Youthโ€™s Choice: A Drug-Free Life ๐Ÿ’ช๐Ÿผ

Today we celebrated the 2025 National Childrenโ€™s Month and Drug Abuse Prevention & Control Week organized by the DILG-R02 at the Cagayan Sports Coliseum, Tuguegarao City โ€” not just as a gathering, but as a powerful reminder that our youth are growing, creating, and choosing a drug-free path.

We proudly recognize Shekinah Balanza, Jessica Caagusan, Raffy Etrata, Cheryl Ordonio, and Margaret Donato for their short-film entries โ€” and Jay-ar Feliciano for his editorial cartoon. Their voices, creativity, and courage helped bring the message of drug prevention alive.

Thanks to Juniora Blessie Ann N. Martinez and Jojo C. Olonan for guiding these young talents โ€” and to Quirino State University, led by Dr. Hermenegildo F. Samoy, Jr., for supporting this youth-led event.

The Department of Trade and Industry (DTI)โ€“Quirino, in partnership with Quirino State University (QSU), held a Consumer Welfare Forum today, October 8 at the Learning Resource Center, JAAH Building, Diffun Campus. Around 100 students joined the event in line with this yearโ€™s Consumer Welfare Month (CWM) Celebration with the theme โ€œBida ang Konsyumer sa Bagong Pilipinas.โ€

Dr. Hermenegildo F. Samoy, Jr., University President, opened the program by reminding the students that โ€œeducation is the ultimate tool to empower.โ€ He encouraged them to be smart consumers by knowing their rights and responsibilities, saying โ€œIt is our commitment to foster a generation of students who are smart and responsible buyers.โ€

Further, Atty. Michael B. Paggabao, DTI Region 2 Assistant Regional Director, thanked the University for supporting DTI programs such as the โ€œBuy Localโ€ campaign. He also emphasized the importance of consumer awareness, reminding participants that โ€œwe should not compromise standards over priceโ€ and that โ€œDTI makes sure that standards are upheld for the peopleโ€™s safety.โ€

The forum featured two lectures. Mr. Exen B. Claro, Project Development Officer I of DICT Quirino, discussed Cybersecurity Awareness, equipping students with knowledge on how to protect their personal information online and make safe, responsible choices as digital consumers.

Moreover, the second talk was delivered by Atty. Angie U. Gumaru, Acting CPD Chief and Concurrent Legal Officer of DTI Region 2, who explained Product Standards under RA 7394 (Consumer Act of the Philippines). She also reviewed the Eight Basic Consumer Rights and Five Consumer Responsibilities, highlighting the important role of young people in practicing responsible consumerism.

Students actively took part in the Q&A session, where winners also received prizes.

Held in coordination with the Office of the Vice President for Administration and Finance headed by Dr. Florigold V. Saldaen and the Office of Student Affairs and Services (OSAS) led by Dr. Jenalyn M. Sarmiento,the activity concluded with a message of gratitude from Ms. Rowena F. Mayangat, OIC Provincial Director of DTI Quirino. Director Mayangat said that the forum is another step in building a more informed and empowered generation of consumers.

The Department of Agrarian Reform (DAR) launched a youth-focused training program on April 8, 2025, at the Audio-Visual Room of the Agriculture Building in Quirino State Universityโ€“Diffun Campus (QSU-D). The event was part of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project, which aims to educate and involve young people in land reform efforts.

The program began with a prayer led by Mr. Florico Basug, Youth Agrarian Officer and Business Manager. Ms. Juniora Blessie Ann Ngabit-Martinez, RSO Coordinator and faculty member, welcomed the participants, followed by Ms. Marites Allag from the Regional Information Office, who discussed the purpose and goals of the SPLIT Project.

Several key topics were presented during the training. Ms. Girlie Castillo, Municipal Agrarian Officer of Diffun, explained Presidential Decree No. 27 and the Comprehensive Agrarian Reform Law (Republic Act No. 6657). Ms. Aimelee R. Pacupac presented the Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP), while ARPT Kynlet Z. Domingo discussed Agrarian Justice Delivery. ARPT Liana Sibayan provided further insights into the SPLIT Project, and Maโ€™am Maria Yda Louise Quinan introduced PelikulAgraryo, explaining its content, qualifications, and how to participate.

The event was attended by youth leaders and student organizations passionate about agriculture and community development, including 12 members of the Young Agriculturist Organization, 14 from the Future Agricultural and Biosystems Engineers Organization, and 12 BSIT students.

The training emphasized the importance of engaging the youth in land reform and sustainable development initiatives to help shape the future of Philippine agriculture.
