𝗙𝗿𝗼𝗺 𝘁𝗵𝗲 Manila Standard: In remote mountain villages and far-flung islands where extending the power grid remains costly and complex, access to electricity is still uneven. For Patrick De Guzman, these gaps highlight the need for practical, localized renewable solutions.
Through his startup Saltric Power, he developed the Marissa Turbine, a hydrokinetic system that generates electricity directly from flowing water without requiring large dams.
The DOST’s Technology Application and Promotion Institute covered utility model and industrial design fees. The ongoing technology validation is also supported under DOST-TAPI’s Grants and Assistance to Leverage Innovations for National Growth (GALING) Program.

Rest in peace, former Dean of USC School of Engineering, Engr. Elsa P. Roska. A friend, mentor, and colleague at PICHE Cebu and a friend if CIT-U Chemical Engineering Faculty. CIT-U CHE department join in praying for your eternal rest and for comfort and strength of your bereaved family.
We regret to inform the Cebu community of the passing of Engr. Elsa Pilapil Roska today at 11:46AM.
Engr. Elsa served as a matriarch and pillar of the Cebu Chemical Engineering Community. She was part of the pioneering group who founded the PIChE Cebu Chapter in 1964. She also is the founder and President Emeritus of the University of San Carlos Chemical Engineering Society (USCChES).
Ma'am Elsa is undoubtedly one of the pioneering champions of women empowerment in the then male-dominated profession of the latter half of the 20th Century, having served in multiple leadership roles in the academe and public sector. She served as Chairman of the USC ChE Department and retired from the academe as the first female Dean of the then USC College of Engineering & Architecture. Dean Elsa was instrumental in the College's first accreditation for engineering with the Philippine Accrediting Association of Schools, Colleges, and Universities (PAASCU). She also hosted a historic Nuclear Training Program in Cebu with the Philippine Atomic Energy Commission in 1980. Ma'am Elsa also held various leadership roles, including director of the Metro Cebu Water District (MCWD).
Ma'am Elsa is a reputable leader of PIChE, serving the organization in multiple roles, notably as Vice President for the Visayas & Mindanao while also the Vice President of the Cebu Chapter in 1976. She played a significant part in hosting the PIChE National Conventions at the University of San Carlos Talamban Campus (then Technological Center) on 27-29 June 1969 and 19-21 February 1976.
As a testament to her outstanding contributions to both profession and society, Engr. Roska was awarded the 2023 Outstanding Chemical Engineer Award for Chemical Engineering Education, the distinguished Professional Regulatory Board of Chemical Engineering (PRBChE) Recognition Award, and the Professional Regulation Commission (PRC) Service Award.
We extend our sympathies and condolences to the bereaved family and friends of Engr. Roska.
