The University of Southeastern Philippines (USeP),through the Curriculum and Instruction Office,conducted the Curriculum Enhancement Lecture Series 2026 on 18 September 2026 via Google Meet.The session featured discussions on Gender and Development (GAD) and Curriculum Internationalization, providing faculty members with relevant perspectives on developing more responsive, inclusive, and globally relevant approaches to higher education instruction.

As part of the session, GAD Director Genesesly R. Tahoy discussed Mainstreaming Gender and Development (GAD) in Higher Education Instruction, highlighting the Gender-Responsive Syllabus Framework developed by the USeP GAD Office. The framework provided guidance on integrating gender responsiveness into curriculum and instruction by considering key syllabus components such as Intended Learning Outcomes, Learning Contents/Topics, Teaching-Learning Activities, and Assessment Tasks. Anchored on gender sensitivity, gender equality, and gender equity, the framework promoted inclusion, respect, and non-discrimination in the teaching and learning process.
The session also featured International Affairs Division Director, Dr. Adora Zerrudo, who presented Advancing Curriculum Internationalization, followed by an open forum and question-and-answer session. Through the lecture series, USeP strengthened its continuing commitment to faculty development and curriculum enhancement, encouraging academic practices that are gender-responsive, inclusive, and attuned to the broader global context of higher education.

The University of Southeastern Philippines (USeP) joined more than 64 higher education institutions across Region XI in strengthening the call for safer and more gender-responsive workplaces during the Capacity Development organized by the Regional Gender and
Development Advocates Network XI (RGAN XI) on September 7โ€“8, 2026, at the University of the Immaculate Conception. Representing USeP were selected members and resource persons of the Committee on Decorum and Investigation (CODI), together with their alternates: Assoc. Prof. Genesesly R. Tahoy, GAD Director; Dr. Patricia Angela T. Del Rio, HR Director; Dr. Cynthia S. Alpas, Secrectary of the USeP Faculty Federation; Ms. Evelyn B. Del Rosario, Vice President of the Non-Teaching Personnel Association; Dr. Jolly J. Laboy, Faculty Regent of the University; and Ms. Rosalyn L. Malicay, representing the non-teaching personnel. Technical staff from the USeP GAD Office also extended assistance to RGAN XI in the organization and facilitation of the two-day activity. Among the highlights of the capacity development were sessions on Gender Sensitivity and the Committee on Decorum and Investigation, anchored on the theme of building safe and gender-responsive workplaces.

More than an institutional representation, USePโ€™s participation reaffirmed its continuing commitment to creating a University environment where dignity, respect, gender equality, and accountability are upheld. Through the active engagement of its CODI members, resource persons, GAD advocates, and personnel, the University continues to strengthen its mechanisms for preventing and responding to gender-based concerns and sexual harassment in the workplace. The activity likewise supports the mandate of the USeP Gender and Development Office to help ensure that the University maintains a functional and responsive CODI and advances policies, systems, and practices that contribute to a safe, inclusive, and gender-responsive academic community.

On August 7, 2026, University personnel gathered virtually for a meaningful learning session focused on professional image, effective communication, personal branding, workplace etiquette, and ethics. The program featured inspiring messages and substantive discussions from University President Dr. Bonifacio G. Gabales, Jr., Dr. Gerry Louis O. Gallano, and Associate Professor Sadie D. Law-ay, who emphasized that professionalism, integrity, respect, and accountability are essential in building a productive and values-driven workplace.

The activity also included an online assessment, reflection session, and open forum that allowed participants to connect the lessons with their own workplace experiences. More than a professional development activity, the program served as a reminder that every University personnel member contributes to shaping USePโ€™s institutional image and culture. On July 28, 2026, the University of Southeastern Philippines (USeP) Gender and Development (GAD) Office strengthened its commitment to building safer, more inclusive, and gender-responsive communities through coordination visits to Barangays 17-B, 18-B, and 20-B.

Led by GAD Director Sir Genesely R. Tahoy, the team engaged with barangay officials to discuss the proposed partnerships and the shared responsibility of advancing the implementation of the Safe Spaces Act. The discussions focused on strengthening community support and ensuring appropriate and timely responses to concerns involving USeP students within the barangaysโ€™ respective jurisdictions.

In Barangay 17, led by Barangay Captain Gamulo, the barangay expressed full support for the initiative and designated an Assistant Secretary as its focal person for coordination with the University. Meanwhile, Barangay 20, represented by Kagawad Ricardo Pelegrino and Barangay Secretary Carmelita Maningo, affirmed its readiness to provide immediate assistance and appropriate action when needed.

In Barangay 18, Barangay Captain Wilma Lozada likewise expressed strong support for the proposed partnership and her commitment to the initiative. She also looked forward to the follow-up meeting involving Barangays 17 and 20, in coordination with PNP Bajada, highlighting the importance of sustained collaboration among community partners.

The discussions also emphasized the need to strengthen referral mechanisms, establish accessible communication channels, and maintain close coordination among USeP, the barangays, the VAWC Desk, and PNP Bajada. More than a coordination visit, the initiative reaffirmed that creating safe spaces is a shared responsibility. Through stronger partnerships, open communication, and collective action, USeP and its community partners continue to work toward a safer, more inclusive, and gender-responsive community for all.

On August 7, 2026, the University of Southeastern Philippines (USeP) took another meaningful step toward fostering a safe, respectful, and inclusive environment through the Webinar on the Safe Spaces Act for Teaching and Non-Teaching Personnel across all campuses. Organized by the Gender and Development (GAD) Office,in collaboration with the Office of Legal Affairs and Legal Aid Center, the webinar provided a timely discussion on safe spaces, accountability, and the shared responsibility of preventing harassment in the workplace and learning environment. The activity opened with the Welcome Remarks of Vice President for Administration Dr. Maria Luisa B. Faunillan, followed by GAD Director Assoc. Prof. Genesesly R. Tahoy, who emphasized the objectives of the webinar and the importance of promoting safe and gender-responsive spaces.

The webinar featured two sessions: Atty. Edward Caesar J. Bedro facilitated โ€œUnderstanding the Safe Spaces Act in the University Setting: From Awareness to Everyday Practice,โ€ which deepened participantsโ€™ understanding of the law and its application in the University setting. Meanwhile, Atty. Jesus A. Villardo III led โ€œAnti-Sexual Harassment in the Workplace and Learning Environment: Boundaries, Accountability, and Institutional Response,โ€ highlighting the importance of recognizing boundaries, promoting accountability, and strengthening institutional responses to sexual harassment. The activity concluded with the participation of USeP Records Officer and Non-Teaching Staff Association President Mr. Robert Satorre, reinforcing the Universityโ€™s commitment to upholding dignity, respect, and safety. Ultimately, the webinar underscored that creating safe spaces is a shared responsibility strengthened through awareness, respect, accountability, and collective action.

The University of Southeastern Philippines (USeP) warmly welcomed the Gender and Development Focal Point System (GFPS) Team of the Island Garden City of Samal (IGaCoS) for a benchmarking activity held on July 14, 2026, at the USeP Obrero Campus, Davao City. The activity aimed to strengthen institutional mechanisms for Gender and Development (GAD) mainstreaming.
Dr. Lilibeth A. Cenojas, Officer-in-Charge of the Public Affairs Division, expressed USeP's appreciation for the opportunity to share its best practices and learn from the delegation, noting that the University has broadened its benchmarking engagements beyond academic institutions to include local government units.
On behalf of the IGaCoS GFPS Team, Ms. Karen Kaye R. Servillon, Assistant City Administrator, shared that the city aims for the full implementation and utilization of the Harmonized Gender and Development Guidelines (HGDG) in its planning and budgeting processes in the coming years.
In response, USeP presented its established systems and practices for institutionalizing gender mainstreaming across the University. Assoc. Prof. Genesesly R. Tahoy, GAD Director, discussed the USeP GAD Scorecard that uses the HGDG checklist to evaluate and score projects, curriculums, and initiatives. Dr. Leah O. Pelias, GAD Advocate, presented the digital system developed by the USeP GAD Office, which streamlines the implementation, documentation, and evaluation of GAD initiatives.
This benchmarking activity aligns with Sustainable Development Goals 5: Gender Equality and 17: Partnerships for the Goals.

On July 14, 2026, the University of Southeastern Philippines (USeP), through its Gender and Development (GAD) Office, in collaboration with the Health Services Division conducted an Online Consultative and Coordinative Meeting on the Development of Breastfeeding Guidelines via Google Meet. Bringing together University officials and representatives from the Department of Health (DOH) Regional Office XI.The consultation served as a significant step toward establishing a Mother-Baby Friendly Workplace and developing institutional breastfeeding guidelines that uphold the rights and welfare of breastfeeding employees. In his welcome remarks, Assoc. Prof. Genesesly R. Tahoy, GAD Director, reaffirmed the University's commitment to fostering a safe, gender-responsive, and supportive work environment where employees can thrive while balancing their professional and family responsibilities. Serving as the resource speaker, Ms. Mayflor Peralta-Espiritu, RND, of DOH Region XI emphasized the importance of creating breastfeeding-friendly workplaces, citing Republic Act No. 10028, Civil Service Commission policies, and DOH standards that encourage government institutions to provide appropriate policies, facilities, and support systems for breastfeeding mothers and also explored the essential components of functional lactation stations, breastfeeding breaks, breast milk storage, and institutional policy development through an engaging discussion that encouraged the exchange of ideas, experiences, and practical recommendations.

The meeting concluded with a shared commitment between USeP and DOH Region XI to continue refining and developing comprehensive breastfeeding guidelines through sustained consultation and collaboration.

Officials from the University of Southeastern Philippines (USeP) and the Commission on Population and Development Region XI (CPD XI) convened online via Zoom on June 29, 2026, for a follow-up coordinative meeting aimed at strengthening collaboration on adolescent reproductive health and teenage pregnancy prevention.

Ms. Jhan Rhea B. Ruiz of CPD XI opened the meeting and welcomed participants from the various USeP offices and delivery units. RD Jeff Y. Fuentes, CPD XI Regional Director,presented demographic findings on teenage pregnancy, He noted a decline in overall cases but highlighted that many recorded cases now involve individuals aged 20โ€“21, underscoring the need to strengthen existing interventions. Ms. Sheryll Jane Fernandez, CPD XI Information Officer, later presented the Sexually Healthy Adolescents and Personally Empowered (SHAPE) Adolescent Modules Toolkit in detail, citing Civil Registration and Vital Statistics data showing 8,647 adolescent births and an 18.3 percent increase in cases over three years, along with findings on limited household discussions of sexual health in the region.

Throughout the exploratory session, USeP representativesโ€”including Dr. Genna J. Carmello, Curriculum and Instruction Office Director; Dr. Roby Pagong, Extension Division Director; Dr. Raquel Almasa, College of Education Dean; Dr. Mildin Retutas, College of Teacher Education and Technology Dean; Dr. Lindy Lulab, Collge of Education OJT Coordinator; Dr. Ruby Serrano, Collge of Education Program Head; and Dr. Marites L. Domingo, Health Service Division Directorโ€”engaged in a substantive discussion on the feasibility of embedding the modules into existing curricula. They explored integrating the modules through the National Service Training Program program, and regular GAD retooling while addressing implementation, faculty preparedness, and curriculum alignment. Assoc. Prof. Genesesly R. Tahoy, USeP GAD Director, affirmed that the discussion should continue to focus on pre-service teachers. He agreed that capacity-building through structured training was among the most practical entry points for implementation so that future educators would already possess the knowledge and skills needed to integrate adolescent health and gender concepts into their lesson plans and classroom instruction. Dr. Domingo proposed establishing a Peer Health Educator Network in partnership with the Office of Student Affairs and Services and the Guidance Office, a proposal RD Fuentes welcomed with a commitment of CPD support.

The meeting concluded with an agreement that USeP would review its course syllabi for suitable integration points and convene an internal meeting to formulate recommendations, while CPD XI would provide module copies and extend technical assistance moving forward. Mr. John B. Visillas, Department of Education Region XI Representative, closed the proceedings by thanking both CPD Region XI and USeP for initiating the collaboration and requesting a copy of the agreements reached. As USeP and CPD XI move toward formalizing this partnership, the meeting marks a significant step forward in the university's continuing commitment to shaping gender-responsive, socially aware educators poised to confront one of the region's most pressing developmental challenges.

The University of Southeastern Philippines (USeP) Gender and Development (GAD) Office conducted an online exploratory meeting with Samal Island City College (SICC) on June 24, 2026, marking a significant step toward building a strong institutional partnership for gender-responsive education and development. The meeting was spearheaded by Assoc. Prof. Genesesly R. Tahoy, Director of the USeP GAD Office, together with representatives from the University's Research Division, Extension Division, Curriculum and Instruction Office, Office of Legal Affairs, and GAD advocates. Joining from SICC were Asst. Prof. Vaneza Pacquiao, GAD Unit Head; Dr. Jane Marfa, Head of the Research and Publication Unit; Ms. Annie Macarambon, Head of the Extension Unit; and Dr. Jeanvy Damag, Dean of College who shared the college's priorities and commitment to strengthening its Gender and Development initiatives.

The exploratory meeting provided a platform for both institutions to exchange best practices and identify opportunities for collaboration in GAD mainstreaming, research, curriculum enhancement, extension services, and the development of inclusive learning resources for persons with disabilities (PWDs). USeP also showcased its gender-responsive curriculum framework, strategic GAD agenda, and innovative initiatives that support institutional compliance and inclusive education. As a result of the productive discussions, both USeP and SICC expressed their commitment to formalizing the partnership through a Memorandum of Agreement (MOA), paving the way for future technical assistance, capacity-building programs, and collaborative projects that promote gender equality, inclusivity, and sustainable community development.
