Camarines Norte State College (CNSC) achieved another milestone after Robert A. Cabanes, a third-year Bachelor of Science in Office Administration student, secured 5th place in the 2026 Search for the Ten Outstanding Students in Bicol (TOSB), marking the institutionโs first-ever inclusion in the prestigious regional search.
Representing CNSC as the institutionโs sole delegate, Mr. Cabanes received the recognition during the awarding ceremony held today at the Camarines Sur Polytechnic Colleges Auditorium, where he was also awarded โฑ50,000.
Now on its 11th installment, the Search for the Ten Outstanding Students in Bicol recognizes student leaders across the region who exemplify excellence in academics, leadership, community involvement, and student service. The competition began with approximately 50 nominees from various higher education institutions in the Bicol Region, which was later narrowed down to 20 finalists before selecting the Top 10 outstanding students. The official list of finalists was released on April 6, 2026.
Finalists underwent a panel interview held on April 16, 2026, at Hotel St. Ellis in Legazpi City, Albay, where candidates were evaluated based on academic performance, leadership experiences, advocacies, and contributions to their institutions and communities.
College President Atty. Ryan L. Estevez, DPA, emphasized the significance of the achievement for the institution and its student community.

Legazpi City, Albay - Dr. Adrian C. Guinto, Director of the Research Services Division (RSD), attended the Joint Technical Working Group (TWG) Meetings of the 19 SUCs and PHEIs Bicol Consortium for Health Research and Development (BCHRD) held in Legazpi City, Albay, earlier today, May 14, 2026.
He, along with other representatives from member institutions, gathered to discuss collaborative strategies and initiatives aimed at strengthening health research and development efforts across the Bicol Region. The meeting also tackled important matters, including the approval of the 2025 Annual Report and the BCHRD Manual of Operations.
Participants also deliberated on the proposed criteria for membership application, policies on suspension and termination of membership, creation of the BCHRD Business Continuity Plan, and annual hosting of the Bicol Pulse.
