Sa nakalipas na pitong Kongreso mula nang naratipika ang 2019 University Student Government Constitution, malinaw na hindi na nito lubos na nasasagot ang kasalukuyang pangangailangan ng ating pamamahala.

Ang konstitusyon ang pangunahing batas na nagsisilbing gabay, proteksiyon, at sandigan ng isang matatag, inklusibo, at responsableng pamahalaang pang-estudyante. Ngunit sa paglipas ng panahon at sa gitna ng nagbabagong konteksto ng ating komunidad, ito ay unti-unting nagiging hadlang sa realidad ng ating paggo-gobyerno.

Naniniwala ang USG-CSG na ang kapangyarihang humubog at magsulat ng Konstitusyon ay nararapat na manatili sa mga estudyante. Alinsunod sa Article XIII, Section 2, maaaring magpetisyon ang sinumang estudyante para sa pagbuo ng isang Constitutional Convention—isang kapulungan na bubuuin ng tig-tatlong kinatawan mula sa walong kolehiyo, na siyang magsusulong ng mga rebisyon at kinakailangang pagbabago sa Konstitusyon.

Sa harap ng mga umiiral na suliranin katulad ng ngunit hindi limitado sa (1) hindi napapanahong istruktura ng organisasyon na hindi na sumasalamin sa lawak at diversidad ng student representation; (2) patuloy na pagbaba ng voter turnout sa bawat halalan; (3) unti-unting pagliit ng bilang ng mga tumatakbo sa eleksyon; at (4) kawalan ng matibay na political parties o formations na dapat sana’y nagpapasigla ng partisipasyon, lumilitaw ang isang malinaw na katotohanan: may krisis sa demokratikong partisipasyon sa loob ng ating pamahalaang pang-estudyante. Ang mga ito ay hindi hiwa-hiwalay na problema, kundi magkakaugnay na sintomas ng isang sistemang nangangailangan ng agarang reporma.

Sa ating mga estudyante: Oras na. Panahon na. Reporma sa Konstitusyon, ngayon na.

Hindi lamang ito usapin ng pag-amyenda ng mga probisyon. Ito ay usapin ng pagbawi ng tiwala, muling pagbuhay sa partisipasyon, at pagpapalakas ng boses ng bawat estudyante. Higit sa lahat, ito ay hakbang tungo sa paghubog ng isang pamahalaang tunay na kumakatawan, tumutugon, at may paninindigan.
