What if every development project asked not only, “What do we want to achieve?” but also, “What gender needs and concerns should we consider to make sure no one is left behind?”

The Harmonized Gender and Development Guidelines (HGDG), 3rd Edition, provides a common framework for integrating gender perspectives into the development and implementation of programs and projects. It helps government agencies, donor organizations, and other stakeholders strengthen the gender responsiveness of development initiatives.

The HGDG includes sector-specific GAD checklists for areas such as agriculture, climate change, disaster risk reduction, education, health, ICT, infrastructure, labor and employment, migration, tourism, and women in areas under armed conflict, among others.

For GAD practitioners, the HGDG serves as a practical guide for applying a gender lens throughout the project cycle—from development and planning to implementation, monitoring, and evaluation.

With this year’s theme, “𝐁𝐮𝐢𝐥𝐝𝐢𝐧𝐠 𝐒𝐭𝐫𝐨𝐧𝐠 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧𝐬, 𝐔𝐧𝐥𝐨𝐜𝐤𝐢𝐧𝐠 𝐇𝐮𝐦𝐚𝐧 𝐂𝐚𝐩𝐢𝐭𝐚𝐥 𝐏𝐨𝐭𝐞𝐧𝐭𝐢𝐚𝐥 (𝙈𝙖𝙩𝙖𝙩𝙖𝙜 𝙣𝙖 𝙄𝙣𝙨𝙩𝙞𝙩𝙪𝙨𝙮𝙤𝙣, 𝙈𝙖𝙪𝙣𝙡𝙖𝙙 𝙣𝙖 𝙔𝙖𝙢𝙖𝙣𝙜 𝙏𝙖𝙤),” UPMin GAD highlights the importance of gender-responsive research and evidence-informed approaches in advancing equality, inclusion, and human development.

This September, we recognize the important role of research and evidence in shaping policies, strengthening institutions, and promoting development that is responsive to the diverse needs and experiences of all.

𝗥𝗘𝗔𝗟 𝗧𝗔𝗟𝗞: 𝗔𝗻𝗴 𝗚𝗔𝗗 𝗯𝘂𝗱𝗴𝗲𝘁 𝗮𝘆 𝗵𝗶𝗻𝗱𝗶 𝗱𝗮𝗴𝗱𝗮𝗴 𝗻𝗮 𝗽𝗼𝗻𝗱𝗼 𝗼 𝘀𝗲𝗽𝗮𝗿𝗮𝘁𝗲 𝗳𝘂𝗻𝗱.

Madalas nating marinig ang “GAD Budget” at isipin na may separate fund para rito. Pero hindi ito dagdag na pondo o hiwalay pa sa budget ng isang ahensya.

Ang GAD budget ay bahagi ng regular budget na iniuugnay sa mga programang tumutugon sa gender issues o nagsusulong ng gender equality at gender responsiveness.

Swipe through the cards para malaman ang dalawang paraan kung paano nagiging bahagi ng GAD budget ang isang programa o proyekto: GAD-focused activities na direktang tumutugon sa gender issues, at GAD attribution kung saan bahagi ng budget ng isang regular government program ay maaaring ma-attribute sa GAD batay sa HGDG score nito.

Kaya kapag nakakita tayo ng malaking GAD budget figure, mahalagang tingnan kung saan ito nagmumula at paano ito binuo.

Dahil hindi dapat hiwalay na usapin ang gender equality. Dapat itong isinasama sa mga polisiya, programa, proseso, at iba pang mekanismo ng pamahalaan.

Ang batas ay para sa lahat. Walang babae ang dapat maiwan—lalo na ang mga Katutubong kababaihan.

Sa pagdiriwang ng 17th Signing Anniversary ng Magna Carta of Women (MCW), alamin kung paano pinangangalagaan ng Indigenous Peoples' Rights Act (IPRA) at ng Magna Carta of Women ang mga karapatan ng mga Katutubong kababaihan at tinutugunan ang magkakaugnay na diskriminasyong kanilang nararanasan bilang babae at bilang Katutubo.

Tuklasin sa handbook na ito ang mga batas na nagsusulong ng pagkakapantay-pantay, paggalang sa kultura, at proteksiyon sa karapatan ng bawat Katutubong babae.
