Noong 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 21, 1972, idineklara ni 𝐅𝐞𝐫𝐝𝐢𝐧𝐚𝐧𝐝 𝐌𝐚𝐫𝐜𝐨𝐬 𝐒𝐫. 𝐚𝐧𝐠 𝐌𝐚𝐫𝐭𝐢𝐚𝐥 𝐋𝐚𝐰 sa ilalim ng 𝐧𝐠 𝐏𝐫𝐨𝐜𝐥𝐚𝐦𝐚𝐭𝐢𝐨𝐧 𝐍𝐨. 1081. Sa mga sumunod na taon, naitala ang malawakang paglabag sa karapatang pantao—kabilang ang arbitrary detention, torture, enforced disappearances, at extrajudicial killings. Mahigit 11,000 biktima ang kinilala para sa reparasyon ng Human Rights Victims’ Claims Board.

Sa likod ng bawat bilang ay 𝐢𝐬𝐚𝐧𝐠 𝐩𝐚𝐧𝐠𝐚𝐥𝐚𝐧, 𝐢𝐬𝐚𝐧𝐠 𝐩𝐚𝐦𝐢𝐥𝐲𝐚, 𝐢𝐬𝐚𝐧𝐠 𝐩𝐚𝐧𝐠𝐚𝐫𝐚𝐩, 𝐚𝐭 𝐢𝐬𝐚𝐧𝐠 𝐛𝐮𝐡𝐚𝐲. It is recognizing the pain of those who suffered and understanding why freedom, human rights, and democracy must always be protected.

𝗦𝗮 𝗕𝗮𝘄𝗮𝘁 𝗣𝗶𝗹𝗶𝗽𝗶𝗻𝗼, 𝗠𝗮𝘆 𝗕𝗮𝘆𝗮𝗻𝗶. 🇵🇭

𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐇𝐞𝐫𝐨𝐞𝐬 𝐃𝐚𝐲 is often a time when we look back at the names and stories we learned in history. But heroism goes beyond the people written in our books. Even today, there are Filipinos who continue to sacrifice, serve, and stand for others in ways we may not always notice.

Our 𝐬𝐨𝐥𝐝𝐢𝐞𝐫𝐬 𝐚𝐧𝐝 𝐮𝐧𝐢𝐟𝐨𝐫𝐦𝐞𝐝 𝐩𝐞𝐫𝐬𝐨𝐧𝐧𝐞𝐥 who protect our communities. Our 𝐝𝐨𝐜𝐭𝐨𝐫𝐬, 𝐧𝐮𝐫𝐬𝐞𝐬, 𝐚𝐧𝐝 𝐡𝐞𝐚𝐥𝐭𝐡𝐜𝐚𝐫𝐞 𝐰𝐨𝐫𝐤𝐞𝐫𝐬 who care for people when they need it most. Our 𝐟𝐚𝐫𝐦𝐞𝐫𝐬 𝐚𝐧𝐝 𝐟𝐢𝐬𝐡𝐞𝐫𝐦𝐞𝐧 who continue working despite difficult conditions. Our 𝐭𝐞𝐚𝐜𝐡𝐞𝐫𝐬, 𝐰𝐨𝐫𝐤𝐞𝐫𝐬, 𝐝𝐫𝐢𝐯𝐞𝐫𝐬, 𝐯𝐨𝐥𝐮𝐧𝐭𝐞𝐞𝐫𝐬, 𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐞𝐫𝐯𝐚𝐧𝐭𝐬 who do their part every day.

Sometimes, our heroes are much closer to home. They are the 𝐩𝐚𝐫𝐞𝐧𝐭𝐬 who quietly give up things for their children. The 𝐛𝐫𝐞𝐚𝐝𝐰𝐢𝐧𝐧𝐞𝐫𝐬 who keep going even when they are tired. Our 𝐎𝐯𝐞𝐫𝐬𝐞𝐚𝐬 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 who work miles away from their families just to provide a better life for them. Even the simple act of 𝐡𝐞𝐥𝐩𝐢𝐧𝐠 𝐬𝐨𝐦𝐞𝐨𝐧𝐞, 𝐬𝐭𝐚𝐧𝐝𝐢𝐧𝐠 𝐮𝐩 𝐟𝐨𝐫 𝐰𝐡𝐚𝐭 𝐢𝐬 𝐫𝐢𝐠𝐡𝐭, 𝐨𝐫 𝐜𝐡𝐨𝐨𝐬𝐢𝐧𝐠 𝐭𝐨 𝐬𝐞𝐫𝐯𝐞 𝐨𝐭𝐡𝐞𝐫𝐬 𝐜𝐚𝐧 𝐜𝐚𝐫𝐫𝐲 𝐢𝐭𝐬 𝐨𝐰𝐧 𝐤𝐢𝐧𝐝 𝐨𝐟 𝐜𝐨𝐮𝐫𝐚𝐠𝐞.

Today, we pause not only to remember a man, but to remember what he stood for.

𝐁𝐞𝐧𝐢𝐠𝐧𝐨 𝐒𝐢𝐦𝐞𝐨𝐧 𝐀𝐪𝐮𝐢𝐧𝐨 𝐉𝐫.‘𝘀 life reminds us of the sacrifices made by those who dared to hope for a freer and better Philippines. His journey was marked by courage, conviction, and a love for the country that went beyond fear.

This document details the complete legislative timeline and the final structural and policy amendments affirmed by the House.

These proposals are designed to serve as a vital guide for the next Congress and a possible Constitutional Convention in crafting a more responsive USG Constitution.

📋 In accordance with the 24th Act of Congress, also known as the "USG Transparency and Accountability Act of 2022," specifically Section 9.3: Student Officer Attendance, the University Student Government is mandated to release a consolidated quarterly attendance record of all its student officers for public viewing.

Upholding the principles of transparency and accountability, the House of Representatives hereby publishes its Attendance Report for the Second Semester - Fourth Quarter of A.Y. 2025–2026.
