Policy Research and Legal Services (PRLS) participated in the โCompleted Staff Work (CSW) Trainingโ held on Shawwal 18, 1447 AH | April 6, 2026 at the Glamour Convention Hall, Cotabato City. PRLS also attended the three-day โMandatory Onboarding Training Batch 2โ conducted on Shawwal 25โ27, 1447 AH | April 13โ15, 2026 at the same venue. These activities were conducted by the Human Resource Management Division (HRMD), Administrative and General Services Department (AGSD) of the Bangsamoro Transition Authority (BTA) Parliament.

Policy Research and Legal Services participated in the 2026 National Womenโs Month Celebration (NWMC), guided by the Philippine Commission on Women Memorandum Circular No. 2026-02 dated 29 January 2026. Throughout March 2026, PRLS contributed to strengthening gender awareness and promoting womenโs rights through capacity-building and learning sessions held in Mall of Alnor, Cotabato City. Among these were two batches of Gender Sensitivity Training conducted on March 10-11 and April 15-16, 2026 at the D and M Function Hall, RH 7. Complementing these efforts was an Orientation on the Magna Carta for Women (RA No. 9710) held on March 24, 2026.

There's a question that has quietly driven Nassef Manabilang Adiong's entire career: why does the Global South keep studying the world through frameworks built by the very powers that colonized it?

That question took him from Iligan City to Manila, from UP Diliman to the halls of Middle East Technical University in Ankara, and eventually back to Mindanao, where he now serves the Bangsamoro Parliament as Director of Policy Research and Legal Services.
Along the way, he became the first Moro scholar to reach UP Scientist III, the highest rank under the UP Scientific Productivity System. He founded PHISO, the country's premier organization for international studies scholars. He built the Decolonial Studies Program at UP CIDS. He co-edited a Routledge volume on Islamic International Relations that's now cited in universities far beyond the Philippines.
And through all of it, he kept returning to the same conviction: that the Bangsamoro people deserve to see their history, their faith, and their traditions treated as sources of knowledge, not just subjects of study.
His philosophy of Moral Governance, built on Faith, Freedom, Moral Authority, Common Good, and Social Justice, isn't borrowed from a Western textbook. It's rooted in who the Bangsamoro people are and what they've always believed about how communities should be led.

The Policy Research and Legal Services (PRLS) recently participated in the โInternal Control Risk Management Systemโ review held on 5 Jumada Al Thani 1447 | 26 November 2025 at the CNX Function Hall in Cotabato City. The activity gathered representatives from various BTA offices to examine the proposed Internal Control Risk Management Policy and Risk Assessment Tools.

The Policy Research and Legal ServicesโLegislative Measures and Legal Assistance Division (PRLS-LMLAD) played a key role in the third meeting of the Technical Working Group (TWG) tasked to refine the proposed Peopleโs Alternative System in Addressing Disputes (PASAD) Act, a measure currently under review by the Committee on Bangsamoro Justice System (CBJS) of the Bangsamoro Transition Authority (BTA).
The session, held on 19 November 2025 at the PMB Conference Hall inside the BTA Parliament Building, brought together members of the CBJS-TWG and invited resource persons from PRLS-LMLAD, whose legal expertise was sought to aid in enhancing the draft of Parliament Bill No. 159.
Representing PRLS-LMLAD were Officer-in-Charge Atty. Sofia Jennieves Mae S. Taki-Abas, RN, Atty. Fatma Nor Aljanna A. Macog, RN, and Atty. Hanna Shylla S. Ismael, CPA. Their participation followed the TWGโs earlier request on 29 October 2025 for PRLS-LMLAD to conduct a detailed review of the proposed legislation and submit recommendations to strengthen its legal and operational framework.

The Policy Research and Legal ServicesโLegislative Measures and Legal Assistance Division (PRLS-LMLAD) played a central advisory role as the Committee on Bangsamoro Justice System (CBJS) intensified its review of Parliament Bill No. 66, a proposed measure aimed at safeguarding human rights defenders in the Bangsamoro region.
Throughout a series of meetings held on October 23, 28, and 29, 2025, the committee sought the legal expertise of PRLS-LMLAD to clarify and refine sections of the proposed โBangsamoro Human Rights Defenders Protection Act.โ The committee had earlier completed its initial reading of the bill but identified provisions that required deeper legal interpretation and policy alignment.
Representing PRLS-LMLAD were Atty. Sofia Jennieves Mae Sali Taki-Abas, RN, Officer-in-Charge, Atty. Fatma Nor Aljanna A. Macog, RN, and Benyamen S. H. Salic, SCL, who shared the thorough analyses prepared by PRLS-LMLAD across the three sessions.

The second day concluded with the presentation of Certificates of Appreciation and tokens of gratitude to the distinguished resource persons, acknowledging their invaluable contribution and generosity in sharing their knowledge and expertise on integrating Islamic perspectives into legislation. Their insights greatly deepened participantsโ understanding of how legal and Islamic governance principles can meaningfully inform the legislative process.

The Legislative Research Division of the Policy Research and Legal Services (PRLS) spearheaded the activity โIntegrating Islamic Perspective in Legislation: Processes and Applications in BARMM,โ held on the 28th-29th of Jumada 1447 | November 19โ20, 2025, at DNM Buffet, Cotabato City. The event was graced by the Secretary-General, Prof. Raby Angkal, and formally opened with remarks by Dr. Nassef Adiong, Director of PRLS, followed by the presentation of the activity rationale by Sir Vincent Casil, Chief of the Legislative Research Division. In collaboration with the Bangsamoro Darul-Iftaโ (BDI), the program brought together staff from the Members of the Parliament and Secretariat offices to deepen their understanding of BDIโs mandate, Fatwa methodologies, and the integration of Islamic principles into the legislative process.
