𝐇𝐨𝐧. 𝐆𝐨𝐯. 𝐃𝐚𝐤𝐢𝐥𝐚 𝐂𝐚𝐫𝐥𝐨 “𝐃𝐚𝐱” 𝐄. 𝐂𝐮𝐚 was a cherished member of the QSU family. His legacy is permanently woven into the identity of the institution. As one of the principal legislators who co-authored and sponsored House Bill No. 4413, he stood as a key figure behind the creation of our beloved University.
His heart for genuine public service and his relentless efforts to elevate Quirino State College into a full-fledged state university culminated on October 19, 2012, when President Benigno S. Aquino III signed the proposal into law as Republic Act No. 10230—officially establishing Quirino State University.
We deeply mourn the passing of our beloved Governor. We grieve the loss of a visionary leader—a true pillar and foundational architect of our institution—whose dedication forever transformed the higher education in Quirino.
Every room, campus, and life touched by QSU bears witness for his love and genuine service for the youth and the community. We honor his extraordinary life, his selfless service, and the priceless gift of education he helped secure for generations to come.
As a mark of respect and mourning, our official social media account will observe a 9-day period of silence. Critical updates and announcements will be posted at https://qsu.edu.ph/info/.
The QSU community also gathered to offer prayers and lowered the Philippine flag to half‑mast in tribute to Gov. Dax.

𝐈𝐒𝐔–𝐄𝐜𝐡𝐚𝐠𝐮𝐞 𝐁𝐒𝐇𝐌 𝐚𝐧𝐝 𝐁𝐒𝐓𝐌 𝐒𝐭𝐮𝐝𝐞𝐧𝐭𝐬 𝐀𝐜𝐡𝐢𝐞𝐯𝐞 𝟏𝟎𝟎% 𝐂𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐜𝐲 𝐑𝐚𝐭𝐞 𝐢𝐧 𝐄𝐯𝐞𝐧𝐭𝐬 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐍𝐂 𝐈𝐈𝐈

A total of 19 students from the Bachelor of Science in Hospitality Management (BSHM) and Bachelor of Science in Tourism Management (BSTM) programs of Isabela State University–Echague Campus achieved a remarkable 100% Competency Rate in the National Competency Assessment for Events Management Services NC III.

The competency assessment was conducted on August 21 and 31, 2026, under the expertise of TESDA-accredited Competency Assessors Ms. Maricel B. Barroga and Mr. Bernard Allan R. Milla, who evaluated the candidates based on the prescribed competency standards for Events Management Services NC III.

The activity was further supported by TESDA Representatives Ms. Rochelle Ursua-Balasabas and Mr. Ken Aljhun Pacunla, whose presence helped ensure the proper, credible, and smooth implementation of the assessment process.

Our sincere appreciation goes to the TESDA Quirino Provincial Office for its continued support and commitment to promoting quality technical-vocational education and training.

We also extend our gratitude to Isabela State University–Echague Campus for entrusting Quirino State University–Diffun Campus as the assessment venue.

In its continuing effort to acculturize innovation and pursue sustainable development, the University warmly welcomes its newly designated key officials following formal approval by the Board of Regents.

Dr. Romiro G. Bautista, Professor VI, has been designated as the Officer-in-Charge (OIC) President of the University. He was recently recognized as one of the country’s Top 10 Most Inspiring Teachers of 2025 and is known for his multi-awarded research outputs and significant internationalization initiatives. Effective immediately, he assumes leadership of the institution through the next quarterly meeting, with his continued tenure subject to the Board of Regents' upcoming evaluation.
