The Mas Matatag na Bangsamoro Agenda, institutionalized under OCM E.O. No. 2, s. 2026 by Chief Minister Hon. Abdulraof โSammy Gambarโ A. Macacua, is the new Bangsamoro Governmentโs strategic framework for 2026โ2028, succeeding the 12-Point Priority Agenda (2023โ2025) outlined under OCM M.C. No. 49 s. 2022.
It serves as the guiding blueprint for the remaining phases of the 2nd Bangsamoro Development Plan (BDP) from 2026 to 2028, ensuring continuity, consolidation, and a higher level of institutional maturity across the region.

๐ฏ. ๐ ๐ฎ๐ ๐ ๐ฎ๐๐ฎ๐๐ฎ๐ด ๐ป๐ฎ ๐๐ฎ๐ฏ๐๐ต๐ฎ๐๐ฎ๐ป โ Bangsamoro economy to be deliberately designed to cultivate homegrown entrepreneurs, enterprises, and employment opportunities through expanded access to finance, while being deliberately restructured to build economy-shaping infrastructure, strategic economic zoning, create resource-based markets, and remove of structural barriers to enterprise development to build internal economic capacity alongside, rather than depending on, surrounding regions, and lay the foundations of positioning BARMM as a geoeconomic hub for the Halal economy and trade in Mindanao, and a key node and corridor within BIMP-EAGA.
๐ฐ. ๐ ๐ฎ๐ ๐ ๐ฎ๐๐ฎ๐๐ฎ๐ด ๐ป๐ฎ ๐ฃ๐ฎ๐บ๐ฎ๐๐ฎ๐ป๐ฎ๐ป โ Long-standing disadvantages in education, health, social justice, and basic infrastructure to be decisively addressed through deliberate, root-cause reforms, moving BARMM out of the lowest tiers of national rankings and is felt in tangible, everyday improvements by all people, including sectoral minorities.
๐ฑ. ๐ ๐ฎ๐ ๐ ๐ฎ๐๐ฎ๐๐ฎ๐ด ๐ป๐ฎ ๐ฆ๐ฒ๐ด๐๐ฟ๐ถ๐ฑ๐ฎ๐ฑ โ Security environment tobe built by restoring trust in the justice system and the rule of law through swift, consistent, and impartial justice; strong regulation and enforcement; and enabling support to the normalization track of the GPH-MILF Peace Processโestablishing a society where security is consolidated under accountable public authority, operational space of non-state armed actors and illicit economies are dismantled, disputes are resolved by law rather than arms, and citizens reduce reliance on keeping fi****ms for personal security.
