[๐ก๐ข๐ง๐๐๐ ๐ข๐ ๐๐ข๐๐๐๐๐ฌ] This August 14, 2026 (Friday), Davao City observes Indigenous Peoples Day in relation to Kadayawan sa Davao Festival as a Special (Non-Working) Day pursuant to Proclamation No. 1372, s. 2026. The celebration honors the Cityโs rich cultural heritage, celebrates its bountiful harvest, and recognizes the diverse Indigenous Peoples and communities whose traditions and contributions continue to shape Davaoโs identity.
The University of Southeastern Philippines (USeP) joins the people of Davao in celebrating Kadayawan, a time to appreciate the Cityโs diverse cultures, traditions, and heritage. More than a celebration of abundance, Kadayawan provides an opportunity to recognize the knowledge, artistry, and traditions passed down through generations and shared among Dabawenyos and communities across the region.
As a public institution of higher learning, USeP remains committed to promoting cultural awareness, inclusivity, and respect for diverse traditions and identities. Through teaching, research, innovation, and public service, the University contributes to the preservation and appreciation of cultural heritage while empowering communities and advancing inclusive development.
With this, there will be no work and classes at USeP campuses located in Davao City on August 14, 2026 (Friday).
๐๐๐ ๐ฌ๐ข๐จ ๐๐ก๐ข๐ช? The word โKadayawanโ is derived from the Dabawenyo greeting โMadayaw,โ which means good, valuable, or bountiful. The festival traces its roots to traditional thanksgiving celebrations for a bountiful harvest and has evolved into one of Davao Cityโs most prominent celebrations of culture, unity, and abundance.
May this Kadayawan remind us to celebrate the richness of our cultural heritage, honor the communities that preserve it, and give thanks for the abundance we share.

Following the enactment of Batas Pambansa Blg. 12 on December 15, 1978, the newly established University of Southeastern Philippines required a governing body to translate its legal creation into an operational institution. That historic milestone came on April 25, 1979, when the First Meeting of the Board of Regents was convened at the Conference Room of the Ministry of Education and Culture in Manila.
Interestingly, the University's early records, including the minutes of this inaugural Board meeting, commonly used the abbreviation "USP." It was only in later years that the abbreviation evolved into the now familiar "USeP," reflecting the University's distinct institutional identity.
The inaugural meeting was attended by the University's first governing officials:
โข Hon. Juan L. Manuel โ Chairman
โข Hon. Pedro O. Sanvicente โ Vice Chairman
โข Hon. Nicanor Y. Fuentes โ Member
The proceedings were officially recorded by Mr. Perfecto A. Alibin, who served as the Acting Board Secretary, preserving the official record of one of the University's earliest and most significant milestones.
Far from being merely ceremonial, the inaugural meeting marked the formal beginning of USeP's governance. It provided the Board with its first opportunity to organize the newly established University, address foundational institutional matters, and oversee the operational organization of its pioneering academic units, formed through the integration of existing educational institutions that laid the foundation of the USeP we know today.
๐ช๐ต๐ ๐ถ๐ ๐บ๐ฎ๐๐๐ฒ๐ฟ๐ ๐๐ผ๐ฑ๐ฎ๐
The First Board of Regents Meeting transformed USeP from a University created by law into a governed institution. The decisions of its inaugural Board and the official record preserved by Acting Board Secretary Perfecto A. Alibin (later the University's fifth President) laid the foundations that continue to guide USeP today.
As we continue our journey toward USeP@50, we honor not only the law that created the University but also the dedicated leaders whose vision, decisions, and service transformed that law into a thriving institution of higher learning.

[๐๐๐๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐] The College of Development Management (CDM) marked the opening of Academic Year 2026โ2027 through a simple yet meaningful convocation attended by incoming freshmen, continuing students, and members of the teaching and non-teaching personnel. The gathering provided an opportunity to collectively begin the academic year with a shared sense of purpose and direction.
The program commenced with a flag ceremony, followed by the recognition of Deanโs Listers for the Second Semester of AY 2025โ2026. Students from BS Development Anthropology, Bachelor of Public Administration, BS Agricultural Business, BS Community Development, and BS Agricultural Economics were acknowledged for their academic achievements. This recognition reflects the collegeโs continued commitment to fostering quality and inclusive education (SDG 4), while encouraging students to pursue academic excellence across disciplines that address governance, agriculture, and community development concerns.
Campus Director Dr. Aristeo C. Salapa delivered the opening remarks, setting a reflective tone for the convocation. In his message, he emphasized the role of the university in preparing students for responsible participation in society, particularly in areas related to sustainable livelihoods, institutional development, and community engagement. These directions resonate with broader development goals such as promoting decent work and economic growth (SDG 8 ), strengthening institutions (SDG 16), and supporting food security and sustainable agricultural systems (SDG 2).
The introduction of contract of service faculty members, alongside the collegeโs faculty and staff, highlighted the collective effort behind the delivery of instruction, research, and extension. This shared institutional responsibility reflects the value of collaboration and partnerships (SDG 17) in advancing the collegeโs mandate and ensuring that students are supported throughout their academic journey.
As the academic year begins, the College of Development Management continues to uphold its role in providing relevant and responsive education. Through its programs and community, the college contributes to broader development efforts while maintaining a steady commitment to academic integrity, inclusivity, and service.

[๐ช๐ฒ๐น๐ฐ๐ผ๐บ๐ฒ, ๐๐ด๐ถ๐น๐ฎ๐] First flag ceremony marks start of AY 2026โ2027 at USeP
The University of Southeastern Philippines (USeP) officially welcomed first-year and continuing students and transferees as well as University personnel to Academic Year (AY) 2026โ2027 during the opening of classes and the first flag raising ceremony on August 3, 2026 at the Obrero Campus.
For many first-year students and transferees, the ceremony marked their first official gathering as members of the University community. In his welcome message, University President Dr. Bonifacio G. Gabales, Jr. warmly greeted the students and extended a special welcome to the new Agilas, encouraging them to embrace the opportunities that lie ahead.
"There is a saying that every new beginning carries with it the promise of becoming something greater than we were yesterday," Dr. Gabales said. "The beginning of a new school year reminds us that every dream deserves a chance, every effort has a purpose, and every individual has the potential to make a difference."
He challenged continuing students to pursue excellence not only in academics but also in character, leadership, and service, urging them to make the most of the new academic year by learning more, dreaming bigger, and becoming better.
Moreover, President Gabales also emphasized the significance of the University's weekly flag raising ceremonies, reminding students that discipline, patriotism, and nationalism are values cultivated through consistent participation and shared responsibility.
Recognizing the dedication of the University's educators and personnel, Pres. Gabales expressed gratitude to the faculty and staff for their continued commitment to the University's mission. He said that beyond lessons and services, the lasting impact of the University lies in the inspiration, encouragement, and care extended to every learner.
Pres. Gabales likewise encouraged students and employees across all USeP campuses to help maintain a safe, healthy, and environmentally responsible learning environment by practicing discipline, cleanliness, and accountability in their daily actions.
The ceremony formally ushered in AY 2026โ2027, setting a tone of hope, excellence, and shared purpose as students and employees across the University embark on another year of learning, service, and growth.
