FOREIGN WORKERS RETURNING (BALIK-MANGGAGAWA) TO SOUTH KOREA

The POEA-GPB received the following advisory from HRD Korea on 21 August 2020:

Notification: Self-pay medical expenses for quarantine for foreign workers entering South Korea

The Korean Government has made an announcement that target, time and range of application of Self-pay medical expenses (e.g. hospitalization fee, medical bill, a charge for food, etc.) for quarantine for foreign workers as per the revision of Enforcement Decree of the Infectious Disease Control and Prevention Act.

In view of the above, effective from midnight 17th August, foreign workers must bear all medical expenses if they have any attributable reasons that violate the Korean quarantine measures. Foreign workers who enter after midnight 24th August must bear partially or entirely the medical expenses on their nationality depending on support status and degree for Korean nationals.

Ipinapabatid po namin sa mga EPS Korea Workers ang bagong proseso sa contract signing na aming ipapatupad simula June 15, 2020. Sa mahigpit na pagpapatupad ng Social Distancing ang POEA ay pinahintulutan na ng HRD Korea na kayo ay payagan na hindi na muna magsadya sa tanggapan ng POEA para magsign o pumirma ng kontrata.

Per HRD Korea email, received by POEA GPB today 26 June 2020:

There was another confirmed COVID-19 of E-9 foreign labors in Korea today. The government (Ministry of Employment and Labor) is really taking the increased number of COVID positive seriously and has lot of concerns.

We know that the Philippines also has new confirmed COVID-19 cases and things are not also good in Korea.

Until the situation improves, it is difficult to proceed for both regular and committed workers.

This measure is for the safety of both employers and Filipino EPS workers.

Processing of EPS workers at POEA GPB window counters is temporarily suspended for Regular and Sincere Workers.

ONLY THE KOREAN LANGUAGE TRAINING WILL PROCEED.

ALL EPS workers are advised to monitor the next EPS advisory.

NEW ENTRY MEASURES FOR PASSENGERS ENTERING KOREA FROM THE PHILIPPINES

The Embassy of the Republic of the Philippines in Seoul wishes to inform the public that effective 20 July 2020, the government of the Republic of Kore will impose the following additional measures for all passengers coming from the Philippines:

1. All passengers (Filipinos and foreigners) departing from the PH must submit “COVID-19 Negative Certificate” (PCR test report) upon entering Korea, including via third countries. The certificate must be issued within 48 hours of the departure date from the PH, and the certificate must be issued by the PCR testing labs test designated by the Korean Embassy in the Philippines (the embassy will publish the list of designated laboratories on their webpage). The issued certificate must be presented at the time of ticketing and boarding, and must be submitted to the quarantine authority when entering Korea. Transit passengers are also required to submit the “COVID-19 Negative Certificate” upon boarding.

The submission of the “COVID-19 Negative Certificate” does not exempt the passenger from testing and quarantine upon arrival.

2. The Korean Embassy in Manila will stop accepting new visa applications until further notice, and will stop processing visa applications that have already been received prior to today. The visa issuance will be suspended EXCEPT for diplomatic and official purposes; essential business purposes (investment, technology transfer); spouse and children of Korean nationals and humanitarian reason (for humanitarian reason, it requires the Korean Embassy’s endorsement to get the visa); and shift crews.

Visa issuance for workers and students is suspended until further notice.

3. For the regular flights departing from the Philippines, the number of passengers should not exceed 60% of its capacity. Irregular flights will be suspended.
