and skills to effectively implement the New Government Procurement Act. Discussions focus on modernizing public procurement, streamlining procurement and contract implementation, and promoting transparent, accountable, and efficient public service.

In his message, DBM Secretary Kim Robert C. De Leon highlighted the importance of bringing procurement reforms closer to communities in Mindanao.

โ€œHere in Mindanao, this investment has greater promise, reaching closer to our people for inclusive progress. This is Mindanao. A Mindanao helping the Philippines toward a stronger future. Every peso must reach its destination.โ€

Meanwhile, Chancellor Bai Hejira Sinsuat Macalandong-Limbona emphasized that the training is intended for the officials and personnel who implement procurement policies on the ground.

โ€œThis caravan meets the law with those who it matters mostโ€”the officials and personnel who will apply it daily across BARMM provinces and the wider Mindanao offices represented today. It is designed to move procurement practice beyond compliance for its own sake toward genuine stewardship of public trust.โ€

The opening day featured technical discussions by Engr. Ariel Lagmay, a recognized GPPB trainer, who discussed the legal basis and key provisions of the New Government Procurement Act and its major reforms from the previous procurement framework under Republic Act No. 9184.

Participants include representatives from the LGUs and BLGUs of Leyte, Cagayan de Oro, Zamboanga del Norte, Buldon, and Upi; MAFAR; MENRE; BFAR Region XII and BFAR Caraga; Mines Geosciences Bureau Region XI; TESDA; Sultan Kudarat Water District; Adiong Memorial State College; MSUโ€“Maguindanao; MSUโ€“Sultan Naga Dimaporo; Sultan Kudarat State University; Cotabato State University; the University of Southern Mindanaoโ€“Kidapawan City Campus; and the University of Science and Technology of Southern Philippines - Claveria.
