3. NAGBABANTAY AT NAGPAPARUSA

The Philippine National Police, through the SOSIA License Revocation Board (SLRB), issued Resolution No. 2026-13 (adopted June 5, 2026), which grants a six-month extension of the moratorium on the mandatory use of the Bank and Armor Guard (BAG) License to Exercise Security Profession (LESP) for private security personnel deployed in banks and other financial institutions.

Key points:

The original requirement under Republic Act 11917 and its IRR mandates that security personnel in banks, armored vehicles, and financial institutions must hold a BAG-LESP license.
The extension allows personnel and agencies more time to complete training, process applications, and comply with licensing without disrupting security operations.
Conditions include continuing duties with existing valid LESP, ensuring timely BAG training enrollment and completion, monitoring by the Security Training Management Division (STMD) and Regional Civil Security Units (RCSUs), and preparation for full compliance once the moratorium expires.
After December 4, 2026, full enforcement resumes and non-compliant personnel or agencies will face administrative charges.
In short, it’s a temporary reprieve giving banks and security agencies more time to meet licensing requirements without interrupting operations.
