𝑾𝒊𝒕𝒉 𝒑𝒓𝒐𝒇𝒐𝒖𝒏𝒅 𝒔𝒂𝒅𝒏𝒆𝒔𝒔, the 𝐔𝐂𝐍 – 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐀𝐛𝐚ñ𝐨 𝐂𝐚𝐦𝐩𝐮𝐬 honors the life, service, and legacy of Associate 𝑷𝒓𝒐𝒇𝒆𝒔𝒔𝒐𝒓 𝑭𝒆𝒍𝒐𝒎𝒊𝒏𝒐 𝑽𝒊𝒄𝒆𝒏𝒕𝒆 𝑻. 𝑭𝒆𝒓𝒏𝒂𝒏𝒅𝒆𝒛, fondly known as 𝑺𝒊𝒓 𝑲𝒆𝒕𝒔, 𝒂 𝒅𝒊𝒔𝒕𝒊𝒏𝒈𝒖𝒊𝒔𝒉𝒆𝒅 𝒇𝒂𝒄𝒖𝒍𝒕𝒚 𝒎𝒆𝒎𝒃𝒆𝒓, 𝒆𝒅𝒖𝒄𝒂𝒕𝒐𝒓, 𝒎𝒆𝒏𝒕𝒐𝒓, 𝒂𝒓𝒕𝒊𝒔𝒕, 𝒂𝒏𝒅 𝒑𝒂𝒔𝒔𝒊𝒐𝒏𝒂𝒕𝒆 𝒂𝒅𝒗𝒐𝒄𝒂𝒕𝒆 𝒐𝒇 𝒄𝒖𝒍𝒕𝒖𝒓𝒆 𝒂𝒏𝒅 𝒕𝒉𝒆 𝒂𝒓𝒕𝒔. For 27 years of dedicated service to the University and 39 years in government service, 𝑺𝒊𝒓 𝑲𝒆𝒕𝒔 devoted much of his life to educating the youth and enriching the cultural landscape of Camarines Norte. Though a native of Palawan, 𝐡𝐞 𝐦𝐚𝐝𝐞 𝐂𝐚𝐦𝐚𝐫𝐢𝐧𝐞𝐬 𝐍𝐨𝐫𝐭𝐞 𝐡𝐢𝐬 𝐡𝐨𝐦𝐞 𝐚𝐧𝐝 𝐛𝐞𝐜𝐚𝐦𝐞 𝐚𝐧 𝐢𝐜𝐨𝐧 𝐚𝐧𝐝 𝐬𝐭𝐞𝐚𝐝𝐟𝐚𝐬𝐭 𝐚𝐝𝐯𝐨𝐜𝐚𝐭𝐞 𝐨𝐟 𝐢𝐭𝐬 𝐜𝐮𝐥𝐭𝐮𝐫𝐞, 𝐡𝐞𝐫𝐢𝐭𝐚𝐠𝐞, 𝐦𝐮𝐬𝐢𝐜, 𝐚𝐧𝐝 𝐚𝐫𝐭𝐬.

His remarkable contributions were recognized through numerous prestigious awards and distinctions. On May 1, 2023, he was conferred the 𝑷𝒓𝒐𝒗𝒊𝒏𝒄𝒊𝒂𝒍 𝑪𝒖𝒍𝒕𝒖𝒓𝒂𝒍 𝑻𝒓𝒆𝒂𝒔𝒖𝒓𝒆 𝑨𝒘𝒂𝒓𝒅 𝒃𝒚 𝒕𝒉𝒆 𝑷𝒓𝒐𝒗𝒊𝒏𝒄𝒊𝒂𝒍 𝑮𝒐𝒗𝒆𝒓𝒏𝒎𝒆𝒏𝒕 𝒐𝒇 𝑪𝒂𝒎𝒂𝒓𝒊𝒏𝒆𝒔 𝑵𝒐𝒓𝒕𝒆 for his artistic creativity and invaluable contribution to the province’s culture, history, heritage, and arts. This recognition was accorded in accordance with 𝐄𝐱𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐎𝐫𝐝𝐞𝐫 𝐍𝐨. 𝟏𝟐-𝟗𝟖, which expanded the definition of a Cultural Treasure to include individuals who, though not natives of the province, consider Camarines Norte their home or have rendered distinctive and extraordinary service to the province. He was likewise a 𝑹𝑬𝑪𝑼𝑬𝑹𝑫𝑶 𝑨𝒘𝒂𝒓𝒅𝒆𝒆 𝒅𝒖𝒓𝒊𝒏𝒈 𝒕𝒉𝒆 𝑮𝒂𝒃𝒊 𝒏𝒈 𝑴𝒖𝒔𝒊𝒌𝒂, 𝑺𝒂𝒚𝒂𝒘 𝒂𝒕 𝑷𝒂𝒓𝒂𝒏𝒈𝒂𝒍 𝒐𝒇 𝒕𝒉𝒆 𝑫𝒆𝒑𝒂𝒓𝒕𝒎𝒆𝒏𝒕 𝒐𝒇 𝑬𝒅𝒖𝒄𝒂𝒕𝒊𝒐𝒏 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑶𝒇𝒇𝒊𝒄𝒆 𝑽 on February 22, 2023, receiving a Plaque of Commendation for his exceptional skills and outstanding initiative in promoting and preserving Bicol’s diverse cultural heritage, particularly through Rondalla music. A Cum Laude graduate of Philippine Normal University and a Nicanor Music Awardee of his batch, 𝑺𝒊𝒓 𝑲𝒆𝒕𝒔 further developed his musical artistry through his involvement with the PNC Rondalla, the PNC Dance Troupe (now Kislap Sining), and the PNU Rondalla.

As a dedicated faculty member of the College of Education, 𝑺𝒊𝒓 𝑲𝒆𝒕𝒔 𝒘𝒂𝒔 𝒎𝒐𝒓𝒆 𝒕𝒉𝒂𝒏 𝒂 𝒕𝒆𝒂𝒄𝒉𝒆𝒓—𝒉𝒆 𝒘𝒂𝒔 𝒂 𝒄𝒐𝒂𝒄𝒉, 𝒎𝒆𝒏𝒕𝒐𝒓, 𝒈𝒖𝒊𝒅𝒆, 𝒂𝒏𝒅 𝒇𝒂𝒕𝒉𝒆𝒓 𝒇𝒊𝒈𝒖𝒓𝒆 𝒕𝒐 𝒈𝒆𝒏𝒆𝒓𝒂𝒕𝒊𝒐𝒏𝒔 𝒐𝒇 𝒔𝒕𝒖𝒅𝒆𝒏𝒕𝒔 𝒂𝒏𝒅 𝒆𝒎𝒑𝒍𝒐𝒚𝒆𝒆𝒔. His principles, dedication, and passion for education were evident in the way he nurtured both competence and character among his learners. Among his significant contributions were the annual 𝑼𝑪𝑵 𝑯𝒂𝒚𝒂𝒈 𝑭𝒆𝒔𝒕𝒊𝒗𝒂𝒍, 𝒂𝒏𝒅 𝑼𝑪𝑵 𝑪𝒐𝒍𝒍𝒆𝒈𝒆 𝒐𝒇 𝑬𝒅𝒖𝒄𝒂𝒕𝒊𝒐𝒏’𝒔 𝑴𝑰𝑲𝑲𝑺 𝑨𝑷𝑷 𝑯𝒖𝒎𝒂𝒏𝒖𝒔.

Beyond the classroom and the stage, Sir Kets left an enduring musical legacy through his compositions and arrangements, including the 𝑩𝒂𝒏𝒕𝒂𝒚𝒐𝒈 𝑻𝒉𝒆𝒎𝒆 𝑺𝒐𝒏𝒈, “𝑺𝒂 𝑩𝒂𝒏𝒕𝒂𝒚𝒐𝒈 𝑴𝒂𝒌𝒊𝒔𝒂𝒚𝒂,” which transcended three administrations of the Camarines Norte Provincial Government; the Our Lady of Lourdes College Foundation Hymn; St. Francis Caracciolo Culinary Academy Hymn; and Philippine Urological Association Hymn. His music may have filled halls, his teachings may have shaped classrooms, and his mentorship may have inspired countless students—𝒃𝒖𝒕 𝒉𝒊𝒔 𝒈𝒓𝒆𝒂𝒕𝒆𝒔𝒕 𝒍𝒆𝒈𝒂𝒄𝒚 𝒍𝒊𝒗𝒆𝒔 𝒊𝒏 𝒕𝒉𝒆 𝒑𝒆𝒐𝒑𝒍𝒆 𝒂𝒏𝒅 𝒄𝒐𝒎𝒎𝒖𝒏𝒊𝒕𝒊𝒆𝒔 𝒉𝒆 𝒕𝒐𝒖𝒄𝒉𝒆𝒅.

The 𝐔𝐂𝐍 - 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐅𝐚𝐦𝐢𝐥𝐲 expresses its deepest condolences to his family, loved ones, colleagues, former students, and the countless individuals whose lives were enriched by his presence.

University President Atty. Ryan L. Estevez, DPA welcomed incoming first-year and transfer students of the College of Education during the orientation program held at the Abaño Campus. In his address, he introduced the University's vision and discussed its transition from Camarines Norte State College to University of Camarines Norte, including the opportunities and developments that students can expect as members of the University's pioneering batches.
Following his welcome address, Atty. Estevez visited the booths of the College of Education's student organizations, where he interacted with student leaders and elementary pupils.

The 8 Indonesian pre-service teachers participating in the SEAMEO SEA teacher program at the University of Camarines Norte (UCN)–Abaño Campus conducted their final teaching demonstrations earlier today before a panel of faculty evaluators.
The pre-service teachers taught Grades 7 - 10 students under the College of Education's Basic Education Department, culminating weeks of assisted teaching, classroom immersion, and mentoring sessions with their cooperating teachers.
Serving as the evaluation panel are Mr. Bryan M. Torres, MMath, Mr. Roque M. Carillo, MMath, Mr. Aldrin Jake C. Asis, MAEd, Ms. Zenyfe S. Paraiso, MAEd, together with the Indonesian’s assigned cooperating teacher from CoEd.

The University of Camarines Norte (UCN), through the College of Education - Abaño Campus, conducted the closing ceremony which concludes the teaching practicum under Southeast Asian (SEA) Teacher Project of the eight inbound pre-service teachers from Universitas Halu Oleo, Indonesia, on July 7, 2026, at the Abaño Campus Library. The ceremony was attended by faculty members, staff, students, cooperating teachers, members of the SEA Teacher Committee and personnel from the Provincial Government of Camarines Norte
Likewise it also concluded the pre-service teachers' academic mobility program, which provided international teaching experience and opportunities for academic and cultural exchange between the University of Camarines Norte and Universitas Halu Oleo.
In her opening remarks, Dr. Judelin S. Alvarez, Campus Director of the Abaño Campus, described the pre-service teachers' stay at the university as more than an academic requirement that became a journey of learning, cultural exchange, and friendship shared by the Indonesian pre-service teachers and the UCN community.
Representing Governor Ricarte "D**g" Padilla, Mr. Abel Icatlo, Museum Curator I, spoke on the role of preparing future educators to address the evolving demands of contemporary education while fostering stronger collaboration among Southeast Asian nations.
Mr. Bryan M. Torres, CoEd International Relations Office (IRO) Coordinator, congratulated the eight Indonesian pre-service teachers for completing their practicum and expressed his appreciation for their participation in the SEA Teacher Project. He acknowledged the experiences and professional relationships developed throughout the exchange, which advanced the program's objective of promoting international academic collaboration.
During the program, the pre-service teachers shared their reflections on their stay at the university particularly the College of Education. They described their practicum as a rewarding learning experience, citing the guidance of their cooperating teachers, the friendships they formed with faculty members and students, and the lasting connections they established with their learners throughout their classroom immersion.
As a token of appreciation, the SEA Teacher Committee of the College of Education presented each participant with a University of Camarines Norte jacket embroidered with the university's branding and a commemorative CNSC pin in recognition of their participation in the international exchange program.

Pursuant to Republic Act No. 11399 and based on the favorable recommendation made by the CHEDRO V, and the Office of Institutional Quality Assurance and Governance through the CHED Composite Team, the Commission en banc hereby confirms by virtue of Resolution No. 309-2026 dated May 25, 2026 the compliance of Camarines Norte State College (CNSC) located in the Municipality of Daet, Province of Camarines Norte with the minimum CHED requirements for a University status.
The Commission on Higher Education therefore acknowledges the conversion of 𝐂𝐀𝐌𝐀𝐑𝐈𝐍𝐄𝐒 𝐍𝐎𝐑𝐓𝐄 𝐒𝐓𝐀𝐓𝐄 𝐂𝐎𝐋𝐋𝐄𝐆𝐄 into
