There are abbreviations that end with V - like “rev” (from revolve). But this rule explains why have/give etc have a short vowel sound even though it appears to be a vowel-consonant-e word. It has to do with history. At one point many writers used v and u interchangeably. When spelling became more standardized v came to be used for consonant sounds and u for vowel sounds. Sometimes the v is a historical remnant of an old suffix “en” (an out of date infinitive suffix).
