In accordance with CELASC Resolution No. 001 and Resolution No. 002, Series of 2026-2027, the College of Education and Liberal Arts Student Council, 1st Congress, hereby issues 𝐌𝐞𝐦𝐨𝐫𝐚𝐧𝐝𝐮𝐦 𝐍𝐨. 𝟎𝟎𝟏, 𝐒𝐞𝐫𝐢𝐞𝐬 𝐨𝐟 𝟐𝟎𝟐𝟔-𝟐𝟎𝟐𝟕.

Providing for the implementation of the prescribed Dress Code and Uniform Policy and the establishment of the Disciplinary Committee, the Memorandum is accompanied by the guidelines and procedures necessary for its implementation.

The provisions contained herein and in its annexes shall serve as the basis for the proper observance and enforcement of the policy. The Memorandum takes effect immediately upon issuance.

𝐂𝐄𝐋𝐀 𝐊𝐚𝐢𝐬𝐚𝐡𝐚𝐧 | 𝐓𝐡𝐞 𝐎𝐟𝐟𝐢𝐜𝐢𝐚𝐥 𝐑𝐞𝐩𝐨𝐬𝐢𝐭𝐨𝐫𝐲 𝐨𝐟 𝐂𝐄𝐋𝐀𝐒𝐂 𝟐𝟔𝟐𝟕

As the official repository and archival platform of the College of Education and Liberal Arts Student Council, CELA Kaisahan shall serve as a centralized reference for advisories, announcements, resolutions, memoranda, official statements, and other duly authorized issuances of the Council.

The repository shall likewise operate within the bounds of applicable institutional policies, confidentiality requirements, privacy considerations, and other governing rules. Documents published through CELA Kaisahan shall be treated as official records only when duly issued, adopted, approved, or authorized by the appropriate authorities.

What lies ahead does not have to resemble what came before. We carry our lessons with us, not as anchors to the past, but as foundations for what we choose to forge next.

As we continue to sail through our journey of becoming, may we always remember that becoming is a continuous process—one shaped by growth, purpose, courage, and the experiences that lead us toward who we are meant to be.

As our Dean, Dr. Cherry B. Calaunan, reminded us, “If you cannot believe in yourself, borrow our belief in you.” Let these words remind us that we do not have to face every uncertainty alone, for there are those who continue to believe in what we can become.

May we continue to embrace every opportunity, overcome every challenge, and remain open to the possibilities that lie ahead. May we carry the spirit of One CELAbration with us as we continue writing the chapters of our story—knowing that our journey is far from finished.

Bringing the Political Science community together in a gathering centered on truth, justice, and civic responsibility, the Association of Political Science Students (APSS) officially convened the State Opening of the Parliament and Freshmen Welcome Assembly (SOPFWA) centered on the theme: “Kalinewan: Dismantling the Blindfold of Sui Generis Towards Truth and Justice.”

“Kalinewan”—a Pangasinan word meaning kaliwanagan (clarity)— SOPFWA 2026 served as a call to see a crystal-clear distinction of what is and what is not. While the blindfold of Lady Justice symbolizes impartiality, this gathering challenged us to dismantle the blindfolds of indifference, comfort, and silence that prevent us from confronting societal realities.

As Political Science students, our role extends far beyond examining power within classroom walls; it demands the courage to question systems, amplify marginalized voices, and take part in shaping our society.

We may not have all the power to change everything at once, but we have the power to refuse indifference. And sometimes, that is where change begins: the simple decision to care enough to look, and to look enough that you refuse to look away.

Together, we open a new chapter defined by a shared commitment: to lead with the clarity to see, the courage to question, and the conviction to act.
