The establishment of the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗩𝗶𝗰𝗲 𝗖𝗵𝗮𝗻𝗰𝗲𝗹𝗹𝗼𝗿 𝗳𝗼𝗿 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗢𝗩𝗖𝗦𝗦𝗗) has been officially approved through BOR Resolution No. 121, s. 2026 during the 274th BOR Meeting.

This will serve as the University-wide lead office for student welfare, student development,
and institutional student programs and services. It will strengthen student success and
retention, protect student rights and safety, improve employability outcomes, and professionalize service delivery through standardized workflows, a one-stop student services model, and service performance monitoring.

The creation of OVCSSD is anchored on national standards for Student Affairs and Services
in higher education per CMO No. 09, s. 2013; the authority of the MSU Board of Regents to
create and reorganize offices and transfer units to support the University's mandate.

This milestone ushers in a new era of accessible, efficient, and empowering services, ensuring that every MSUan is supported, protected, and prepared for success.

MSU–Maguindanao takes a strategic step in strengthening its research and innovation landscape with the approval of BOR Resolution No. 122, s. 2026, formally restructuring the Office of the Vice Chancellor for Research and Extension (OVCRE) into the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗩𝗶𝗰𝗲 𝗖𝗵𝗮𝗻𝗰𝗲𝗹𝗹𝗼𝗿 𝗳𝗼𝗿 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵, 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻, 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆, 𝗮𝗻𝗱 𝗚𝗹𝗼𝗯𝗮𝗹 𝗘𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁 (𝗢𝗩𝗖𝗥𝗜𝗦𝗘).
The Office of the Vice Chancellor for Research, Innovation, Sustainability, and Global Engagement (OVCRISE) is established as a strategic transformation of the University’s research leadership, positioning it as a key driver of MSU–Maguindanao’s vision to become a premier innovative center of development in the region. This realignment reflects a strong investment in organizational effectiveness, ensuring higher accountability standards, accelerating the uptake of innovation, and strengthening international partnerships.
As part of this modernization, the University adopts a clearer and more focused structure by separating research and extension functions. OVCRISE will lead knowledge creation and innovation systems, providing clearer strategic direction, clearer governance, and stronger ex*****on as the University’s research ecosystem grows.
The OVCRISE is mandated to oversee the University’s advanced knowledge generation, technology commercialization, and internationalization efforts. It will focus on translating research into high-impact policies, securing and managing intellectual property, and elevating the University’s global standing through cross-border collaborations, international grants, and academic rankings.
This mandate serves as the University’s central engine for research and innovation, driving competitive grants, ensuring compliance with and adherence to ethical standards, strengthening publication output, protecting and commercializing intellectual property, and building strong global linkages. This restructuring establishes a clear and efficient pipeline: from knowledge creation and innovation to sustainability metrics and global engagement, positioning MSU–Maguindanao for greater impact both nationally and internationally.

Assistant Professor 𝗝𝗼𝗵𝗻 𝗠𝗮𝗿𝗹𝗮𝗻 𝗥. 𝗠𝗼𝗿𝘁𝗼𝘀 and 𝗗𝗿. 𝗠𝗮𝗿𝗶𝗮 𝗟𝘆𝗻 𝗠. 𝗠𝗼𝗿𝘁𝗼𝘀 of the College of Fisheries participated in the 𝟮𝟬𝟮𝟲 𝗔𝗻𝗻𝘂𝗮𝗹 𝗦𝗰𝗶𝗲𝗻𝘁𝗶𝗳𝗶𝗰 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 (𝗔𝗦𝗖) 𝗮𝗻𝗱 𝟵𝟯𝗿𝗱 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗠𝗲𝗺𝗯𝗲𝗿𝘀𝗵𝗶𝗽 𝗔𝘀𝘀𝗲𝗺𝗯𝗹𝘆 (𝗚𝗠𝗔) on March 13, 2026 at the Philippine International Convention Center (PICC), Pasay City. Organized by the Department of Science and Technology–National Research Council of the Philippines (DOST-NRCP), the event convened researchers and experts nationwide under the theme “Transdisciplinary Capacity Building and Ethical Research towards a Progressive, Unified, and SDG-Driven Nation.”

Mortos. These studies contribute to advancing sustainable aquaculture and strengthening coastal biodiversity research.
A highlight of the event was the E-Poster Gallery, which showcased innovative research across four clusters: Human Sciences, Natural Sciences, Chemistry and Health Sciences, and Agricultural Sciences. The exhibit served as a dynamic platform for presenting significant scientific contributions and fostering interdisciplinary collaboration.
In addition, Dr. Maria Lyn M. Mortos took part in the oath-taking ceremony as a newly inducted regular member of the Council, marking a significant milestone in her professional and academic career.
MSU Maguindanao, under the leadership of Chancellor Bai Hejira Nefertiti M. Limbona, continues to strengthen its commitment to research excellence, innovation, and meaningful contributions to national and global development.

On March 26, 2026, the new members of the Mindanao Sulu Palawan – Innovative Research and Development Consortium (MinSuPala-IRDC) gathered for the Strategic Integration and Alignment Workshop held at Mindanao State University–Buug in Datu Panas, Buug, Zamboanga Sibugay.

The activity was designed to systematically integrate the new member institutions into the Consortium by providing them with a comprehensive understanding of the project’s Phase 1 (2024), Phase 2 (2025), and Phase 3 (2026) implementations. It also served as a venue for the participants to align and refine their institutional work plans in accordance with the Consortium’s mandate, research frameworks, and operational standards.

The workshop featured technical sessions delivered by experts and Project Leaders from the pioneering member institutions. The synthesis of Phases 1 to 3 were presented by the Project Leaders of Mindanao State University–Maguindanao: Mr. Dominic B. Masecampo, Ms. Always A. Germo, and Ms. Irene S. Aquino. Participants also engaged in detailed discussions on the established protocols of the project’s core components.

Subject-matter sessions were facilitated by key Resource Persons: Dr. Ramjie Y. Odin, Dean of the College of Fisheries of Mindanao State University–Maguindanao, for Inland Capture Fisheries Assessment; Mr. Rezin C. Cabantug, Scientific Officer of University of Southern Mindanao, for Mapping and Delineation of Waterbodies; Dr. Jaime A. Namocatcat, Program Leader of Mindanao State University–General Santos, for Water Quality Assessment; and Prof. Gemma A. Constantino, Project Leader of Sultan Kudarat State University, for Value Chain Mapping and Prioritization.

With the guidance of Dr. Jennet R. Mag-Aso of University of Southern Mindanao and Dr. Julie Albano of Sultan Kudarat State University, who served as panel members, the new member institutions—Basilan State College, Mindanao State University–Sulu, Mindanao State University–Tawi-Tawi College of Technology and Oceanography, Tawi-Tawi Regional Agricultural College, and Mindanao State University–Buug—successfully finalized and consolidated their respective work plans aligned with the Consortium’s strategic direction.

The workshop not only reinforced institutional coherence but also deepened the spirit of collaboration among participating SUCs. As MinSuPala-IRDC moves forward, this collective commitment ensures that research, innovation, and community-centered development remain at the core of its mission across Mindanao, Sulu, and Palawan.

Immersed in a dynamic export-oriented environment, these practicum students are honing their expertise in fisheries production, quality assurance, and international standards; building the competence, discipline, and industry readiness needed to thrive in the global fisheries sector.
