The Judicial Court of the University Student Council officially commenced its first court meeting for Academic Year 2026โ2027 under the leadership of Chief Justice Janelle Meigh Gayo, alongside Hon. Joeace Quitorio (CBPA Associate Justice), Hon. Abduljabbar Mantil (CIS Associate Justice), Hon. Fihir Mamintal (CFO Associate Justice), Hon. Sheryl Agustin (CAFI Associate Justice), and Hon. Farizzah Usop (CAS Associate Justice).
The Court also welcomed its newly appointed clerks, Wilbert James Prado as the new Executive Clerk of Court, Veronica Gangano as Clerk of Court Records, Pollie Mangacop Clerk of Court Communication, and Ela Cedeรฑo Clerk of Court Treasurer, whose service will contribute to the efficient administration of the Court.
As plans were laid, responsibilities entrusted, and a common vision established, the meeting signified more than the opening of a new semesterโit marked the beginning of a renewed Judicial Branch committed to growth, professionalism, and meaningful service. The foundation has been set, and the work of building a stronger Court now begins.

Upholding Accountability, Due Process, and Fairness
The Cotabato State University University Student Council -- Judicial Court, acting as the Judicial Branch under Article XII, Sections 2(g) and 3 of the Constitution and By-Laws (CBL) of the Judicial Branch, hereby releases the result of the formal investigation in Case No. JC-26-TP-1.
The case started from a formal investigation conducted by the Oversight Committee regarding the reported issue of allegedly missing funds amounting to Php 27,000.00. The investigation found that the financial deficit was covered out of pocket by the proponents of the programs. After this finding, the matter was endorsed to the Judicial Court for resolution.
The Judicial Court then requested the Commission on Audit (COA) to conduct an independent review and validation of the financial records of the University Student Council.
The COA confirmed that all financial documents were properly verified and that the questioned amount had been fully covered out of pocket by the proponents of the programs, thereby settling the financial issue.
The COA further confirmed that there was no misappropriation, illegal use, or missing funds involving the concerned officers, and that the financial matter is already closed.
However, even if the financial issue is closed, the Court finds that the case involves a separate issue of gross negligence in duty and failure to properly perform official responsibilities, pursuant to Article XII, Sections 2(g) and 3 of the Constitution and By-Laws (CBL) of the Judicial Branch, which vests the Judicial Court with authority to hear, try, and decide disciplinary cases involving officers of the University Student Council.
After deliberation and voting, the motion for termination was approved by the majority, with one (1) Associate Justice voting for suspension and five (5) Associate Justices voting for termination from office.
As a result, the respondents were found liable for gross negligence of duty and are hereby terminated from office effective immediately, and are disqualified from holding any position in the University Student Council (USC), Local Student Council (LSC), and any recognized student organization within Cotabato State University for the 2nd semester of Academic Year 2025-2026.
This formal investigation reflects the Judicial Courtโs commitment to fairness, due process, and accountability under the Constitution.

โAs the gavel delivers its final sound for School Year 2025โ2026, the Judicial Branch holds its concluding special meeting, marking the close of a meaningful year of service, discipline, and commitment to truth and justice.

โThe session was presided over by Chief Justice Abdul Madjid T. Esmael, together with the six Associate Justices, Juhainie T. Samama (CTED), Angel D. Santiago (CETC), Johaira L. Abdillah (CAS),Asnaira Abo (CAFi), Baby P. Guimba (CBPA), and Datu Horton A. Quituar (CFO), alongside the four Executive Court members Aira Lyn D. Dimarao, Baileyna A. Talipasan, L*z Alezzon C. Delos Reyes, and Allen Arcos.
