π’ OFFICIAL ANNOUNCEMENT | USG ATTENDANCE SYSTEM ACT OF 2026
To the Student Body of Palawan State University β Coron Campus
The University Student Government (USG) Legislative Department formally informs the student body of the approval of Senate Bill No. 001, Series of 2026β2027, entitled:
βAn Act Establishing the University Student Government Attendance System, Prescribing Guidelines for the Recording, Monitoring, and Validation of Attendance in USG Activities and Events, Providing Appropriate Accountability Measures for Non-Compliance, and for Other Purposes.β
The measure, introduced by Senator Ariane Perales Gelacio, Chairperson of the Committee for Student Activities and Development, was approved on September 22, 2026, at PalawanSU-Coron, Coron, Palawan.
What does this mean?
The USG Attendance System Act of 2026 establishes a formal and uniform system for recording and monitoring attendance in official USG meetings, activities, programs, projects, and events.
The system may utilize physical attendance sheets, official forms, digital systems, QR codes, or other attendance mechanisms approved by the Senate. Attendance records may include the participant's name and identification, the activity attended, time-in, time-out, and other necessary remarks.
The Act also establishes a 30-minute grace period from the official set time of an activity. Participants must properly accomplish both time-in and time-out requirements to be considered officially present, unless a valid and verified justification applies.
ATTENDANCE IS MORE THAN A RECORD.
The USG recognizes that every student activity is made meaningful by the students who participate in it. Your presence represents your commitment to your organization, your fellow students, and the university community.
Whether it is a student assembly, consultation, leadership activity, program, project, or official gathering, your participation matters. The attendance system is therefore intended not merely to record who was present, but to promote discipline, accountability, punctuality, active participation, and responsible student leadership.
At the same time, the Act recognizes legitimate circumstances that may prevent a student from attending. Medical circumstances, academic requirements, family emergencies, official university representation, force majeure, and other reasonable circumstances may qualify as authorized absences when properly documented and verified.
Accountability with fairness
The Act also provides mechanisms for attendance verification and correction. Students who believe their attendance was incorrectly recorded may request verification or correction within three (3) working days from the release or posting of the attendance record.
For repeated violations, appropriate accountability measures may be imposed, subject to due process and proportionality. These may include reminders, written explanations, counseling, community service, or other measures provided under the Act and applicable USG rules.
Attendance records must likewise be handled with appropriate privacy and confidentiality, consistent with applicable university policies and the Data Privacy Act of 2012.
π£ A CALL TO THE STUDENT BODY
We encourage every student to take every USG activity and gathering seriously.
Do not attend simply because your name needs to be on a sheet. Attend because your voice, presence, ideas, and participation contribute to the student community we are building together.
Let us make every assembly more than a requirement, every activity more than an obligation, and every gathering an opportunity to participate, connect, serve, and be heard.
Your attendance is your presence.
Your presence is your participation.
And your participation helps shape our student government for uplifting wellness and professionalism of everyone.
Let us uphold a culture of discipline, responsibility, and active student participation.
Be present. Be accountable. Be part of the movement.
