This five-day training is being conducted on April 20–24, 2025 at the ICT Literacy and E-Governance Training Center, Alnor Building, 2nd Floor, Cotabato City.

The opening program was formally delivered by the BICTO's Executive Director Jonathan M. Mantikayan, PhD.,IT, setting the tone for an empowering and skills-driven learning experience.
The training sessions are being guided by Mr. Reymel D. Victorio, who is sharing valuable insights and practical knowledge in the BPO industry.

In celebration of National Women’s Month, the Bangsamoro Information and Communications Technology Office (BICTO), through its Planning and Capacity Building Division (PCBD), is currently conducting a two-day Digital Literacy Training: Growing Your Business Online – Social Media Marketing for Women-Led MSMEs. The activity aims to empower women entrepreneurs by strengthening their knowledge and skills in utilizing digital platforms to expand and sustain their businesses.⁣

The training is being held at the ICT Literacy and E-Governance Training Center, 2nd Floor, Alnor Building, Cotabato City, where women-led micro, small, and medium enterprises (MSMEs) are given the opportunity to learn practical strategies on social media marketing, online branding, and digital engagement.⁣

Meanwhile, 𝘕𝘰𝘳𝘮𝘪𝘯𝘢 𝘎. 𝘈𝘥𝘻𝘢, 𝘏𝘦𝘢𝘥 𝘰𝘧 𝘵𝘩𝘦 𝘊𝘢𝘱𝘢𝘤𝘪𝘵𝘺 𝘉𝘶𝘪𝘭𝘥𝘪𝘯𝘨 𝘚𝘦𝘤𝘵𝘪𝘰𝘯, presented the overview of the training, outlining its objectives, expected outcomes, and the importance of integrating digital tools and strategies in business operations. She also welcomed the participants and encouraged them to maximize the learning opportunity provided by the program.⁣

The training participants are composed of women entrepreneurs from the Bangsamoro Women Commission (BWC) parters, led by its 𝘊𝘩𝘢𝘪𝘳𝘱𝘦𝘳𝘴𝘰𝘯 𝘏𝘢𝘥𝘫𝘢 𝘉𝘢𝘪𝘯𝘰𝘯 𝘒𝘢𝘳𝘰𝘯, 𝘈𝘭𝘩𝘢𝘥𝘫𝘢, who strongly supports initiatives that promote women’s empowerment and economic participation in the Bangsamoro region.⁣

The Bangsamoro Information and Communications Technology Office (BICTO) are currently conducting the Digital Literacy Training: Growing Your Business Online – Social Media Marketing for Women-Led MSMEs, in support of the National Women’s Month Celebration.

Taking place at the ICT Literacy and E-Governance Training Center, 2nd Floor, Alnor Building, Cotabato City, this initiative aims to equip women entrepreneurs with essential digital skills to thrive in today’s online marketplace.

A meaningful support message was delivered by Mrs. Zipporah P. Panda-Dimatingkal from the Bangsamoro Women Commission, conveying the message of Chairperson Hadja Bainon Karon. Also present was Mr. Camar Saumay, Consultant for Economic Development at BWC, who shared valuable insights on Islamic Microfinance.

Leading the training is Mr. Amiruddin I. Gani (Ami Gani), a content creator, businessman, and social media influencer, who is guiding participants in maximizing digital platforms for business growth.

STI College Cotabato and the Bangsamoro Information and Communications Technology Office (BICTO) had a coordination meeting yesterday, March 23, 2026 at STI College Cotabato’s Conference Room.

Discussed during the meeting was the important role the academe plays in the attainment of the Bangsamoro Government digital agenda and in the implementation of the Bangsamoro E-Government Master Plan. It was also talked in the meeting of the continued collaboration between STI College Cotabato and BICTO in its upcoming activities especially in the topics on Cybersecurity and Artificial Intelligence (AI). The meeting concluded with the confidence of a more open and smoother communication between STI and BICTO especially after knowing that there are STI College Cotabato Alumni who works at BICTO (two of which joined in the meeting).

Mr Jefferson Bacurnay, MSIS, STI College Cotabato President, led STI’s contingent yesterday with Mr Jovan Edward (OIC Department Head, DEICT) and Ms Jasmin Aliman (ICT Coordinator). BICTO, on the other hand, was headed by its Chief Planning and Capacity Building Division, Mr Norodin Intia, LPT, MPA, MSc. IT. Other attendees from BICTO were Normina G. The Mas Matatag na Bangsamoro Agenda, institutionalized under OCM E.O. No. 2, s. 2026 by Chief Minister Hon. Abdulraof “Sammy Gambar” A. Macacua, is the new Bangsamoro Government’s strategic framework for 2026–2028, succeeding the 12-Point Priority Agenda (2023–2025) outlined under OCM M.C. No. 49 s. 2022.
It serves as the guiding blueprint for the remaining phases of the 2nd Bangsamoro Development Plan (BDP) from 2026 to 2028, ensuring continuity, consolidation, and a higher level of institutional maturity across the region.

𝗮. 𝗠𝗮𝘀 𝗠𝗮𝘁𝗮𝘁𝗮𝗴 𝗻𝗮 𝗚𝗼𝗯𝘆𝗲𝗿𝗻𝗼 – Bangsamoro Government and its constituent LGUs to confidently exercise full authority, steer sectoral development, provide efficient and reliable services, and strengthen authority to regulate and set policy through performance-linked incentive mechanisms, milestone-driven framework, and full-cycle governance structures, and serve as a trusted instrument to overcome barriers to the implementation the GPH-MILF Peace Process and create lasting conditions that realize the imagined future of the Bangsamoro.
𝗯. 𝗠𝗮𝘀 𝗠𝗮𝘁𝗮𝘁𝗮𝗴 𝗻𝗮 𝗞𝗮𝗯𝘂𝗵𝗮𝘆𝗮𝗻 – Bangsamoro economy to be deliberately designed to cultivate homegrown entrepreneurs, enterprises, and employment opportunities through expanded access to finance, while being deliberately restructured to build economy-shaping infrastructure, strategic economic zoning, create resource-based markets, and remove of structural barriers to enterprise development to build internal economic capacity alongside, rather than depending on, surrounding regions, and lay the foundations of positioning BARMM as a geoeconomic hub for the Halal economy and trade in Mindanao, and a key node and corridor within BIMP-EAGA.
𝗰. 𝗠𝗮𝘀 𝗠𝗮𝘁𝗮𝘁𝗮𝗴 𝗻𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 – Long-standing disadvantages in education, health, social justice, and basic infrastructure to be decisively addressed through deliberate, root-cause reforms, moving BARMM out of the lowest tiers of national rankings and is felt in tangible, everyday improvements by all people, including sectoral minorities.
𝗱. 𝗠𝗮𝘀 𝗠𝗮𝘁𝗮𝘁𝗮𝗴 𝗻𝗮 𝗦𝗲𝗴𝘂𝗿𝗶𝗱𝗮𝗱 – Security environment tobe built by restoring trust in the justice system and the rule of law through swift, consistent, and impartial justice; strong regulation and enforcement; and enabling support to the normalization track of the GPH-MILF Peace Process—establishing a society where security is consolidated under accountable public authority, operational space of non-state armed actors and illicit economies are dismantled, disputes are resolved by law rather than arms, and citizens reduce reliance on keeping fi****ms for personal security.
𝗲. 𝗠𝗮𝘀 𝗠𝗮𝘁𝗮𝘁𝗮𝗴 𝗻𝗮 𝗣𝗮𝗻𝗶𝗻𝗶𝘄𝗮𝗹𝗮 – Freedom of belief and the practice of faith to be supported by faith-affirming systems and institutions, consistent with the Constitution, national laws, and the Bangsamoro Organic Law—such as Shari’ah courts/tribal justice system, Madaris/IPeducation, ibadah-friendly/inclusive facilities, halal economy, and Islamic finance—through strengthening their institutional frameworks, ability to provide tailored services, and ability to emplace credible authorities, enabling individuals to exercise their faith with confidence, dignity, and continuity in all aspects of daily life.
𝗛𝗢𝗪 𝗕𝗔𝗥𝗠𝗠 𝗪𝗜𝗟𝗟 𝗠𝗔𝗞𝗘 𝗜𝗧 𝗛𝗔𝗣𝗣𝗘𝗡
𝟭. 𝗙𝗿𝗼𝗺 𝗪𝗼𝗿𝗱𝘀 𝘁𝗼 𝗣𝗼𝗹𝗶𝗰𝘆 – Leadership pronouncements will be formally translated into enforceable policies, issuances, and operational guidelines.
𝟮. 𝗖𝗼𝗺𝗽𝗹𝗲𝘁𝗲 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 – All programs and actions will have clear targets, accountable leaders, funding sources, and built-in monitoring, evaluation, and performance mechanisms.
𝟯. 𝗦𝗵𝗶𝗳𝘁 𝘁𝗼 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 – The Bangsamoro Government will increasingly act as a strategic regulator—steering systems and outcomes—while empowering LGUs as primary implementers.
𝟰. 𝗦𝘁𝗿𝗼𝗻𝗴 𝗟𝗚𝗨 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 – Local governments will be engaged as key partners in delivering development outcomes on the ground.
𝟱. 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗠𝗲𝗰𝗵𝗮𝗻𝗶𝘀𝗺𝘀 – Inter-agency and multi-sectoral bodies will be strengthened with decision-making authority, functional secretariats, and proper resources.
𝟲. 𝗔𝗹𝗶𝗴𝗻𝗲𝗱 𝘄𝗶𝘁𝗵 𝗕𝗮𝗻𝗴𝘀𝗮𝗺𝗼𝗿𝗼 𝗔𝘀𝗽𝗶𝗿𝗮𝘁𝗶𝗼𝗻𝘀 – Programs will reflect the aspirations of the Bangsamoro struggle and remain aligned with the CAB and BOL.
𝟳. 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝘁𝗼 𝘁𝗵𝗲 𝗣𝗲𝗮𝗰𝗲 𝗣𝗿𝗼𝗰𝗲𝘀𝘀 – Continued support to the GPH-MILF peace process, especially normalization, through concrete and sustained interventions.
𝟴. 𝗣𝗿𝗮𝗴𝗺𝗮𝘁𝗶𝗰, 𝗥𝗲𝘀𝘂𝗹𝘁𝘀-𝗗𝗿𝗶𝘃𝗲𝗻 𝗣𝗲𝗮𝗰𝗲 – Focus on delivering tangible gains using available powers, rather than waiting for ideal conditions.

Dahil dito, magpapatuloy ang pag-aayuno ng mga Muslim sa Pilipinas kinabukasan upang ganap na makumpleto ang tatlumpung (30) araw ng Ramadhan. Ang pagdiriwang ng Salatul Eid ay isasagawa sa susunod na araw (Saturday), na itinakda sa 𝗠𝗮𝗿𝗰𝗵 𝟮𝟭, 𝟮𝟬𝟮𝟲 (𝗦𝗵𝗮𝘄𝘄𝗮𝗹 𝟭, 𝟭𝟰𝟰𝟳 𝗛), alinsunod sa itinakdang panuntunan ng moon sighting.

Ang naturang anunsyo ay nagsisilbing paalala sa mga mananampalataya na ipagpatuloy ang kanilang debosyon, pananalangin, at mabubuting gawain hanggang sa huling araw ng pag-aayuno. Sa diwa ng pagkakaisa at pananampalataya, patuloy na hinihikayat ang lahat na pairalin ang kabutihan at malasakit sa kapwa.

Bangsamoro M***i, Sheikh Abdulrauf Guialani, announced that the crescent moon was not visible during the moon sighting led by the Bangsamoro Darul-Ifta’ (BDI). Consequently, Muslims in the Philippines will fast for one more day to complete the 30 days of Ramadhan and will celebrate Eid’l Fit’r on March 21, 2026.

May Allah SWT accept all our ibadah (worship) during this holy month. Taqabbalallahu minna wa minkum. The Bangsamoro Government extends an advanced Eid Mubarak to the entire Muslim Ummah. May the spirit of Ramadhan remind us to carry kindness, gratitude, and generosity throughout the year.

𝗧𝗵𝗲 𝗝𝗮𝗯𝗶𝗱𝗮𝗵 𝗠𝗮𝘀𝘀𝗮𝗰𝗿𝗲: 𝗔 𝗙𝗹𝗮𝘀𝗵𝗽𝗼𝗶𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗠𝗼𝗿𝗼 𝗦𝘁𝗿𝘂𝗴𝗴𝗹𝗲 ✊🏻

58 years ago, a remote section of Corregidor Island bore witness to the massacre of Moro military recruits. These young men were part of a secret mission known as Operation Merdeka, an event now etched in history as the 𝗝𝗮𝗯𝗶𝗱𝗮𝗵 𝗠𝗮𝘀𝘀𝗮𝗰𝗿𝗲 of March 18, 1968.

The tragedy left only one survivor, Jibin Arula, whose testimony revealed the truth and sparked the calls for Moro self-determination. In the aftermath, Moro youth in Manila rose in protest, and several organizations were formed in response to the injustices of the massacre.

Under this year’s Bangsamoro History Month theme, “Reclaiming Our Story, Preserving Our Identity, and Restoring Our Dignity,” let us recall the past to trace the roots of our struggle and honor the lives that changed our history forever.

𝗧𝗵𝗲 𝟭𝟵𝟯𝟱 𝗗𝗮𝗻𝘀𝗮𝗹𝗮𝗻 𝗗𝗲𝗰𝗹𝗮𝗿𝗮𝘁𝗶𝗼𝗻 📜

On this day, March 18, 1935, at the Dayawan Torogan in Marawi City, courageous Bangsamoro leaders of Lanao signed the Dansalan Declaration—a pivotal yet often overlooked moment in our journey toward self-determination.

Written in the Meranaw Jawi/Kirim script, this historic petition was sent to then-U.S. President Franklin D. Roosevelt and the U.S. Congress. It was a bold stand against the inclusion of Mindanao and Sulu in the Philippine Commonwealth, with our leaders calling for a separate independence that respected our faith, unique identity, and territory.

As we observe Bangsamoro History Month, let us take a moment to honor our ancestors' unwavering struggle for the right to decide our own future. Also, stay tuned as we will soon release a special podcast episode exploring the history and significance of the Dansalan Declaration.

ADVISORY: In accordance with Proclamation No. 0003, Series of 2025, issued by the Office of the Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Wednesday, March 18, 2026 is hereby declared a Regular Non-Working Holiday throughout BARMM in observance of the Day of Shuhada.

This day commemorates the sacrifices of the Bangsamoro martyrs and serves as a solemn reminder of the Bangsamoro people’s enduring struggle for peace, justice, and the right to self-determination.
