𝐍𝐨𝐭 𝐚 𝐆𝐨𝐥𝐝𝐞𝐧 𝐄𝐫𝐚 𝐟𝐨𝐫 𝐅𝐚𝐫𝐦𝐞𝐫𝐬: 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐖𝐚𝐠𝐞𝐬 𝐝𝐮𝐫𝐢𝐧𝐠 𝐭𝐡𝐞 𝐌𝐚𝐫𝐭𝐢𝐚𝐥 𝐋𝐚𝐰 𝐏𝐞𝐫𝐢𝐨𝐝 | 𝐁𝐲 𝐭𝐡𝐞 𝐍𝐮𝐦𝐛𝐞𝐫𝐬

The Marcos Sr. administration has long been framed by its defenders as a period of a supposed “Golden Age” —an era of economic progress, agricultural development, and national prosperity. Martial Law was presented as necessary to restore order and discipline, while promises of modernization and development painted a vision of a Philippines on the path to self-sufficiency. Yet behind these promises were communities whose material conditions tell a far different story.

For Filipino farmers and agricultural workers, the period was marked not simply by grand development projects, but also by persistent poverty, landlessness, and inadequate wages. The declaration of Martial Law in 1972 placed the country under authoritarian rule for nearly a decade, with agricultural policies and development programs often promoted as evidence of economic progress. But economic growth on paper did not necessarily translate into better livelihoods for the people who worked the land.

Using cubic spline interpolation in MatLab, the Society of Math Majors exposes how agricultural workers experienced severe cuts in their daily wages from 1962-1986, including the infamous Martial Law Period. This emphasizes the dynamics of our data set by formulating piecewise functions for every year. With this, we can observe the “true trends” between each of our 25 data points. Although the interpolation does not prove that the Martial Law caused the decline, it still serves as a mathematical method to show the fluctuating behavior of wage cuts during this time.

𝟭𝟵𝟲𝟮–𝟭𝟵𝟲𝟳: In Pre-Martial Law, sugar planters held strong political influence and delayed wage protections for sugar workers. Preferential access to the U.S. sugar market also helped support the industry.

𝟭𝟵𝟲𝟴–𝟭𝟵𝟳𝟰: During the martial law declaration, Marcos concentrated economic power in the executive and promoted cheap labor as an economic advantage. The end of preferential U.S. sugar access also weakened the sugar industry. Meanwhile, strikes were restricted and wage increases remained minimal. Masagana 99 was launched in 1973 to provide farmers with subsidized credit, seeds, fertilizer, and other inputs.

𝟭𝟵𝟳𝟱–𝟭𝟵𝟳𝟳: Masagana 99 and rice self-sufficiency temporarily increased rural incomes. However, new technologies such as high-yield seeds, chemical inputs, and mechanization reduced the need for farm labor. Real farm wages began falling again from 1977 onward.

𝟭𝟵𝟳𝟴–𝟭𝟵𝟴𝟮: By the late 1970s, the Green Revolution and economic crisis continued to shape agricultural wages. Labor-saving technologies reduced the demand for agricultural workers, while inflation reached 20–30% annually. At the same time, the collapse of world sugar and coconut prices further hurt agricultural workers, leading to layoffs and wages falling below mandated levels in some areas.

𝟭𝟵𝟴𝟯–𝟭𝟵𝟴𝟲: By 1983, the Philippines entered a severe balance-of-payments crisis following the assassination of Benigno Aquino Jr., triggering capital flight, debt problems, and rising inflation. The Consumer Price Index tripled between 1976 and 1986, eroding the value of even modest wage increases. At the same time, Masagana 99 became unsustainable as many farmers defaulted on loans and the government began phasing out the program in 1984. Rural credit support weakened further, leaving fewer farmers with access to credit and many paying high interest rates. As the economic crisis deepened, agricultural wages remained well below their early-1960s levels by 1986.
