Standing on the Shoulders of Greatness: Celebrating Dr. Teodulo C. Natividad and the Pride of Being an RCrim 🇵🇭
When we look at the landscape of law enforcement and public safety in the Philippines today, we walk on ground paved by the "Brain of Modern Philippine Criminology" — DR. TEODULO C. NATIVIDAD (Feb. 17, 1924 – Jan. 9, 1997).
Dr. Natividad proved that Criminology is not just a degree—it is a cornerstone of national security, judicial reform, and human rights.
Through Republic Act 6506 (and expanded by RA 11131), Dr. Natividad transformed criminology into a respected, licensed profession, setting the standard for over 300,000 Registered Criminologists (RCrim) today.
He authored the Police Act of 1966 and drafted the constitutional foundation (Art. XVI, Sec. 6) that established a unified, civilian national police force, the Philippine National Police (PNP).
He championed the Adult Probation Law (PD 968), shifting the justice system from mere punishment to rehabilitation, and drafted key legislation like the Dangerous Drugs Act and the Private Security Agency Law (RA 5487).
With degrees from UST (Doctor of Civil Laws, Meritissimus) and Washington State University, alongside FBI and Scotland Yard training, he raised the standard of scientific crime detection and forensic science in the country.
