As part of its continuing commitment to strengthen Traditional Madrasah Education, the Madrasah Comprehensive Development and Promotion Unit (MCDPU) conducted a visitation and enrollment mapping activity at two of the most remote Madrasah Centers in District 3 — Madrasah Sabang Al-Islamie located in Sitio Sabang, Brgy. Tamugan, and Madrasatol Hoda Islamic Center in Brgy. Bantol, Marilog District.

The activity was conducted through the directive and mandate of MCDPU Director, Shaykh Jamal S. Munib, who strongly emphasized that all Madrasah Centers under the office must be properly monitored, assessed, and given institutional oversight regardless of their geographical location. Under his leadership, the MCDPU continues to advance a mission centered on inclusivity, educational equity, and strengthening the foundation of Traditional Madrasah Education, particularly in underserved and geographically isolated communities.

The visitation and monitoring activity was led by MCDPU Supervising Program Coordinator, Shaykh Alnuhar M. Thalib, together with the MCDPU Monitoring Team, with the objective of assessing the actual condition of learners, educators, and Madrasah centers situated in far-flung areas.

The visitation revealed the challenging realities faced by both students and Asatidz in these mountainous communities. Limited accessibility, rough road conditions, insufficient educational resources, and inadequate learning facilities continue to affect the delivery and sustainability of Islamic education. Despite these circumstances, the determination of the students to continue pursuing Islamic knowledge remains truly inspiring.

Many learners travel long distances through difficult terrain just to attend their Madrasah classes — a reflection of their deep commitment to Islamic learning and preservation of their religious identity. Likewise, the dedication of the Asatidz and community leaders in sustaining Madrasah education despite limited support demonstrates the resilience and importance of these institutions within their communities.

Through this enrollment mapping and on-site assessment, the MCDPU seeks to establish a clearer and more comprehensive understanding of the needs and conditions of remote Traditional Madrasah Centers. The data gathered will serve as a vital reference for future educational interventions, developmental initiatives, and policy recommendations aimed at strengthening Madrasah education and expanding support mechanisms for underserved learners.

This initiative stands as a strong reflection of the MCDPU’s commitment that no learner and no Madrasah Center should be left behind. Through active oversight, community engagement, and continuous field monitoring, the office remains steadfast in ensuring that quality and meaningful Islamic education reaches even the most remote corners of District 3 and beyond.

The Madrasah Comprehensive Development and Promotion Unit (MCDPU) continues to advance its strategic mandate through a series of Madrasah visitation and enrollment mapping activities conducted across communities in the Toril area (District 3) and the Sasa–Tibungco area (District 2) on May 2–3, 2026 (14th–15th of Dhul Qa'dah 1447H).

At its core, this initiative is designed to establish a robust, data-driven foundation that will inform policy direction, program design, and targeted interventions for Traditional Madrasah education. Beyond data collection, the activity serves as a critical platform for direct community engagement—ensuring that institutional planning is grounded in the lived realities, needs, and aspirations of learners, educators, and stakeholders at the grassroots level.

The field activity was led by MCDPU Director, Shaykh Jamal S. Munib, whose presence carried both strategic and symbolic significance. Beyond administrative oversight, his on-site leadership reflected a strong commitment to consultative governance and principled guidance. Drawing on his experience and insight, Director Shaykh Jamal provided direction that emphasized a necessary balance—between preserving tradition and embracing adaptation, and between institutional structure and community ownership.

His engagements with the Asatidz and community leaders demonstrated depth of wisdom and clarity of purpose, reinforcing trust, fostering shared responsibility, and articulating a coherent long-term vision for Madrasah development. His presence not only enhanced coordination on the ground but also uplifted the morale and confidence of stakeholders, affirming that their voices are valued and essential to the sustained growth and strengthening of the Madrasah system.

Accompanied by Shaykh Alnuhar M. Thalib, MCDPU Supervising Program Coordinator, and the MCDPU Monitoring Team, the initiative facilitated a comprehensive assessment of key indicators, including student enrollment profiles, learning environments, instructional delivery conditions, and the extent of community participation.

Findings from the field engagements underscore several pressing concerns that require immediate and sustained attention. While there is a clear recognition of the importance of Madrasah education in shaping moral values, identity, spiritual and Discipline that reflects the City's vision for a DCPlinado Citizen, grounding, this appreciation has yet to fully translate into consistent, structured support. Many Madrasah centers continue to face limitations in access to essential learning materials, variability in instructional conditions, and insufficient engagement from community leaders. These gaps point to the need for stronger resource mobilization, capacity-building initiatives, and the institutionalization of shared accountability mechanisms among stakeholders.

The insights gathered reflect a broader reality: that the sustainability and effectiveness of Madrasah education depend not only on curriculum and instruction, but on the strength of the ecosystem that supports it. Addressing these challenges requires a coordinated, inclusive approach—one that integrates leadership guidance, community participation, and evidence-based planning.

Moving forward, the data generated from this initiative will serve as a critical reference point for enhancing program responsiveness, refining strategic priorities, and delivering targeted, high-impact interventions. MCDPU remains steadfast in its commitment to building a more resilient, inclusive, and community-anchored Madrasah education system.

📌NOORture: Illuminating Gaps, Governing Growth – A Multistakeholder Policy Consultation on Mainstreaming Madrasah Education

The Al Qalam Institute for Islamic Identities and Dialogue in Southeast Asia of Ateneo de Davao University convenes this multistakeholder policy consultation, bringing together key actors from government, madaris institutions, civil society, and the policy sector to engage in evidence-based dialogue on the state of Madrasah Education in the Philippines.

The consultation aims to surface ground realities, identify systemic gaps, and generate actionable policy recommendations across public, private integrated, traditional madaris, and ALIVE Program-implementing schools—toward more inclusive, equitable, and context-responsive education systems.

A notable highlight is the presence of Shaykh JAMAL S. MUNIB, Executive Program Director of the Madrasah Comprehensive Development and Promotion Unit (MCDPU), whose expertise and longstanding advocacy for Madrasah Education—particularly in Davao City—provide valuable insights on local implementation, governance, and policy development.

The Madrasah Comprehensive Development and Promotion Unit (MCDPU) continues its Traditional Madrasah Enrollment Mapping in 2nd District , led by MCDPU Director Shaykh Jamal S. Munib, together with Supervising Program Coordinator Shaykh Alnuhar M. Thalib, 2nd District Supervisor Shaykh Nadzmie Ekid, and the MCDPU team which began on 25th of 2026, Saturday, corresponding to 7th of Dhul Qa'dah 1447H.

During the visit, the team reached one of the most remote Madrasah centers in the 2nd district—an effort that reflects MCDPU’s strong commitment to inclusivity and equitable access to education. The presence of Director Shaykh Jamal S. Munib underscored the significance of the activity, highlighting leadership engagement in directly assessing on-the-ground realities and strengthening connections with grassroots Madrasah communities.

The monitoring was further supported by DCMAO Committee Chairman for Education, Deputy Mayor for the Tausug Tribe, Mr. Edyamien Ahalul, whose participation emphasized the importance of collaborative governance in addressing the needs of geographically isolated areas.

More than a data-gathering activity, the enrollment mapping represents a strategic and responsive approach to understanding the true condition of Traditional Madrasah institutions. It captures critical information on learners, educators, and resources—ensuring that planning, policy-making, and program implementation are anchored in accurate and inclusive data.

📚✏️ Madrasah School Kit Distribution Strengthens Community Support in Davao City 📙

Alhamdulillah,

On April 26, 2026 (8th of Dhul Qa’dah 1447H), a school kit distribution activity was successfully conducted in Purok 60, 75, and 77, Muslim Village, NHA Bangkal, Barangay Talomo, Davao City. The initiative was implemented under the “Adopt a Madrasah Program” of Pru Life UK, in partnership with Asia Society for Social Improvement and Sustainable Transformation (ASSIST) represented in behalf by Mr. Samer Musa Allong, ASSIST Consultant, and in coordination with the Madrasah Comprehensive Development and Promotion Unit (MCDPU) under the leadership of Director Shaykh Jamal S. Munib.

Beneficiaries included:
✔️ Mahad Talomo Al Islamiy (Purok 60)
✔️ Madrasah Darul Al Khair (Purok 75)
✔️ Madrasatul Arabiyyah Al Islamiyyah (Purok 77)

Conducted before class hours, the activity ensured an organized distribution of essential school supplies, along with money boxes to encourage saving habits among learners. Students received the kits with enthusiasm, while teachers and community members expressed gratitude for the support.

The organizers extend their sincere appreciation to Pru Life UK and ASSIST organization for their generosity and steadfast commitment to education and youth empowerment to Traditional Madrasah Learners.

The Madrasah Comprehensive Development and Promotion Unit (MCDPU) began the "Traditional Madrasah Enrollment Mapping"—a key strategic initiative aimed at establishing a comprehensive, accurate, and data-driven profile of learners, educators, and Madrasah centers across its areas of supervision in the City. 📚

The activity is spearheaded by MCDPU Director Shaykh Jamal S. Munib, together with MCDPU Supervising Program Coordinator Shaykh Alnuhar M. Thalib and MCDPU staff, the implementation commenced in the First (1st) of Three (3) Districts in Davao City.

This activity involves the systematic collection, validation, and analysis of enrollment data from all Traditional Madrasah institutions within the community. This includes essential information such as student population, grade or level distribution, geographic locations of centers, availability of teaching personnel, and existing learning resources. Through this process, the MCDPU is able to generate a reliable and evidence-based overview of the current state of the Madrasah education system. 🏫

The primary objective of this initiative is to strengthen data-informed planning, policy formulation, and program implementation. Specifically, it enables the MCDPU to:

📈 Accurately assess enrollment demand and participation trends;
🧭 Identify underserved and underrepresented communities;
📦 Ensure efficient and equitable allocation of resources, including teachers, instructional materials, and program support;
🏗️ Evaluate institutional capacity and address operational gaps across Madrasah centers.

Importantly, the enrollment mapping directly supports the implementation of the Enhanced Madrasah Curriculum. The development and contextualization of the curriculum require reliable baseline data to ensure that it remains responsive to the actual needs of learners and reflective of the teaching and learning environment. Insights generated from this mapping enable the MCDPU to align curriculum content, pedagogical approaches, and assessment frameworks with the socio-educational realities of the Madrasah community. 📖

In preparation for the opening of Madrasah School Year 2026–2027, the Madrasah Comprehensive Development and Promotion Unit (MCDPU) has commenced a comprehensive briefing and orientation for all Mudaressun (Madrasah teachers) under its supervision. This initiative aims to reinforce a unified and systematic approach toward the upcoming academic year.

The session is led by MCDPU Director, Shaykh Jamal S. Munib, together with MCDPU Operations Assistant, Shaykh Samer C. Udasan, who are providing strategic guidance and technical direction to ensure well-coordinated and efficient pre-opening preparations across all Traditional Madrasah Centers.

The orientation primarily seeks to align educators with established policies, operational guidelines, and instructional expectations for the new school year. It also serves as a platform to present updates on the implementation of the standardized Madrasah Enhanced Curriculum, including subject delivery, learning competencies, and strengthened pedagogical approaches—further promoting institutional coherence among Madrasah Centers.

As an outcome of the session, participants have gained a clearer understanding of pre-opening protocols, curriculum requirements, and classroom readiness standards. Consolidated implementation plans, class schedules, and enhanced curriculum delivery strategies have been developed, fostering greater consistency and standardization in program implementation. Moreover, the activity has strengthened collaboration between the Mudaressun and MCDPU leadership, while renewing their shared commitment to delivering quality, relevant, and responsive Madrasah education.

📌 Ulama Meeting on preparation for the Traditional Madrasah Enrollment and Opening for School Year 2026-2027

The MCDPU Ulama convened to discuss key preparations for the upcoming Madrasah enrollment and the opening of School Year 2026-2027. The meeting was presided over by MCDPU Director, Shaykh Jamal S. 📌 Presentation of Draft Outputs for Curriculum Writeshop Activity 📚📖

In its commitment to the development and provision of quality education to the ummah, the Madrasah Comprehensive Development and Promotion Unit (MCDPU) convened on Monday Morning of the 5th day of Ramadhan 1447H at its office in Magsaysay Park, Sta. Ana Avenue, Davao City, for the 1st group presentation of draft outputs generated during the Curriculum Writeshop Activity, inline with the ENHANCEMENT OF TRADITIONAL MADRASAH CURRICULUM.

The session was presided over by MCDPU Director Shaykh Jamal S. Munib, together with MCDPU Operations Assistant Samer C. Udasan. The presence of both leaders underscored the institution’s strong commitment to the continuous enhancement of the Traditional Madrasah Curriculum.

During the session, the respective groups of ulama, organized by subject area, presented their proposed curriculum frameworks, learning competencies, instructional structures, and key policy recommendations. The outputs reflected a systematic, collaborative, and consultative process aimed at strengthening curricular coherence, academic rigor, and the overall relevance of Islamic education within the Madrasah system.

The draft documents will undergo further technical review. Upon final validation and approval, they shall be formally presented during the official Curriculum Writeshop Presentation in coordination with representatives from the Department of Education (DepEd) Region XI for comprehensive deliberation and institutional endorsement.

Through this initiative, MCDPU reaffirms its commitment to a standards-based, quality-driven, and participatory approach in advancing and institutionalizing Madrasah education.
