PAKIG-AMBIT 2026: Year 3

Carlos P. Garcia Senior High School successfully underwent the Pakig-Ambit 2026 Year 3 Monitoring and Validation led by the Division Monitoring Team composed of EPS Marcelo Roco, PSDSs Harriatte Roseos and Nick Jamisola, and AO IV Melanie Colipano. The activity focused on validating the school's implementation of the curriculum, School-Based Management (SBM), school operations and resources, and adherence to safety protocols. Throughout the process, the monitoring team examined documentary evidence, operational systems, and school practices that demonstrate the institution's commitment to quality education and continuous improvement.

The successful conduct of the activity was made possible through the leadership of School Principal III Joberth Sabanal, who spearheaded and coordinated the entire Pakig-Ambit 2026 process. His guidance ensured that all stakeholders actively participated in the preparation and presentation of evidence, reflecting the school's culture of accountability, collaboration, and excellence. The monitoring team noted the organized implementation of programs and systems that support effective school governance and learner development.

A significant highlight of the validation was the demonstration of Clinical Supervision during the classroom observation of Ms. Charity Joy Goyo. The observation was participated in by Master Teacher Alphe Binondo and PSDS Nick Jamisola, showcasing the school's commitment to instructional leadership and professional growth. The process emphasized reflective practice, collaborative feedback, and continuous enhancement of teaching strategies to improve learner outcomes and classroom instruction.

The school also showcased several best practices and innovative programs that have contributed to its success. Among these were the DIGIREAD Program, a technology-supported reading intervention that strengthens learners' literacy skills; the school's customized Learning Management System (LMS), which streamlines instructional delivery and academic monitoring; the Point of Sale (POS) System used in TechPro classes to provide authentic industry-based learning experiences; and the RFID System, which enhances attendance monitoring, security, and school operations through digital technology.

Impressed by these initiatives, the Division Monitoring Team recognized and commended Carlos P. Garcia Senior High School for its exemplary practices and innovations. The monitors acknowledged that these programs demonstrate the school's proactive approach to addressing educational needs through technology, effective management, and learner-centered interventions. The recognition further affirmed the school's commitment to excellence, innovation, and continuous improvement in delivering quality education to its learners and stakeholders.

DepEd Order No. 14, s. 2026 or โ€œGuidelines on Learning Continuity in Emergenciesโ€ provides policies and procedures to ensure that teaching and learning continue during emergencies such as typhoons, floods, earthquakes, health crises, armed conflicts, and other disruptions.

The order emphasizes that learner safety, well-being, and protection come first, while minimizing learning loss through appropriate learning delivery strategies. It introduces a four-level Learning Continuity Frameworkโ€”Hayo (Continue), Hinay (Ease-in), Hinga (Check-in), and Hinto (Stop)โ€”to guide schools in adjusting educational activities based on the severity of the emergency.

The policy also requires schools to prepare a Learning and Service Continuity Plan (LSCP), establish emergency communication systems, and integrate Mental Health and Psychosocial Support (MHPSS) to help learners and personnel cope during and after crises. ๏ฟผ

In summary: DepEd Order No. 14, s. 2026 strengthens the Education in Emergencies (EiE) program by ensuring that schools can safely adapt and sustain learning while prioritizing the welfare of learners and education personnel during emergencies.

Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE)

DO 6, s. 2026 establishes comprehensive guidelines to ensure that all schools provide a safe, secure, inclusive, and motivating learning environment for learners. It consolidates and harmonizes various DepEd policies on learner protection, covering concerns such as bullying, gender-based violence, hazing, school safety, discipline, mental health, and psychosocial support. The order emphasizes preventive measures, clear reporting and response mechanisms, and the shared responsibility of schools, parents, communities, and other stakeholders in protecting learners' rights and well-being. ๏ฟผ

Implementing Rules and Regulations (IRR) of Republic Act No. 10627 (Anti-Bullying Act of 2013)

DO 55, s. 2013 provides the implementing rules of the Anti-Bullying Act of 2013, requiring all public and private elementary and secondary schools to adopt policies that prevent and address bullying. It defines various forms of bullying, including physical, verbal, social, and cyberbullying, and outlines the procedures for reporting, investigating, and responding to bullying incidents. The order aims to safeguard learners and promote a school environment that respects the rights, dignity, and welfare of every student. ๏ฟผ

Carlos P. Garcia Senior High School Conducts First Parent-Teacher Conference

July 4, 2026- Carlos P. Garcia Senior High School successfully conducted its First Parent-Teacher Conference (PTC) for the school year 2026-2027, bringing together parents, guardians, and class advisers from the different Senior High School sections. The conference served as an opportunity to strengthen the partnership between the school and families while discussing important matters concerning the learners and the school community.

One of the highlights of the conference was the election of class parent officers, who will serve as partners of the school in implementing programs and activities throughout the school year. Parents also discussed important classroom policies, school guidelines, upcoming activities, and other concerns to ensure a productive and successful academic year.

The school expresses its sincere appreciation to all parents, guardians, and class advisers for their active participation and commitment to fostering a supportive and collaborative learning environment for every Senior High School learner.

As part of its unwavering commitment to fostering a safe, secure, and learner-centered educational environment, Carlos P. Garcia Senior High School (CPGSHS) successfully conducted a Security Screening and Bag Inspection on June 29, 2026, at the schoolโ€™s main entrance. This proactive initiative involved the use of handheld metal detectors, complemented by systematic bag inspections, to effectively prevent the entry of prohibited items and to safeguard the safety, well-being, and protection of all Garcia learners, personnel, and visitors.

This activity is anchored on the implementation of DepEd Order No. 006, s. 2026, also known as the Guidelines on Ensuring a Safe and Motivating Learning Environment (ESMLE). The policy underscores the importance of strengthening child protection mechanisms, promoting positive discipline, addressing bullying and other forms of student misconduct, and enhancing school safety and security protocols. Through these measures, schools are empowered to create learning spaces that are not only physically secure but also emotionally supportive and conducive to holistic student development.

Moreover, the initiative aligns with the directives outlined in the Office of the Undersecretary for Governance and Operations Memorandum OM-OUOPS-2026-01-2211, which calls for the conduct of comprehensive school security audits and the reinforcement of campus safety measures nationwide. By adhering to these national guidelines, CPGSHS demonstrates its proactive stance in addressing emerging security concerns and ensuring that preventive strategies are consistently in place.

In light of the recent incidents of violence and security-related concerns reported in various educational institutions across the country, CPGSHS remains vigilant and responsive. The school continues to implement preventive, strategic, and sustainable safety interventions, including regular inspections, monitoring systems, and security drills. Furthermore, it actively works in partnership with law enforcement agencies, local government units, and community stakeholders to establish a strong and coordinated approach to campus security.

This initiative also reflects the commitment of the Schools Division of Davao City to institutionalize a Culture of Security across all public schools. It is in line with the provisions of Davao City Executive Order No. 41, s. 2020, titled โ€œAn Order Encouraging Dabawenyos to Adopt the Culture of Security as Part of Their Way of Life.โ€ Through this policy, essential values such as vigilance, preparedness, resilience, discipline, and shared responsibility are embedded into daily school operations, cultivating a security-conscious mindset among learners, teaching personnel, and school leaders.

The successful implementation of the Security Screening and Bag Inspection was made possible through the collaborative efforts and strong partnership among various stakeholders, including the CPGSHS School Security Personnel, the School Disaster Risk Reduction and Management Committee (SDRRMC), the Supreme Secondary Learner Government (SSLG), the Davao City Disiplinado Team, and the Sta. Ana Police Station. Their coordinated efforts significantly contributed to ensuring the efficiency, orderliness, and effectiveness of the activity.

At Carlos P. Garcia Senior High School, security is regarded as more than just a policyโ€”it is a shared responsibility and a way of life. Through sustained vigilance, discipline, preparedness, collaboration, and community engagement, the school continues to strengthen its Culture of Security, ensuring that every Garcia learner is empowered to learn, grow, and thrive in a safe, secure, and motivating educational environment.

Iwas Barado ang Posonegro!
Last Thursday and Friday, June 25 and 26, a convoy from the Davao City Water District conducted desludging or "pasuyop" of sanitary tanks on campus. With two trucks siphoning three septic tanks at the Mini-Gymnasium and the back of Building C, the convoy inserted pipes and took septic waste out in two separate sessions. This activity ensures the proper flow of solid and liquid rubbish from sinks and toilets, there maintaining hygiene and sanitation in our restrooms.
