SUBJECT: New Student Housing Policies & Off-Campus Overnight Stay Guidelines (Resolution No. 001, S. 2026)

To ensure a safe, secure, and spiritually nurturing environment—and in compliance with Commission on Higher Education (CHED) mandates and national safety protocols—the Administrative Committee has adopted Resolution No. 001, Series of 2026, effective immediately.

Please review the policy summary and action items below carefully.

📌 Key Policy Highlights
1. Weekday Off-Campus Stay Prohibitions
Strict Prohibition: All resident students are strictly prohibited from staying overnight off-campus during class days (Monday through Friday).

Objective: To maintain proactive security, institutional accountability, and prompt response capabilities during natural calamities or security threats.

2. Mandatory Documentation for Exceptions & Weekends
Resident students are permitted off-campus overnight stays only under specific, documented conditions:

🏠 Regular Weekend Stays (Home):

Requirement: Submit a Notarized Letter from a Parent or Legal Guardian.

Validity: Valid for the entire current semester.

Details Needed: Home address, confirmation of custody, and an explicit liability release clause.

⛪ Regular Weekend Church Ministries:

Requirement: Submit a Notarized Letter from your Church Pastor.

Validity: Valid for the entire current semester.

Details Needed: Church address, nature of ministry, and a formal clause stating the Church assumes full legal/physical accountability during weekend stays.

🗓️ Special Weekday Church Events (Exceptions):

Requirement: Submit a separate, case-specific Notarized Letter from your Church Pastor for each instance.

Details Needed: Exact nature/reason of the event, specific inclusive dates/times, and the Church’s explicit assumption of accountability.

📝 Administrative Process & Requirements
Submission Window: All required notarized documents (semester-long letters or weekday requests) must be submitted to the Student Housing and Services Office at least forty-eight (48) hours prior to departure.

Verification: The Seminary will verify all submitted documents with parents, guardians, or pastors before issuing an Off-Campus Pass.

Disciplinary Action: Unauthorized overnight absences during class days or failure to submit required documentation will result in disciplinary measures, including potential suspension or revocation of housing privileges.

🔒 Note on Accountability: Official notarized documentation serves as a legal transfer of accountability from SPBTS to parents/guardians or church administration during approved off-campus stays.

The world offers several definitions of love, but the Bible provides the perfect one—a love which Christ embodies that every follower should shadow.

On February 18, 2026, as the "love month" continued, the Southern Philippines Baptist Theological Seminary (SPBTS) College Department conducted a biblical symposium themed "Pursuing the Will of God in Dating, Marriage, and Family Life" at the SPBTS gymnasium.
As the program commenced, first-year and fourth-year students gathered with hearts prepared to explore diverse theological dialogue. There was a palpable eagerness to learn how faith can guide them to a realm where the harmony of relationships and the melody of godliness intertwine, creating a symphony of love and faithfulness.

The symposium featured several soul-edifying topics for every participant to ponder. Keynote speaker Rev. Emmanuel C. Manzano discussed the biblical prescription for relationships, encouraging students to seek a deeper perception of how to live out the love of Christ before committing to a relationship.

Together with Dr. Edgar C. Aungon, Rev. Joel G. Serato, Ptr. Vijoren Puertollano, and Ptr. Paul C. Palingcod, the program concluded with open discussions and inspiring talks. Students shared the personal questions lingering in their minds and heard diverse, spiritually uplifting answers that continue to shape their devotion and faithfulness.

This coming February 25, 2026 (after Biblical Symposium), we will cast our votes for the next Student Council. As there is only one party list running this year, the election will be conducted as a Vote of Confidence.

𝙃𝙤𝙬 𝙩𝙤 𝘾𝙖𝙨𝙩 𝙔𝙤𝙪𝙧 𝙑𝙤𝙩𝙚:

Since candidates are unopposed, your ballot will not ask you to choose between people, but to evaluate the candidate's fitness for the role:

Vote YES: If you support the candidate and their platform.

Vote NO: If you do not support the candidate for that specific position.

In a small community of 75, your individual choice is powerful. Please note the following rules regarding the results:

The 50% + 1 Rule (Majority): For a candidate to be proclaimed the winner, they must receive a majority of "YES" votes from those who participated.

What if "NO" receives more votes? If the "NO" votes outnumber the "YES" votes, that candidate will not take office. The position will be declared VACANT.

Should a candidate fail to secure a majority of 'YES' votes, the position shall be declared VACANT. In the absence of specific CBL provisions for this scenario, the school administration and the remaining elected officers will determine the next steps (such as a Special Election or Appointment) to ensure the student body remains represented."

We need at least 40 students to cast a ballot for the election to be considered valid. If we don't hit this number, we have a Failure of Election.
