𝗞𝗼𝗹𝗲𝗵𝗶𝘆𝗼 𝗻𝗴 𝗣𝗮𝗻𝘁𝘂𝗸𝗮𝗻 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗕𝗲𝗻𝗰𝗵𝗺𝗮𝗿𝗸𝗶𝗻𝗴 𝗩𝗶𝘀𝗶𝘁 𝗮𝘁 𝗗𝗮𝘃𝗮𝗼 𝗱𝗲 𝗢𝗿𝗼 𝗦𝘁𝗮𝘁𝗲 𝗖𝗼𝗹𝗹𝗲𝗴𝗲

Davao de Oro State College welcomed representatives from the Kolehiyo ng Pantukan for a benchmarking activity focused on the processes and practices of the College’s Research and Development Division and Research Ethics Committee on August 12, 2026, at the DdOSC Conference Room.

Representing Kolehiyo ng Pantukan were Dr. Felix D. Tubera, KNP Research Ethics Committee Chairperson, and Joseph Z. Rion, MAEd, KNP Research Associate and Journal In-Charge.

The DdOSC delegation was led by the SUC President Dr. Lilybeth M. Matunhay, together with Dr. Jennifer T. Pelegrino, Director of the Research and Development Division, Dr. Juanita C. Leopoldo, Chairperson of the Research Ethics Committee, Mr. Jupite Mark U. Banayag, MSc, Dr. Orville J. Evardo, Mr. Eric D. Palmerola, MEd-LT, and Mr. Kenny Jim M. Gambong.

The discussions focused on key institutional mechanisms for managing the research journal, supporting researchers, overseeing research-related activities, and facilitating research ethics review. The exchange provided the KNP delegation with valuable insights into DdOSC’s approaches to research processes.

Beyond sharing institutional practices, the benchmarking activity served as a platform for both institutions to exchange experiences, practices, and insights in research development and research ethics. The discussions emphasized the value of learning from institutional practices and exploring approaches that can contribute to the continuous improvement of research-related programs and services.

𝗗𝗱𝗢𝗦𝗖-𝗥𝗘𝗖 𝗿𝗲𝘁𝗮𝗶𝗻𝘀 𝗟𝗲𝘃𝗲𝗹 𝗜𝗜 𝗮𝗰𝗰𝗿𝗲𝗱𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗿𝗼𝗺 𝗣𝗛𝗥𝗘𝗕

Reinforcing its standing as a trusted institution for ethical research, the Davao de Oro State College-Research Ethics Committee (DdOSC-REC) has successfully secured Level II Reaccreditation from the Philippine Health Research Ethics Board (PHREB) for another three-year term, effective August 20, 2026, to August 19, 2029.

The reaccreditation affirms the Committee's continued compliance with the National Ethical Guidelines for Health and Health-Related Research and PHREB's rigorous standards on ethics review, governance, and oversight of research involving human participants.

As of this writing, DdOSC remains one of only two State Universities and Colleges in Mindanao with a Level II accredited Research Ethics Committee, alongside the Western Mindanao State University Research Ethics Oversight Committee.

The Davao de Oro State College - Research Ethics Committee (DDOSC-REC) proudly announces that it has been granted Level 2 Reaccreditation by the Philippine Health Research Ethics Board for a period of three (3) years, effective 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟎, 𝟐𝟎𝟐𝟔, 𝐭𝐨 𝐀𝐮𝐠𝐮𝐬𝐭 𝟏𝟗, 𝟐𝟎𝟐𝟗.

This recognition affirms DDOSC-REC's continued adherence to the highest national standards in the ethical review of research involving human participants, as prescribed under the 2024 PHREB Policies and Requirements for Accreditation of Research Ethics Committees and the 2022 National Ethical Guidelines for Research Involving Human Participants.

We extend our heartfelt gratitude to the PHREB, the Regional Ethics Monitoring Board XI, the Administration, and all our stakeholders for their guidance and support throughout the accreditation process.

The DDOSC-REC remains steadfast in its mission to uphold the rights, safety, and welfare of research participants while continuously promoting excellence in research ethics.

[𝐉𝐔𝐒𝐓 𝐇𝐀𝐏𝐏𝐄𝐍𝐄𝐃] The Regional Ethics Monitoring Board XI (REMB XI) invited the Davao de Oro State College (DDOSC), through Dr. Lilybeth M. Matunhay, to participate in a short virtual meeting held on March 17, 2026, via Google Meet. The meeting aimed to facilitate knowledge-sharing on the notable practices of DDOSC, particularly its financial system in securing Commission on Higher Education (CHED) funding support for research ethics review fees.

The meeting was attended by Dr. Alvin S. Co**ha, REMB XI Chairperson; Dr. Lucila T. Lupo, REMB XI Vice-Chairperson; Dr. Liza Cruda-Suan, CHEDRO XI Education Supervisor II; Dr. Lilybeth M. Matunhay, DDOSC President; and Dr. Juanita C. Leopoldo, DDOSC-REC Chairperson.

During the discussion, Dr. Matunhay shared the College’s experiences and processes in successfully securing CHED funding support for research ethics review fees, particularly for all institutional student research undertakings. She highlighted the strategies and mechanisms that ensure sustainability and accessibility of ethics review services for students.

Dr. Matunhay further expressed DDOSC’s full support for REMB's initiative, reaffirming the institution’s commitment to advancing and promoting ethical research practices among higher education institutions.

𝗗𝗱𝗢𝗦𝗖-𝗥𝗘𝗖 𝗵𝗼𝗹𝗱𝘀 𝗚𝗼𝗼𝗱 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗘𝘁𝗵𝗶𝗰𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴

To strengthen its research ethics review processes, Davao de Oro State College, through its Research Ethics Committee (REC), hosted the Good Research Practice Training on November 13-14, 2025, at the Grand Palm Villas and Hotel in Tagum City.

The activity gathered 50 participants from all DDOSC campuses, including regular and alternate REC members, as part of the College’s continuing efforts to uphold ethical standards and reinforce responsible research conduct across disciplines.

[𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬] In reference to the conclusion of the Midterm Examinations of AY 2025-2026 across all Campuses, the Davao de Oro State College, through Office Advisory No. 1028-01, series of 2025, declares November 3 to 5, 2025, as a Mental Health Break for all students.

Meanwhile, all faculty and administrative personnel in the College are directed to adopt a Work-From-Home (WFH) Arrangement during the same period.

All faculty and administrative personnel, including designated drivers, are expected to be reachable during official work hours, unless a leave or approved absence has been submitted prior to the implementation of the Work-from-Home (WFH) arrangement.

On-site classes and regular work operations will resume on November 6, 2025.
