Ano talaga ang Alternative Learning System (ALS)?

Ang Alternative Learning System (ALS) ay isang parallel education system sa Pilipinas na nagbibigay ng alternatibong paraan ng pag-aaral para sa mga taong hindi nakapasok, huminto, o hindi nakatapos ng formal basic education (elementary at high school).

Ito ay programa ng Department of Education at kasing-halaga ng formal education — magkaiba lang ang paraan, hindi ang layunin.

Sa madaling salita:
Kung hindi ka kayang i-accommodate ng regular school, ang ALS ang lalapit sa’yo.

Bakit kailangan ang ALS sa Pilipinas?

Sa realidad ng bansa, maraming Pilipino ang:
• kailangang magtrabaho agad
• nakatira sa malalayong lugar
• may responsibilidad sa pamilya
• naka-experience ng kahirapan, sakit, o krisis

Dahil dito, hindi lahat ay kayang pumasok araw-araw sa formal school. Hindi ibig sabihin nito na ayaw nilang matuto.

Dito pumapasok ang ALS:
• para hindi maiwan sa edukasyon
• para magkaroon ng second chance
• para maabot ang mas maayos na kinabukasan

Sino ang mga tinutulungan ng ALS?

Ang ALS ay para sa Out-of-School Youth and Adults (OSYA), kabilang ang:
• elementary at high school dropouts
• adults na hindi marunong bumasa, sumulat, o magbilang
• working learners
• solo parents
• persons with disabilities (PWDs)
• indigenous peoples (IPs)
• senior citizens na gustong matuto

Walang age limit. Kahit anong edad, may karapatan sa edukasyon.

Ano ang mga pangunahing programa ng ALS?

1. Basic Literacy Program (BLP)

Ang BLP ay para sa mga learners na:
• hindi pa marunong magbasa
• hindi pa marunong magsulat
• hirap sa basic math

Dito tinuturo ang:
• alphabet at basic reading
• pagsusulat ng simple words at sentences
• basic numeracy
• functional literacy (pang-araw-araw na kaalaman)

Ito ang foundation ng ALS. Kapag handa na ang learner, pwede siyang umakyat sa next level.

2. Accreditation and Equivalency (A&E)

Ang A&E Program ay para sa mga:
• nakapag-aral na pero hindi nakatapos
• may basic literacy na

Sa programang ito:
• nag-aaral ang learner gamit ang modules
• tinatalakay ang subjects na katumbas ng formal school
• pagkatapos ng learning phase, kukuha ng A&E Exam

Kapag pumasa, makakakuha ng:
• Elementary equivalency certificate o
• Junior High School equivalency certificate

Ang certificate na ito ay official at recognized, at pwedeng gamitin sa:
• pag-apply ng trabaho
• pag-enroll sa senior high school
• college
• technical-vocational training

Paano naiiba ang ALS sa regular school?

Flexible at Modular
• Walang fixed school hours
• Pwede mag-aral ayon sa sariling oras at bilis
• Modular learning: step-by-step at practical

Community-Based
• Hindi kailangan pumasok sa malaking school
• Ginaganap sa:
• barangay halls
• community learning centers
• multipurpose halls
• minsan bahay ng learner

Mas accessible, mas malapit sa komunidad.

Paano ang assessment at evaluation?
• May formative assessments habang nag-aaral
• May quizzes at activities sa modules
• Para sa A&E learners, may national exam

Hindi ito biglaan — hinahanda muna ang learner bago isalang sa exam.

May livelihood at trabaho bang patutunguhan ang ALS?

Oo. Ang ALS ay hindi lang academic.

May mga pagkakataon na:
• sinasabay ang life skills at livelihood training
• nire-refer ang learners sa programs ng Technical Education and Skills Development Authority

Ito ay para:
• mas maging job-ready
• magkaroon ng skills certification
• mas tumaas ang tsansa sa employment o negosyo

Legal at policy support ng ALS

Ang ALS ay hindi simpleng proyekto lang. May matibay itong legal na pundasyon:
• RA 9155 – nagbibigay mandato sa DepEd na magpatupad ng ALS
• RA 11510 – ALS Act, na nagpapatibay sa ALS bilang bahagi ng basic education system

Ibig sabihin:
• may pondo
• may structure
• may long-term commitment ang gobyerno

Ano ang mensahe ng ALS para sa Pilipino?

Ang ALS ay mensahe ng:
• pag-asa
• pagkakataon
• pagbangon

Hindi hadlang ang:
• edad
• kahirapan
• nakaraan

“Learn. Catch up. Move forward.”
Edukasyon na umaayon sa buhay ng tao — hindi ang tao ang mag-aadjust sa sistema.
